India holds the promise of emerging as a global destination for cost-effective quality healthcare: Dr Jitendra Singh

| Published on:

Union Minister of State (Independent Charge) for Science and Technology; Earth Sciences and Minister of State for PMO, Department of Atomic Energy, Department of Space, Personnel, Public Grievances and Pensions, Dr. Jitendra Singh, on Friday hailed the Sree Chitra Tirunal Institute for Medical Sciences and Technology (SCTIMST) Thiruvananthapuram for producing high-quality medical devices at affordable prices and called for scaling up production and expanding awareness of these indigenous innovations.

The Minister said, India holds the promise of emerging as a global destination for cost-effective quality healthcare.

Inaugurating the exhibition on “Innovation for Self-Reliance – Accelerating Healthcare with Indigenous Medical Device Development – The Sree Chitra Contributions”, Dr Jitendra Singh said that while SCTIMST has developed life-saving technologies, more needs to be done to ensure wider use and public awareness. He suggested that the institute showcase its devices in central locations such as Delhi, involving civil society and stakeholders, so that the benefits of its work are better known.

The Minister highlighted that SCTIMST’s contributions align with the Prime Minister’s vision of Atmanirbhar Bharat by reducing reliance on imports, Vishwabandhu Bharat by exporting devices like heart valves and MRI-compatible shunts and Viksit Bharat 2047 through revenue generation and industry partnerships in the private sector.

Citing examples, Dr. Jitendra Singh said the institute has already provided heart valves to over two lakh patients and advanced shunts to about 2,000 patients, while innovations like the Hemostasis Patch have proved critical in trauma and battlefield care. He noted that such achievements are often under-recognized even within leading hospitals and called for scaling up production to make them more widely available.

He further stressed that SCTIMST represents a unique model in India by combining the “Four Ts” — Teaching, Training, Treatment and Trade — a concept common in some Western countries but relatively new domestically. The institute, he said, not only educates and treats but also generates economic value through manufacturing.

Pointing to the larger context, the Minister said India’s medical technology sector is valued at around USD 12 billion in 2025 and is growing at nearly 20 percent annually, with projections to touch USD 50 billion by 2030. Institutions like SCTIMST, with recognition from WHO and collaborations with national agencies such as ICMR, DBT, CSIR, DRDO and INSA, are positioned to play a critical role in this growth.

Dr. Jitendra Singh also underlined the importance of partnerships with industry, stating that affordability must remain central even as production expands. He added that the institute can contribute to India’s emergence as a global hub for cost-effective healthcare and medical tourism by 2047.

“By building on its achievements, Sree Chitra can serve both national health priorities and global demand, reinforcing India’s role as a trusted contributor to world healthcare,” he said.

The event was attended by Prof. Ashutosh Sharma, Former Secretary, DST; Dr. Abhay Karandikar, Secretary, DST; Prof. Kris Gopalakrishnan, President, SCTIMST; Dr. Sanjay Behari, Director, SCTIMST; and senior faculty, scientists, and industry partners.

Prime Minister addresses the Rashtriya Swayamsevak Sangh Centenary Celebrations

| Published on:

Prime Minister Shri Narendra Modi addressed the centenary celebrations of the Rashtriya Swayamsevak Sangh (RSS) as the Chief Guest at Dr. Ambedkar International Centre in New Delhi today. Speaking on the occasion, Shri Modi extended greetings to all citizens on the occasion of Navratri, noting that today marks Maha Navami and the day of Goddess Siddhidhatri. He remarked that tomorrow is the grand festival of Vijayadashami, which signifies the timeless proclamation of Indian culture—victory of justice over injustice, truth over falsehood, and light over darkness. The Prime Minister highlighted that on such a sacred occasion, the Rashtriya Swayamsevak Sangh was founded a hundred years ago, emphasizing that this was no coincidence. He stated that it was a restoration of an ancient tradition spanning thousands of years, wherein national consciousness manifests in new forms to meet the challenges of each era. In this age, he affirmed, the Sangh is a virtuous incarnation of that eternal national consciousness.

Highlighting that it is a privilege for the current generation of swayamsevaks to witness the centenary year of the Rashtriya Swayamsevak Sangh, Shri Modi extended his best wishes to the countless swayamsevaks dedicated to the resolve of national service. The Prime Minister paid tribute at the feet of the Sangh’s founder and revered ideal, Dr. Hedgewar. He announced that, to commemorate the Sangh’s glorious 100-year journey, the Government of India has released a special postage stamp and commemorative coin. The ₹100 coin features the national emblem on one side and a majestic image of Bharat Mata in Varad Mudra with a lion, being saluted by swayamsevaks, on the other. Shri Modi highlighted that this is possibly the first time in independent India’s history that Bharat Mata’s image has appeared on Indian currency. He added that the coin also bears the Sangh’s guiding motto: “Rashtraya Swaha, Idam Rashtraya, Idam Na Mama.”

Underscoring the significance of the commemorative postage stamp released today, noting its deep historical relevance, the Prime Minister recalled the importance of the Republic Day parade on 26th January and highlighted that in 1963, RSS swayamsevaks had participated in the parade with great pride, marching in rhythm to patriotic tunes. He remarked that the stamp captures the memory of that historic moment.

“The commemorative postage stamp also reflects the unwavering dedication of RSS swayamsevaks who continue to serve the nation and empower society”, underlined Shri Modi extending heartfelt congratulations to the citizens of India on the release of these commemorative coins and postage stamp.

Prime Minister remarked that just as great rivers nurture human civilizations along their banks, the Rashtriya Swayamsevak Sangh has similarly nourished and enriched countless lives. Drawing a parallel between a river that blesses the land, villages, and regions it flows through, and the Sangh, which has touched every domain of Indian society and every region of the nation, Shri Modi emphasized that this is the result of uninterrupted dedication and a powerful national current.

