Bharatiya Janata Party National President and Union Minister Shri Jagat Prakash Nadda, Bihar Chief Minister and Janata Dal (United) National President Shri Nitish Kumar, along with former Bihar Chief Minister and Hindustani Awam Morcha leader Shri Jitan Ram Manjhi, Lok Jan Shakti Party National President and Union Minister Shri Chirag Paswan, and Rashtriya Lok Morcha National President Shri Upendra Kushwaha, released the National Democratic Alliance (NDA) Sankalp Patra for the Bihar Assembly Elections 2025 in Patna, Bihar on 31 October 2025. During the event, senior leaders of the Bihar NDA were present.
BJP National President and Union Minister Shri Jagat Prakash Nadda, in a post on X, said that the NDA’s Sankalp Patra for the Bihar Assembly Elections 2025 is a document of our commitment towards the welfare of farmers, employment opportunities for youth, empowerment of women, infrastructure development, promotion of new enterprises, and the creation of a developed and self-reliant Bihar.
Shri Nadda said the NDA government in Bihar has set several historic benchmarks of comprehensive progress and inclusive development for all sections of society. The positive transformation in the lives of Biharis and the rapid pace of progress stand as testimony to this achievement. Under the guidance of Prime Minister Shri Narendra Modi, the BJP and NDA remain firmly committed to the upliftment of every section of Bihar and to accelerating the state’s developmental journey. He said, “The NDA’s Sankalp — Raftaar Pakad Chuka Bihar, Fir Se NDA Sarkar”.
The NDA’s Sankalp Patra expressed a firm commitment to fulfilling the aspirations of every citizen of a Viksit Bihar. Under the leadership of Prime Minister Shri Narendra Modi and Chief Minister Shri Nitish Kumar, the NDA government has ensured that the fruits of development reach the last person in the queue and are effectively implemented on the ground. The Bharatiya Janata Party delivers what it promises. Under the leadership of PM Shri Modi, a culture of transparency and accountability has been firmly established in Indian politics.
Shri Nadda said the NDA has made a major announcement, the Pradhan Mantri Kisan Samman Nidhi, under which farmers earlier received Rs.2,000 in three instalments, will now be increased and renamed as the Karpuri Thakur Samman Nidhi, providing Rs.3,000 per instalment. This means farmers will now receive Rs.9,000 annually. The honorariums of ASHA workers, MAMTA workers, and Anganwadi didis have been increased, and they have been brought into the mainstream workforce. Under the Pradhan Mantri Garib Kalyan Anna Yojana, 8 crore 60 lakh people across the country are getting free food grains, out of which 70 lakh beneficiaries are from Bihar, who have been continuously benefiting from the scheme. In Bihar, 5.75 crore people are being provided annual health insurance coverage of up to Rs.5 lakh under the Ayushman Bharat Yojana, ensuring that they can fight serious diseases without financial stress. Earlier, people had to request letters from MLAs or MPs for medical treatment, but now, under Prime Minister Narendra Modi’s leadership, free treatment worth Rs.5 lakh per year is being provided. 1.6 crore households in Bihar have received clean drinking water under the ‘Har Ghar Nal, Har Ghar Jal’ scheme. Through the Pradhan Mantri Awas Yojana, about 37 lakh families have received permanent houses, ensuring a safe and dignified life for the poor.
NDA’s ‘Sankalp Patra’ for Bihar Assembly Elections 2025: Key Highlights
The 69-page document of NDA’s ‘Sankalp Patra 2025’ outlined 25 major promises focused on employment, infrastructure, women’s empowerment, and industrial growth. It was prepared after collecting over 1 crore public suggestions. Below is a summary of the major highlights:
Employment and Youth Development
• 1 Crore Jobs: Pledge to create over 1 crore government and private sector jobs, including skill-based employment through a statewide skill census and mega skill centres in every district, but through private investment, entrepreneurship, and industrial expansion. It envisions new Global Skilling Centres in every district, designed to train youth for emerging industries and targeted to boost manufacturing and services.
• Global workforce training: Send skilled Bihar youth abroad for jobs after specialized training.
• One District, One Factory: Establish modern manufacturing units in every district, tied to local resources, to boost local employment.
Women’s Empowerment
• 1 Crore Lakhpati Didis: Aim to make 1 crore women self-reliant entrepreneurs through Mission Crorepati, providing financial support to turn them into crorepatis.
• The flagship Lakhpati Didi programme to help one crore women earn Rs. 1 lakh annually, offering Rs. 2 lakh in seed funding for small businesses.
• By promoting self-help groups, digital literacy, and financial inclusion, the NDA hopes to turn women into self-reliant earners — engines of economic growth rather than passive recipients of aid.
• Women-specific initiatives: Form a Women’s Police Battalion, deploy Pink Force leaders at public spaces, and introduce Pink Bus Services in every district.
Infrastructure and Connectivity
• 7 New Expressways: Develop seven major expressways to enhance road connectivity.
• Railway Modernization: Upgrade 3,600 km of railway lines for better transport.
• Metro Expansion: Introduce metro train services in four additional cities beyond Patna.
• 4 International Airports: Build four new international airports to position Bihar as a global hub.
• It proposes IT and food parks, health hubs, tourism circuits, and five export zones tailored to Bihar’s regional strengths.
Industrial and Economic Growth
• Rs.50 Lakh Crore Investment: Attract Rs.50 lakh crore in the “new age economy” to establish Bihar as a Global Back End Hub and export leader in food processing, textiles, leather, and electronics.
• 10 New Industrial Parks: Set up 10 new parks and 100 MSME parks, plus 50,000+ cottage industries under “Made in Bihar for the World” and “Vocal for Local” campaigns.
• Ease of Doing Business: Rank Bihar in India’s top 5 states by 2030.
• Sectoral Hubs: Transform Bihar into an education city, sports city, textile/silk hub, and mega tech city.
Agriculture and Rural Development
• Agriculture remains Bihar’s economic backbone, employing over 75% of its people. The NDA manifestos promised rural revival, though again with contrasting methods.
• Rs.1 Lakh Crore Investment: Allocate Rs.1 lakh crore for agricultural infrastructure to support farmers.
• Karpoori Thakur Kisan Samman Nidhi: Dedicated fund for farmer welfare. It will provide Rs 3,000 annual aid to farmers, while focusing on irrigation expansion, agri-processing, and exports through the Made in Bihar initiative.
Welfare and Social Schemes
• Free Electricity: Provide 125 units of free electricity to poor households.
• Healthcare Support: Up to Rs.5 lakh assistance for affordable healthcare.
• EBC Welfare: Rs.10 lakh financial aid to Extremely Backward Classes (EBC) members and form a Supreme Court judge-led commission.
