Hon’ble Union Minister of Home and Cooperation Shri Amit Shah today launched the Bengal Manifesto of the BJP which is named as the Bharose Ka Sankalp.
Speaking on the occasion Shri Shah said that the 15 years of TMC rule have, in a way, been like a nightmare for Bengal and for the people of Bengal. With great hopes, the people of Bengal had given Mamata Didi a mandate to free themselves from Communist rule. Saying that five years were not enough, she obtained a second mandate. And then, with the support of her syndicates, goons, and infiltrators, she also obtained a third mandate.
But in these 15 years, the people who had given power to Mamata Ji with great expectations are now disappointed and fearful, and they desire change from within. In the last 10 years, the Bharatiya Janata Party has gained recognition here as a constructive opposition. Today, we are working as the main opposition party in the Bengal Assembly.
In these 10 years, under the leadership of Narendra Modi Ji, an excellent example has been set for the entire country of how people-centric governance can be delivered. Not only has there been an effort to resolve all the problems facing the country, but success has also been achieved in solving them, and the country, which had lagged behind in the race of development for many years, has been brought forward as a frontrunner by Narendra Modi Ji.
Across the country, Narendra Modi Ji has presented before the people the dream of a strong, secure, educated, and developed India, encompassing the aspirations of every section. To fulfill that dream, continuous efforts have been made day and night over the past 12 years.
This Sankalp Patra manifesto, called a pledge of trust, reflects that commitment. From 15 April to 9 May—from the Bengali New Year to Gurudev’s birth anniversary—this campaign will be conducted. On what issues this campaign will run and how the Bharatiya Janata Party will make Bengal developed, this Sankalp Patra is our roadmap. BJP’s Sankalp Patra is a pledge to realize Gurudev Tagore’s vision — “Where the mind is without fear and the head is held high.”
This 24-day period is, in a way, a ritual to gather the dreams of the people of Bengal, a ritual to reclaim Bengal’s lost identity, and a ritual to make West Bengal a shield of security for the entire country by sealing its borders. From the Bengali New Year, this journey will begin through campaigning, and around Gurudev’s birth anniversary, it will bring Bengal out of the fog of fear and establish governance based on trust. The 24 days from April 15 ‘Poila Baisakh’ to May 9, Gurudev’s birth anniversary, are days to awaken Bengal’s identity.
The 15-year rule of TMC has been like a bad dream and a symbol of crisis for West Bengal in every way. Based on this Sankalp Patra, the next five years under a BJP government will open the path of development for Bengal. We will certainly try to bring to the ground Gurudev Tagore’s vision—where the mind is free from fear and the head is held high.
Mamata Didi has spent her three terms establishing fear, discrimination, and corruption. But now, on the basis of BJP’s trust, the people of Bengal will find a new path. This trust is in the rule of law, in personal and national security, in employment, and in the creation of Sonar Bangla.
On this basis of trust, we want to move forward constructively in this election. I am fully confident that the people of Bengal will definitely give us an opportunity to form a popular government for the next five years. As mentioned in our Sankalp Patra, we will start the campaign of rebuilding Bengal based on the trust of its people.
Our government will move forward with a zero-tolerance policy towards infiltration. There is a fear in the minds of the people of Bengal, from villages to Kolkata, that if infiltration continues like this, whether West Bengal’s existence will remain or not. I want to assure the people of West Bengal—once you form a full majority BJP government, we will, under the “detect, delete, deport” policy, identify and remove each infiltrator one by one and secure Bengal and the country. We will also evict, infiltrators who have encroached upon wetlands, government lands and will promote blue economy.
All government employees and pensioners will be ensured DA, and within 45 days the Seventh Pay Commission will be implemented, ensuring respect for all employees. The condition of women in the middle class, lower middle class, and poor sections is very distressing. Until their situation improves, the BJP government will transfer ₹3000 every month into the bank account of women.
Many schemes of the central government under Narendra Modi Ji have not been implemented in West Bengal due to political bias and corrupt compliance procedures. We will implement all schemes including Ayushman Bharat properly with completion certificates and bring the benefits of Modi Ji’s welfare initiatives to Bengal.
For women’s health, free HPV vaccination, cancer screening, and 100% institutional delivery will be ensured. BJP will implement the Uniform Code in Bengal within six months, ensuring one law for all citizens. Bengal has become a major route for cattle smuggling; we will strictly ensure that borders are sealed and no such smuggling takes place. After BJP forms the government, Bengal will be freed from land jihad and love jihad.
We will create one crore employment and self-employment opportunities, establish industries, promote startups, and strengthen small-scale industries. Unemployed youth will be given ₹3000 monthly assistance, Rs.15,000 assistance to youths preparing for competitive exams, and Rs.10 lakh assistance to set up industries out of which Rs. 5 lakh will be grant and Rs.5 lakh as interest free loan. Also 5-year age relaxation will be provided to job applicants. Under BJP rule, Bengal will be made a hub of startups and innovation; a roadmap for the blue economy will be prepared within 100 days.
We will issue a white paper on 15 years of TMC corruption and ensure that every corrupt person is brought to justice. For political violence, a commission under a retired Supreme Court judge will be formed to investigate all cases.
For women’s safety, special police battalions and self-defense squads will be created. Farmers growing paddy, potatoes, and mangoes will receive fair prices. The government will purchase paddy at ₹3100 per quintal. The safety of mothers and sisters will be ensured by forming a ‘Durga Suraksha Squad’.
We will strengthen Bengal’s economy, promote industries, develop blue economy infrastructure, revive tea gardens, and make Darjeeling tea globally renowned again. We will modernize the jute industry and establish institutions like AIIMS, IIT, IIM, and fashion institutes in North Bengal. Ownership rights of land for tea garden workers, increased wages, and revival of tea gardens — this is BJP’s resolve.
We will promote Bengal’s culture through initiatives like the Vande Mataram Museum.
Within 45 days, land required for border fencing will be provided. Modern surveillance systems will be introduced for rivers and borders.
We will eliminate mafia rule in coal, sand, and stone industries and ensure transparency in recruitment. All vacancies will be filled transparently based on merit.
Central schemes like PM Vishwakarma, PM Kusum, PM Ujjwala, and Khelo India will be properly implemented.
We will develop Kolkata into a global city, expand metro services, and promote tourism. Women will ₹3000 financial assistance. 75 lakh “Lakhpati Didis” will be created.
For pregnant women, ₹21,000 assistance and nutrition kits will be provided. Anganwadi workers’ honorarium will be increased.
Illegal encroachments will be removed within 200 days. Industries will be promoted with ease of doing business and single-window clearance.
Industrial parks, townships, MSME support, and revival of closed mills will be prioritized. Agriculture, dairy, fisheries, and blue economy will be strengthened.
Healthcare infrastructure including AIIMS, cancer hospitals, and rural hospitals will be developed. Education reforms, scholarships, and teacher recruitment will be ensured.
We will promote Bengal’s cultural heritage, festivals, and tourism globally. Support will be given to marginalized communities, widows, senior citizens, and differently-abled persons.
Finally, after decades of Communist and TMC rule, it is time to rebuild Bengal with cultural revival, industrial growth, strong security, and employment opportunities.