Drawing a parallel between the Rashtriya Swayamsevak Sangh and a river that branches into multiple streams, each nourishing different regions, the Prime Minister remarked that the Sangh’s journey mirrors this, with its various affiliated organizations engaging in national service across all facets of life—education, agriculture, social welfare, tribal upliftment, women empowerment, arts and sciences, and the labour sector. Shri Modi highlighted that despite the Sangh’s expansion into multiple streams, there has never been division among them. “Each stream, each organization working in diverse fields, shares a singular purpose and sentiment: Nation First”, stressed the Prime Minister.

“Since its inception, the Rashtriya Swayamsevak Sangh has pursued a grand objective—nation building”, said Shri Modi, emphasising that to fulfill this purpose, the Sangh chose the path of individual development as the foundation for national development. To consistently advance on this path, the Sangh adopted a disciplined working method: the daily and regular conduct of shakhas.

“Revered Dr. Hedgewar understood that the nation would be truly strong only when every citizen awakened to their responsibility towards it; India would rise only when every citizen learns to live for the nation”, remarked the Prime Minister. He said that is why Dr. Hedgewar remained committed to individual development, adopting a unique approach. Shri Modi quoted Dr. Hedgewar’s guiding principle: “Take people as they are, shape them into what they should be.” He likened Dr. Hedgewar’s method of public engagement to that of a potter—starting with ordinary clay, working on it diligently, shaping and firing it, and ultimately using the bricks to build a grand structure. In the same way, Dr. Hedgewar selected ordinary individuals, trained them, gave them vision, and shaped them into dedicated swayamsevaks for the nation. The Prime Minister remarked that this is why it is said about the Sangh that ordinary people come together to accomplish extraordinary and unprecedented tasks.

Highlighting that the noble process of individual development continues to thrive in the shakhas of the Rashtriya Swayamsevak Sangh, Shri Modi described the shakha ground as a sacred space of inspiration, where a swayamsevak begins his journey from “me” to “we” representing the collective spirit. He remarked that these shakhas are the sacrificial altars of character-building, fostering physical, mental, and social growth. The Prime Minister further elaborated that within the Shakhas, the spirit and courage for national service take root, sacrifice and dedication become natural, the urge for personal credit fades, and swayamsevaks imbibe the values of collective decision-making and teamwork.

Emphasising that the Rashtriya Swayamsevak Sangh’s hundred-year journey has been anchored in three foundational pillars—a grand vision of nation building, a clear path of individual development, and a simple yet dynamic working method in the form of shakhas, Shri Modi stated that standing on these pillars, the Sangh has shaped lakhs of swayamsevaks who are advancing the nation across diverse fields through dedication, service, and a committed pursuit of national excellence.

Affirming that since its inception, the Rashtriya Swayamsevak Sangh has aligned its priorities with those of the nation, Shri Modi stated that in every era, the Sangh has confronted the major challenges facing the country. Recalling the freedom struggle, he noted that revered Dr. Hedgewar and many other karyakartas actively participated in the independence movement, with Dr. Hedgewar even facing imprisonment multiple times. The Prime Minister highlighted that the Sangh supported numerous freedom fighters, working shoulder to shoulder with them. He cited the 1942 movement in Chimur, where many swayamsevaks endured severe British atrocities. Post-independence, he remarked, the Sangh continued its sacrifices—from resisting the Nizam’s oppression in Hyderabad to contributing to the liberation of Goa and Dadra & Nagar Haveli. Throughout, the guiding sentiment remained “Nation First,” and the unwavering goal was “Ek Bharat, Shreshtha Bharat.”

Acknowledging that the Rashtriya Swayamsevak Sangh has faced attacks and conspiracies throughout its journey of national service, Shri Modi recalled how, even after independence, attempts were made to suppress the Sangh and prevent its integration into the mainstream. He highlighted that revered Guruji was falsely implicated and sent to jail. Yet, upon his release, Guruji responded with profound composure, stating, “Sometimes the tongue gets caught under the teeth and is crushed. But we do not break the teeth, because both the teeth and the tongue are ours.” The Prime Minister emphasized that despite enduring severe torture and various forms of oppression, Guruji harbored no resentment or ill will. He described Guruji’s sage-like personality and ideological clarity as a guiding light for every swayamsevak, strengthening the values of unity and empathy towards society. He affirmed that whether faced with bans, conspiracies, or false cases, swayamsevaks never gave space to bitterness, because they understood that they are not separate from society—society is made of them. What is good belongs to them, and what is less good also belongs to them.

Highlighting that one of the key reasons the Rashtriya Swayamsevak Sangh has never harbored bitterness is the unwavering faith of every swayamsevak in democracy and constitutional institutions, the Prime Minister recalled that during the Emergency, this very belief empowered swayamsevaks and gave them the strength to resist. He emphasized that these two core values—oneness with society and faith in constitutional institutions—have kept swayamsevaks composed in every crisis and sensitive towards societal needs. Despite facing numerous challenges over time, the Sangh stands firm like a mighty banyan tree, continuously serving the nation and society.

Shri Modi stated that from its inception, the Rashtriya Swayamsevak Sangh has been synonymous with patriotism and service. He recalled that during the painful period of Partition, when millions of families were displaced, swayamsevaks stood at the forefront with limited resources to serve the refugees. He emphasized that this was not merely relief work—it was an act of strengthening the soul of the nation.

The Prime Minister further highlighted the devastating earthquake that struck Anjar in Gujarat in 1956, describing the widespread destruction. Even then, swayamsevaks were actively engaged in relief and rescue operations. He mentioned that revered Guruji had written a letter to Vakil Saheb, the then head of the Sangh in Gujarat, stating that to selflessly endure hardship for alleviating another’s suffering is the mark of a noble heart.

“The enduring hardship to alleviate the suffering of others is the hallmark of every swayamsevak”, described Shri Modi, recalling the 1962 war, when RSS swayamsevaks stood tirelessly to support the armed forces, boosted their morale, and extended aid to villages near the border. The PM further highlighted the 1971 crisis, when millions of refugees from East Pakistan arrived in India without shelter or resources. During that difficult time, swayamsevaks mobilized food, provided shelter, delivered healthcare services, wiped their tears, and shared in their pain. Shri Modi added that the swayamsevaks also gave shelter to many Sikhs during the 1984 riots.

