SWEARING-IN CEREMONY IN BIHAR
Samrat Choudhary and Vijay Kumar Sinha Sworn in as Deputy Chief Ministers
Following the historic victory of the incumbent NDA government in the Bihar Assembly elections, a grand and impressive swearing-in ceremony was held at the historic Gandhi Maidan in Patna on 20 November 2025. Hon’ble Prime Minister Shri Narendra Modi, BJP National President and Union Minister Shri JP Nadda, Union Home Minister Shri Amit Shah, and several other senior NDA leaders attended the event.
Shri Nitish Kumar, leader of the NDA Legislature Party and Chief of Janata Dal (United), took the oath of office as Chief Minister of Bihar for a record 10th time. Bihar Governor Arif Mohammed Khan administered the oath of office and secrecy to the 74-year-old leader. Chief Ministers and Deputy Chief Ministers from several NDA-ruled States were also present at the ceremony.
A total of 27 Ministers, including Chief Minister Shri Nitish Kumar, were sworn into the new Bihar government. From the BJP, Shri Samrat Choudhary, Shri Vijay Kumar Sinha, Shri Dilip Jaiswal, Shri Mangal Pandey, Shri Nitin Nabin, and Shri Ram Kripal Yadav took oath as Ministers. On behalf of JD(U), Smt. Leshi Singh, Shri Shrawan Kumar, Shri Bijendra Prasad Yadav, Shri Zama Khan, and Shri Ashok Choudhary were administered the oath.
Prime Minister Shri Narendra Modi congratulated Shri Nitish Kumar on taking oath as Chief Minister of Bihar. He praised Shri Kumar as an experienced administrator with a proven record of good governance and extended his best wishes for the new term. The Prime Minister also congratulated Shri Samrat Choudhary and Shri Vijay Kumar Sinha on assuming office as Deputy Chief Ministers. He conveyed his best wishes to all newly inducted Ministers.
Nitish Kumar Elected NDA Legislature Party Leader in Bihar
A day earlier, on 19 November, Shri Nitish Kumar was unanimously elected leader of both the JD(U) Legislature Party and the NDA Legislature Party during meetings with newly elected MLAs. These decisions paved the way for the formation of the new NDA government under his leadership.
The process began at the BJP headquarters in Patna, where the party elected Shri Samrat Choudhary and Shri Vijay Kumar Sinha as the leader and deputy leader of its Legislature Party. The proposals, moved by Uttar Pradesh Deputy Chief Minister Keshav Prasad Maurya—who served as the central observer—were unanimously endorsed by all BJP MLAs.
Later, the NDA Legislature Party meeting was held in the Central Hall of the Assembly premises. Top leaders of NDA constituent parties attended the meeting, including Lok Janshakti Party (Ram Vilas) Chief Chirag Paswan, Rashtriya Lok Morcha Chief Upendra Kushwaha, and Hindustani Awam Morcha (Secular) founder Jitan Ram Manjhi along with its president Santosh Kumar Suman. In the presence of Union Minister Shri Dharmendra Pradhan, Shri Samrat Choudhary proposed Shri Nitish Kumar’s name for the leadership and everyone present supported the proposal, following which Shri Kumar was unanimously elected as the NDA Legislature Party leader. After the unanimous approval, he met with Governor Shri Arif Mohammad Khan to formally stake claim to form the new government.
NDA’s Landslide Victory in Bihar
In the recently concluded Bihar Assembly elections, the NDA secured a landslide victory, winning 202 seats in the 243-member House. Among the NDA constituents, the BJP won 89 seats, JD(U) 85, LJP(R) 19, Hindustani Awam Morcha 5, and Rashtriya Lok Morcha 4 seats. The opposition Mahagathbandhan managed to win only 35 seats.
The elections, held in two phases on November 6 and 11, recorded a historic voter turnout of 67.13%, the highest since 1951. Women voters once again outnumbered men, recording 71.6% turnout compared to 62.8% for male voters.