Recalling that former President Dr. A.P.J. Abdul Kalam was deeply astonished by the service activities he witnessed at Nanaji Deshmukh’s ashram in Chitrakoot, Shri Modi also mentioned that former President Pranab Mukherjee was greatly impressed by the discipline and simplicity of the Sangh during his visit to Nagpur.

The Prime Minister highlighted that even today, in calamities such as the floods in Punjab, disasters in Himachal and Uttarakhand, and the tragedy in Wayanad, Kerala, swayamsevaks are among the first responders. He affirmed that during the COVID-19 pandemic, the entire world witnessed the Sangh’s courage and spirit of service firsthand.

Emphasising that one of the most significant contributions of the Rashtriya Swayamsevak Sangh over its 100-year journey has been awakening self-awareness and pride among diverse sections of society, the Prime Minister noted that the Sangh has consistently worked in the most remote and inaccessible regions of the country, especially among India’s nearly ten crore tribal brothers and sisters. While successive governments often overlooked these communities, the Sangh prioritized their culture, festivals, languages, and traditions. Organizations like Seva Bharati, Vidya Bharati, and Vanvasi Kalyan Ashram have emerged as pillars of tribal empowerment. Shri Modi affirmed that the growing self-confidence among tribal communities today is transforming their lives.

Expressing deep appreciation for the lakhs of Rashtriya Swayamsevak Sangh volunteers working tirelessly to improve the lives of tribal communities in India’s remotest corners, Shri Modi affirmed that their dedication has played a vital role in preserving the nation’s cultural identity. The PM acknowledged the challenges and exploitative campaigns that have historically targeted tribal regions, and emphasized that the Sangh has silently and steadfastly offered its sacrifice and fulfilled its duty for decades to protect the nation from such crises.

Prime Minister remarked that deep-rooted social ailments such as caste-based discrimination and regressive practices have long posed a serious challenge to Hindu society. He highlighted that the Rashtriya Swayamsevak Sangh has consistently worked to address this concern. Recalling Mahatma Gandhi’s visit to a Sangh camp in Wardha, the Prime Minister noted that Gandhiji openly praised the Sangh’s spirit of equality, compassion, and harmony. He stated that from Dr. Hedgewar to the present day, every eminent figure and Sarsanghchalak of the Sangh has fought against discrimination and untouchability. Shri Modi emphasized that revered Guruji continuously advanced the sentiment of “Na Hindu Patito Bhavet,” meaning every Hindu is part of one family and none is inferior or fallen. He quoted Pujya Balasaheb Deoras, who said, “If untouchability is not a sin, then nothing in the world is.” He added that during their tenure as Sarsanghchalak, Pujya Rajju Bhaiya and Pujya Sudarshan Ji also carried forward this sentiment. The Prime Minister stated that the current Sarsanghchalak, Shri Mohan Bhagwat Ji, has set a clear goal before society for social harmony, encapsulated in the vision of “one well, one temple, and one cremation ground.” He affirmed that the Sangh has taken this message to every corner of the country, promoting a society free of discrimination, division, and discord. This, he said, is the foundation of harmony and the resolve for an inclusive society, which the Sangh continues to strengthen with renewed vigour.

Shri Modi remarked that when the Rashtriya Swayamsevak Sangh was founded a century ago, the needs and struggles of the time were different. India was striving to break free from centuries of political subjugation and to safeguard its cultural values. He stated that today, as India moves towards becoming a developed nation and is poised to become the world’s third-largest economy, the challenges have evolved. A large section of the population is overcoming poverty, new sectors are creating opportunities for youth, and India is asserting its voice globally—from diplomacy to climate policies. He highlighted that today’s challenges include economic dependence on other nations, conspiracies to disrupt national unity, and demographic manipulation. As Prime Minister, he expressed satisfaction that the government is swiftly addressing these issues. As a swayamsevak, he also expressed pride that the Rashtriya Swayamsevak Sangh has not only identified these challenges but has also formulated a concrete roadmap to confront them.

Highlighting the Rashtriya Swayamsevak Sangh’s five transformative resolutions—self-awareness, social harmony, family enlightenment, civic discipline, and environmental consciousness—as powerful inspirations for swayamsevaks to confront the challenges facing the nation, Shri Modi elaborated that self-awareness means liberation from the mindset of servitude and taking pride in one’s heritage and native language. He emphasized that self-awareness also signifies embracing swadeshi. He asserted that self-reliance is no longer an option but a necessity. The Prime Minister called upon society to adopt the mantra of swadeshi as a collective resolve and urged everyone to dedicate their full energy towards making the “Vocal for Local” campaign a resounding success.

“The Rashtriya Swayamsevak Sangh has consistently prioritized social harmony”, exclaimed the Prime Minister, defining social harmony as establishing social justice by giving precedence to the marginalized and strengthening national unity. Shri Modi highlighted that the nation today faces challenges that directly target its unity, culture, and security—ranging from separatist ideologies and regionalism to disputes over caste and language, and divisive tendencies incited by external forces. The PM affirmed that India’s soul has always been rooted in “unity in diversity,” and warned that if this principle is broken, India’s strength will be diminished. Therefore, he stressed the need to continuously reinforce this foundational ethos.

Prime Minister stated that social harmony today faces a grave challenge from demographic manipulation and infiltration, which directly impacts internal security and future peace. He emphasized that this concern led him to announce the Demography Mission from the Red Fort. He called for vigilance and resolute action to confront this threat.

Shri Modi further highlighted that family enlightenment is the need of the hour. He defined it as nurturing the family culture that forms the foundation of Indian civilization and is inspired by Indian values. He stressed the importance of upholding family principles, respecting elders, empowering women, instilling values in youth, and fulfilling responsibilities towards one’s family. He underscored the urgent need to raise awareness in both families and society on this front.

Highlighting that in every era, nations that progressed did so with a strong foundation of civic discipline, the Prime Minister emphasized that civic discipline means cultivating a sense of duty and ensuring that every citizen is aware of their responsibilities. He called for promoting cleanliness, respecting national assets, and upholding laws and regulations. Shri Modi affirmed that it is the spirit of the Constitution that citizens fulfill their duties, and this constitutional ethos must be continuously strengthened.

The Prime Minister further highlighted that protecting the environment is essential for both present and future generations, and is directly linked to the future of humanity. He stressed the need to focus not only on the economy but also on ecology. Campaigns such as water conservation, green energy, and clean energy are vital steps in this direction.

“The Rashtriya Swayamsevak Sangh’s five transformative resolutions—self-awareness, social harmony, family enlightenment, civic discipline, and environmental consciousness—are vital instruments that will enhance the nation’s strength, help India confront diverse challenges, and serve as foundational pillars for building a developed India by 2047”, exclaimed the Prime Minister.

Prime Minister stated that India in 2047 will be a glorious nation shaped by philosophy and science, service and social harmony. He affirmed that this is the vision of the Rashtriya Swayamsevak Sangh, the collective pursuit of all swayamsevaks, and their solemn resolve. He reminded the nation that the Sangh was built on unwavering faith in the nation, driven by a deep spirit of service, forged in the fire of sacrifice and penance, refined through values and discipline, and stands firm by considering national duty as the supreme duty of life. He added that the Sangh is intrinsically linked to the grand dream of serving Bharat Mata.

“The Sangh’s ideal is to deepen and strengthen the roots of Indian culture. Its effort is to instill self-confidence and pride in society. Its goal is to ignite the flame of public service in every heart. Its vision is for Indian society to become a symbol of social justice. Its mission is to amplify India’s voice on the global stage. Its resolve is to ensure a secure and radiant future for the nation”, remarked Shri Modi and concluded by extending his congratulations to all on this historic occasion.

Union Minister of Culture, Shri Gajendra Singh Shekawat, Chief Minister of Delhi, Smt Rekha Gupta, Sarkaryavah(General Secretary) of RSS, Shri Dattatreya Hosabale were present among other dignitaries at the event.

Background

As part of the centenary celebrations of RSS, Prime Minister released a specially designed commemorative postage stamp and coin highlighting the RSS’ contributions to the nation.

Founded in 1925 in Nagpur, Maharashtra, by Dr. Keshav Baliram Hedgewar, the RSS was established as a volunteer-based organization with the goal of fostering cultural awareness, discipline, service, and social responsibility among citizens.

RSS is a unique people-nurtured movement for national reconstruction. Its rise has been seen as a response to centuries of foreign rule, with its continuing growth attributed to the emotional resonance of its vision of India’s national glory, rooted in Dharma.

A core emphasis of the Sangh is on patriotism and national character formation. It seeks to instil devotion to the motherland, discipline, self-restraint, courage, and heroism. The Sangh’s ultimate goal is the “Sarvangeena Unnati” (all-round development) of India, to which every Swayamsevak dedicates himself.

Over the past century, RSS has played a significant role in education, health, social welfare, and disaster relief. RSS volunteers have actively participated in relief and rehabilitation efforts during natural disasters, including floods, earthquakes, and cyclones. In addition, various affiliated organizations of the RSS have contributed to empowering youth, women, and farmers, promoting public participation, and strengthening local communities.

The centenary celebrations not only honour the historical achievements of the RSS, but also highlight its enduring contributions to India’s cultural journey and its message of national unity.

Operation Sindoor Marked a Decisive Victory for Armed Forces: Raksha Mantri

| Published on:

“While the entire world witnessed the valour and courage of the Armed Forces in achieving a historic and decisive victory during Operation Sindoor, the silent yet crucial role of Defence Accounts Department (DAD) ensured efficient resource utilisation, financial management and war preparedness,” highlighted Raksha Mantri Shri Rajnath Singh during the celebrations of the 278th Foundation Day of the DAD, organised in New Delhi on October 01, 2025.  He commended the Department for its historic legacy and its continuing role as the financial backbone of India’s Armed Forces. He described DAD as an institution that not only ensures fiscal prudence and transparency but also strengthens operational readiness by enabling timely availability of resources to the Services.

“The DAD is not just an accounting organisation; it is an enabler that ensures the smooth functioning of the nation’s economic cycle. It is the invisible bridge that connects finance and the Armed Forces. Behind the valour of our soldiers lies your silent but decisive contribution,” underscored Raksha Mantri.

Strong Financial Discipline

Underlining the importance of finance as the lifeblood of governance, Shri Rajnath Singh stated that the strength of a nation is reflected in the strength of its financial foundation. He added that a steady flow of finances is essential for the smooth functioning of national governance and defence machinery.

Raksha Mantri praised the Department for ensuring that as of September 30, 2025, 50% of the capital budget expenditure had already been booked, a clear reflection of efficient utilisation. He also congratulated the Department for achieving 100% utilization in the previous financial year and expressed confidence that the same momentum would continue this year.

Technology-Enabled Reforms

Raksha Mantri lauded DAD for embracing modern technology under the Digital India initiative. He highlighted the success of the e-Raksha Awaas project, the upgradation of NIDHI 1.0 to NIDHI 2.0, and the ongoing transition to TULIP 2.0, which will enhance efficiency in financial processes. Shri Rajnath Singh appreciated the in-house development of the AI chatbot ‘Gyan Sathi’, designed to provide accurate information about rules and procedures. “These progressive reforms demonstrate the proactive spirit of DAD in embracing technology for efficiency and transparency. They also underline India’s determination to move towards a digitally empowered defence finance system,” he added.

Facilitating Research and Development

Acknowledging the increasing complexity of modern, technology-driven warfare, Shri Rajnath Singh called for a renewed push towards defence R&D. “In today’s warfare, new technologies have often been the surprise element. They are the outcome of years of research and development. This makes it imperative for us to create an innovative ecosystem that supports R&D in defence,” he highlighted.

Citing government initiatives such as i-DEX, the Technology Development Fund, and DRDO projects, Raksha Mantri urged DAD to play a proactive role in facilitating R&D investments while maintaining budgetary discipline. “As custodians of the defence budget, your role in enabling and encouraging R&D is vital for building the future capabilities of our Armed Forces,” he emphasised.

Jointness Among the Armed Forces

Drawing attention to the government’s emphasis on Jointness and integration among the Tri-Services, Shri Rajnath Singh urged the DAD to act as a financial enabler of this process. “You are one of the few institutions that has a presence from the grassroots level to the headquarters of all three services. I call upon you to work closely with the Services and explore how you can further Jointness and integration through financial processes. This will yield positive results for our Tri-Services synergy,” he underscored.

Procurement Reforms

Raksha Mantri stressed the need for speed and efficiency in defence procurement, both revenue and capital. He pointed out that the new Defence Procurement Manual 2025 had been launched to expedite revenue procurement and promote self-reliance. Similarly, the ongoing review of the Defence Acquisition Procedure (DAP) will help streamline capital procurement.

Recognition of Progressive Steps

Shri Rajnath Singh appreciated initiatives such as the release of Market Intelligence Reports by CGDA to assess the economic impact of defence expenditure through GeM procurements. He described it as an important step towards evidence-based financial planning. He also recalled releasing the Vision Document at the Controller’s Conference to make the DAD a ‘Centre of Excellence in Defence Finance and Economics’. He directed CGDA to prepare a comprehensive action plan to implement this vision, including sector-specific reports on defence finance and economics that could be incorporated in the Economic Survey of India.

Balancing discipline with operational readiness

“On one hand, you must strictly adhere to financial rules because every rupee belongs to the people of India. On the other hand, you must ensure the operational readiness of our Armed Forces. At times, these two responsibilities may seem contradictory, but in reality, they complement each other. With the right mindset and coordination, you can uphold rules while meeting the needs of our forces in a timely manner,” highlighted Raksha Mantri. He stressed that striking this balance is the hallmark of a strong institution and essential for national security.

278th Foundation Day of the DAD

Raksha Mantri Shri Rajnath Singh also unveiled several landmark publications and digital initiatives designed to propel the department’s financial management and audit capabilities into a new era. Among the key launches were the Comprehensive Statistical Handbook on Defence Expenditure (COSHE) 2025 and the updated Army Local Audit Manual (ALAM). Additionally, two advanced digital platforms NIDHI 2.0 and Gyan Sathi were introduced.

NIDHI 2.0 is an integrated management system for General Provident Fund (GPF) subscriptions, serving over 1.7 lakh employees. The system is designed to streamline financial transactions with features like real-time synchronization, audit trails, automated bill processing, and seamless digital interaction.

Gyan Sathi brings AI-powered assistance for information retrieval from DAD’s extensive collection of manuals and regulations, providing stakeholders with instant, authoritative guidance.

COSHE-2025 is a comprehensive handbook offering detailed analysis of India’s defence expenditure, featuring hundreds of tables and graphs to present national and global budget comparisons and facilitate informed decisions in defence finance.

The ALAM provides essential instructions for auditing and inspecting store and cash accounts across Army Units and Formations, and outlines updated procedures for maintaining accountability and transparency in defence financial operations.

Raksha Mantri Awards for Excellence 2025 were presented during the event to recognise outstanding achievements by teams and individuals in implementing key reforms and projects. These awards celebrate innovation, professionalism, and efficiency in defence financial management, spotlighting contributions that have strengthened institutional capacity and enhanced transparency in the department’s service to Armed Forces.

Celebrating 278 years of service, the DAD traces its origins to the appointment of the Military Pay Master in 1747 and has continually evolved to support the financial management needs of India’s Armed Forces and allied organizations. Today, DAD delivers expertise in internal audit, payment, accounting, financial advice, and pensions, while also serving as a vital ‘Knowledge Partner’ to the Ministry of Defence in defence finance and economics

Union Cabinet Approves Mission for Aatmanirbharta in Pulses for 2025-26 to 2030-31

| Published on:

The Union Cabinet, chaired by the  Prime Minister Shri Narendra Modi, has approved the Mission for Aatmanirbharta in Pulses- a landmark initiative aimed at boosting domestic production and achieving self-sufficiency (Aatmanirbharta) in pulses. The Mission will be implemented over a six-year period, from 2025-26 to 2030-31, with a financial outlay of Rs 11,440 crore.

Pulses hold special importance in India’s cropping systems and diets. India is the world’s largest producer and consumer of pulses. With rising incomes and standard of living, pulses consumption has increased. However, domestic production has not kept pace with demand, leading to a 15–20% increase in pulse imports.

To reduce this import dependency, meet rising demand, maximize production, and enhance farmers income, a 6-year “Mission for Aatmanirbharta in Pulses” was announced in the FY 2025-26 Budget. The Mission will adopt a comprehensive strategy covering research, seed systems, area expansion, procurement, and price stability.

The emphasis will be placed on developing and disseminating latest varieties of pulses which are high in productivity, pest-resistant and climate-resilient. Multi-location trials will be carried out in major pulse-growing states to ensure regional suitability.

In addition, for ensuring availability for premium quality seeds, states will prepare five-year rolling seed production plans will be prepared. The breeder seed production will be supervised by ICAR. Foundation and certified seed production will be done by state and central level agencies, and closely tracked through the Seed Authentication, Traceability & Holistic Inventory (SATHI) portal.

To make improved varieties widely available, 126 lakh quintals certified seeds will be distributed to pulse-growing farmers, covering 370 lakh hectares by 2030-31.

This will be complemented by convergence with the soil health programme, Sub-Mission on Agricultural Mechanization, balanced fertilizer use, plant protection, and extensive demonstrations by ICAR, KVKs, and State Departments to promote best practices.

The Mission also seeks to expand the area under pulses by an additional 35 lakh hectares by targeting rice fallow areas and other diversifiable lands, supported by promoting intercropping and crop diversification. For this, 88 lakh seed kit will be distributed free of cost to the farmers.

Capacity building of farmers and seed growers will be taken up through structured training programmes to promote sustainable techniques and modern technologies.

To strengthen markets and value chains, the Mission will help develop post-harvest infrastructure, including 1000 processing units, thereby reducing crop losses, improving value addition, and increasing farmer incomes. A maximum subsidy of Rs. 25 lakhs will be available for setting up of processing, packaging units.

The Mission will adopt a cluster-based approach, tailoring interventions to the specific needs of each cluster. This will enable more effective allocation of resources, enhance productivity, and promote geographic diversification of pulse production.

A major feature of the Mission will be assured maximum procurement of Tur, Urad, and Masoor under Price Support Scheme (PSS) of PM-AASHA. NAFED and NCCF will undertake 100% procurement in participating states for the next four years from farmers who register with these agencies and enter into agreements.

Additionally, to safeguard farmer confidence, the Mission will establish a mechanism for monitoring global pulse prices.

By 2030-31, the Mission is expected to expand the area under pulses to 310 lakh hectares, increase production to 350 lakh tonnes, and raise yield to 1130 kg/ha. Alongside productivity gains, the Mission will generate significant employment.

The mission seeks to achieve the goal of Atmanirbharta (self-reliance) in pulses, reduce import dependency and conserve valuable foreign exchange while boosting farmers’ incomes. This mission will also accrue significant environmental benefits in the form of climate resilient practices, and improved soil health and making productive use of crop fallow areas.

This increased MSP of rabi crops will ensure remunerative prices to the farmers and incentivise crop diversification.

PM Modi inaugurates Delhi BJP’s new office at Deendayal Upadhyaya Marg

| Published on:

Inaugurating the Delhi BJP’s new office, PM Modi said, “On this auspicious occasion of Navratri, Delhi BJP has received its new office today. It is a moment filled with new dreams and fresh resolutions.” He added, “For us, every BJP office is no less than a shrine, no less than a temple. A BJP office is not merely a building. It is a strong link that connects the Party with the grassroots and with people’s aspirations.”

Reminiscing about the founders and veteran leaders of the Bharatiya Janata Party, he said, “The party was founded 45 years ago, and with the guidance and blessings of our senior leaders, we have made significant progress.”

PM Modi reflected on the Party’s remarkable journey, tracing its roots from the Jan Sangh’s formation under Syama Prasad Mookerjee in 1951, to Delhi Jan Sangh’s first President, Vaidya Guru Dutt. He acknowledged leaders who guided Delhi BJP through the years, including Atal Bihari Vajpayee, Lal Krishna Advani, Nanaji Deshmukh, Murli Manohar Joshi, Rajmata Vijaya Raje Scindia, Bhai Mahavir, Hardayal Devgun, VK Malhotra, Kedar Nath Sahni, Sahib Singh Verma, Madan Lal Khurana, Arun Jaitley and Sushma Swaraj. PM Modi emphasised the Party’s enduring commitment to Delhi, its people and the spirit of service, trust and sacrifice that has shaped its decades-long journey.

“During the Emergency, Jan Sangh leaders stood with the people of Delhi and resisted the oppression of power. Even during the 1984 Sikh riots that struck at Delhi’s soul and humanity, Delhi BJP workers did everything possible to protect our Sikh brothers and sisters. The bond between Delhi and the BJP is one of emotion and trust,” he added.

Envisioning a stronger and Viksit Delhi, PM Modi asserted, “After many years, Delhi has a BJP government. The people have entrusted us with their dreams and aspirations for a better future. Our focus is on building homes, upgrading schools and hospitals, running electric buses, cleaning the Yamuna and speeding up metro and flyover projects. When the Delhi BJP government and office work together, we can accelerate Delhi’s growth and realise the vision of a Viksit Bharat and a Viksit Delhi.”

Talking about the GST reforms, PM Modi said, “GST is a strong pillar of BJP’s good governance. Our focus is on delivery and on increasing people’s savings. In 2014, income above Rs 2 lakh was taxed. Today, income up to Rs 12 lakh is tax-free. Before 2014, a middle-class family spending Rs 1 lakh annually paid nearly Rs 25,000 in taxes. After GST and the latest reforms, that burden is down to just Rs 5,000 to 6,000, saving about Rs 20,000 every year. Together with income tax relief, people save nearly Rs 2.5 lakh crore annually.”

PM Modi called on BJP karyakartas to ensure that the benefits of next-generation GST reforms reach everyone. He highlighted the need to create awareness among both consumers and shopkeepers. He stated that where the BJP is in opposition, the responsibility is even greater to ensure state governments pass on the full benefit of GST cuts to the people.

Emphasising self-reliance, PM Modi urged everyone to embrace swadeshi through campaigns in every village and street. He highlighted the ‘Swasth Nari, Sashakt Parivar’ initiative, noting that over 3 crore women have been screened in free health camps for early detection of TB, breast cancer, and cervical cancer. He stated that the campaign will only succeed with healthy women and strong families and also requested Delhi BJP karyakartas to ensure maximum participation in these camps.

The Bharatiya Janata Party office is a center of values for party karyakartas: Jagat Prakash Nadda

| Published on:

Hon’ble Prime Minister Shri Narendra Modi ji inaugurated the newly constructed Delhi State BJP office today at 5, Deendayal Upadhyay Marg, New Delhi, and addressed the program organized on this occasion. The program was also addressed by Bharatiya Janata Party National President Shri Jagat Prakash Nadda, Delhi Chief Minister Smt. Rekha Gupta, and Delhi BJP President Shri Virendra Sachdeva. During the event, all senior leaders of Delhi State unit, senior office-bearers of the BJP, ministers and MLAs of the Delhi government, and a large number of party karyakartas were present. Until now, the Delhi BJP State office was located at 14, Pandit Pant Marg; it has now been shifted to 5, Deendayal Upadhyay Marg. It is noteworthy that the foundation of this new State office was laid by National President Shri Jagat Prakash Nadda on 9th June 2023. The new State office is situated right next to the party’s national office (6A, Deendayal Upadhyay Marg).

Shri Nadda, on this historic occasion, highly praised the guidance, support, and vision of Hon’ble Prime Minister Shri Narendra Modi Ji, stating that Hon’ble Prime Minister Shri Narendra Modi Ji has always given top priority to the organizational development of the party and the welfare of its Karyakartas. Through this office, a modern and vibrant contact center of the Bharatiya Janata Party has been established, which will serve as a center for organizational training, research, and values for the Karyakartas.

The BJP National President stated that it is a moment of great happiness for everyone that, after a long wait, the Delhi unit of the Bharatiya Janata Party now has its own fully developed and well-equipped office, inaugurated by the Hon’ble Prime Minister Shri Narendra Modi Ji himself. Whenever guidance or time has been sought from Hon’ble Prime Minister for any party-related matter, he has always extended his support generously and fulfilled every request. Hon’ble Shri Narendra Modi Ji, apart from being the Prime Minister, is also the Pradhan Sevak of the nation. Despite being deeply engaged day and night in the intricacies of the country’s administration, whenever the party has made any request to him, he has always accepted it eagerly and graciously, considering it his duty. Every moment of his life is dedicated to the nation and the party, and he always remains committed to improving the living standards of 140 crore Indians and bringing happiness into their lives. We have seen Hon’ble Prime Minister Shri Narendra Modi Ji not only as the Pradhan Sevak of the nation but also as a skilled architect of organization.

Shri Nadda stated that in 1994–95, when he was serving as the Leader of the Opposition in Himachal Pradesh, Hon’ble Prime Minister Shri Narendra Modi Ji was the National General Secretary and in charge of Himachal Pradesh. When he visited Himachal during that time, he asked me where our office was and from where the party’s activities were being conducted. When I informed him that, as the Leader of the Opposition, I had been allotted an additional flat by the Assembly and that the party’s activities were being run from there, Hon’ble Prime Minister Shri Narendra Modi Ji clearly said that the party’s work cannot be carried out from government buildings the party must have its own office. He further said that land should be identified and work must begin immediately. Under the guidance of Hon’ble Prime Minister Shri Narendra Modi Ji, within one and a half years, land was purchased and the party office was constructed.

Hon’ble BJP National President stated that we know Hon’ble Prime Minister Shri Narendra Modi Ji as an architect of the organization who paid attention to every detail, there should be computers in the office, arrangements for travel, and the party should have its own vehicle facility instead of depending on hired vehicles. During his visits to Himachal, he ensured the arrangement of jeeps and, within three years, led the Bharatiya Janata Party towards forming the government from the opposition. In 2013, when Hon’ble Prime Minister Shri Narendra Modi Ji was the Chairman of the Campaign Committee, the 11 Ashoka Road office was renovated, and he said that while there are facilities in government buildings, the party should have its own office. We are happy that after becoming Prime Minister in 2014, he expressed this desire again, and under the leadership of the then National President Shri Amit Shah, a decision was taken to build around 787 offices across the country, out of which today this Delhi Pradesh office has become the 618th completed.

Shri Nadda said that this new office is equipped with a research facility, including separate arrangements for the media, a library, a conference hall, and meeting facilities, making it fully equipped in every sense. When the Hon’ble Prime Minister Shri Narendra Modi Ji was the National General Secretary of the BJP, he had clarified that there is a difference between an office and a party office. An office opens only at 10 a.m. and closes at 5 p.m., whereas the office of the Bharatiya Janata Party is a center of life engagement, functioning 24 hours a day, 365 days a year. This office is not merely a place to meet, but a center of values, where values are nurtured and karyakartas get the opportunity to understand the organisation. BJP National President Shri Jagat Prakash Nadda said that we are now striving to implement the organizational vision of the Hon’ble Prime Minister Shri Narendra Modi Ji. Under the leadership of the Hon’ble Prime Minister Shri Narendra Modi Ji, all of us BJP karyakartas are working with dedication to achieve the goal of building a Viksit Bharat. Shri Nadda assured Hon’ble Prime Minister Shri Narendra Modi Ji that under his leadership, the Bharatiya Janata Party will leave no stone unturned in achieving the pinnacle of hard work.

Raksha Mantri Addresses ICG Commanders’ Conference in New Delhi

| Published on:

Raksha Mantri Shri Rajnath Singh addressed the inaugural session of the 42nd Indian Coast Guard (ICG) Commanders’ Conference in ICG Headquarters, New Delhi on September 29, 2025, lauding the force’s professionalism and humanitarian service while underlining its critical role in safeguarding India’s 7,500-km-long coastline and island territories. The three-day Conference, being held from September 28 to 30, 2025, brings together the service’s senior leadership to deliberate on strategic, operational, and administrative priorities in the backdrop of evolving maritime security challenges and the growing strategic significance of the Indian Ocean Region.

Raksha Mantri described ICG as a vital pillar of national security, which has transformed itself from a modest fleet at inception into a formidable force with 152 vessels & 78 aircraft. Raksha Mantri added that ICG has consistently earned the trust of citizens as well as global recognition for professionalism and humanitarian service.

Role Across Internal and External Security

Shri Rajnath Singh underscored the ICG’s unique mandate of operating at the intersection of external and internal security. He stated that while the Armed Forces focus on defending external threats and other agencies handle internal security, the ICG seamlessly straddles both spheres. “By patrolling the Exclusive Economic Zone (EEZ), the ICG not only deters external threats but also addresses illegal fishing, drug and arms trafficking, smuggling, human trafficking, marine pollution, and irregular maritime activities,” he added.

Raksha Mantri praised the ICG’s role in multi-agency coordination with the Navy, state administrations, and other security agencies, calling it one of its greatest strengths. “The seamless manner in which the ICG works in real time with civil administration and other forces strengthens the entire national security architecture. You are no longer just a security provider you are a true force multiplier,” he highlighted.

Indigenisation and Self-Reliance

Shri Rajnath Singh reaffirmed the government’s commitment to modernising the ICG, noting that nearly 90% of its capital budget is allocated to indigenous assets. He hailed the progress made in building, repairing, and servicing ships and aircraft within India, calling it a significant milestone in Aatmanirbharta. “This has enhanced the operational strength of the ICG while boosting India’s shipbuilding sector & economy due to which security and self-reliance are progressing hand in hand,” he underlined.

Complexity of Maritime Borders

Raksha Mantri contrasted land and maritime borders, noting that while land boundaries are permanent, clearly marked & relatively predictable, maritime borders are fluid and constantly shifting due to tides, waves & weather. “A smuggling vessel may look like a fishing boat, a terrorist group may exploit the openness of the sea, and threats may emerge invisibly. Maritime security is far more complex & unpredictable than land borders and demands constant vigilance,” he stressed.

Shri Rajnath Singh underlined the fact that India’s 7,500-km-long coastline, along with island territories such as the Andaman & Nicobar Islands and Lakshadweep, poses enormous challenges, requiring advanced technology, well-trained personnel, and round-the-clock surveillance.

Humanitarian Role and Disaster Response

Raksha Mantri lauded ICG’s humanitarian character, highlighting its role in disaster management and rescue operations. “Whether it is responding to cyclones, oil spills, industrial accidents, or foreign vessels in distress, ICG has always acted swiftly to protect lives and property. The world judges India by how we act in such crises, and the ICG has consistently brought us honour,” he said.

Women Empowerment

Shri Rajnath Singh commended the ICG’s strides in women empowerment, stating that women officers today serve not only in support roles but also as frontline warriors. They are now being trained and deployed as pilots, observers, hovercraft operators, air traffic controllers, logistics officers, and law officers. “This transformation reflects our vision of inclusive participation, where women contribute equally in leadership and operational capacities,” he highlighted.

Emerging Technology-Driven Challenges

Raksha Mantri underlined that maritime threats are becoming increasingly technology-driven and multi-dimensional. “What were once predictable patterns of smuggling or piracy have now evolved into sophisticated operations using GPS spoofing, remote-controlled boats, encrypted communications, drones, satellite phones, and even networks operating on the dark web,” he stated. He also warned that terrorist organisations, exploit modern tools such as digital mapping and real-time intelligence to plan their activities.

“Traditional methods are no longer sufficient, we must be ahead of criminals and adversaries by integrating Artificial Intelligence, Machine Learning-based surveillance, drones, cyber defence systems, and automated response mechanisms into our maritime security framework,” highlighted Shri Rajnath Singh.

Preparing for Cyber and Electronic Warfare

Raksha Mantri cautioned that cyber and electronic warfare are no longer hypothetical threats but present-day realities. “A nation may attempt to paralyse our systems not with missiles, but through hacking, cyber-attacks, and electronic jamming. ICG must continuously adapt, upgrading its training and equipment to guard against such threats. Automated surveillance networks and AI-enabled systems are essential to reduce response times to seconds and ensure readiness at all times,” he said.

Regional Geopolitical Awareness

Shri Rajnath Singh highlighted that instability in neighbouring countries often spills into the maritime domain. He cited frequent developments in Myanmar, Bangladesh, Nepal, and other regional nations that impact coastal security, especially in the Bay of Bengal, through refugee influx, illegal migration, and irregular maritime activities. He urged the ICG to maintain not just routine surveillance but also geopolitical awareness and readiness to respond swiftly to external developments.

Maritime Security and Economic Security

Linking maritime security directly with India’s economic well-being, Raksha Mantri underscored that ports, shipping lanes, and energy infrastructure are lifelines of the nation’s economy. “A disruption in maritime trade whether physical or cyber can have cascading effects on security and economy alike. We must treat national security and economic security as one & the same,” he stressed.

Futuristic Roadmap for 2047

Shri Rajnath Singh urged the ICG to develop a futuristic roadmap that anticipates new challenges, integrates cutting-edge technologies, and continuously adapts strategies. He reminded the commanders that warfare is now measured in hours and seconds, not months, with satellites, drones, and sensors redefining the nature of conflict. Preparedness, adaptability, and rapid response must be the cornerstones of the ICG’s vision, he added.

Raksha Mantri underscored that India’s march towards becoming a developed nation by 2047 rests on the twin pillars of prosperity and security. He invoked the ICG’s motto, ‘Vayam Rakshamah’ (We Protect), calling it not just a slogan but a pledge. “It is this pledge, embedded in every ICG personnel, that will ensure we hand over a strong, secure, and self-reliant India to future generations,” he affirmed.

ICG Commanders Conference 2025

The Conference focuses on enhancing inter-service coordination, strengthening maritime domain awareness, and ensuring that future capabilities align with India’s national maritime priorities. Distinguished participants, including the Chief of the Naval Staff and the Engineer-in-Chief, will engage in discussions covering operational performance, logistics, human resource development, training, and administration, with a strategic emphasis on bolstering India’s maritime presence.

Director General ICG Paramesh Sivamani inaugurated the Conference, presenting an overview of recent achievements, operational challenges, and the strategic vision for the service. A strong focus on indigenisation and self-reliance was emphasised, with the ICG’s growing reliance on indigenous platforms and technologies reflecting the Government’s vision of Aatmanirbhar Bharat.

Indian Coast Guard

Since its establishment, ICG has apprehended 1,638 foreign vessels and 13,775 foreign fishermen involved in illegal activities within Indian waters. It has also seized 6,430 kilograms of narcotics, valued at Rs. 37,833 crore, highlighting its increasing effectiveness in combating transnational maritime crime. The ICG’s dedication to Search and Rescue (SAR) operations has been notable, with 76 missions conducted by July this year, saving 74 lives, and a cumulative record of over 14,500 lives rescued in disaster response operations. The ICG has also demonstrated operational readiness and environmental protection capabilities during critical incidents, including the MV Wan Hai 503 fire and the sinking of MV MSC ELSA-3 off the Kerala Coast.

Defence Secretary Shri. Rajesh Kumar Singh, Secretary (Defence Production) Shri Sanjeev Kumar and senior officials from MoD & ICG were also present on the occasion.
