Discussion on efforts to free the country from Left Wing Extremism
Union Home and Cooperation Minister Shri Amit Shah replying to the discussion in the Lok Sabha under Rule 193 on the efforts to free the country from Left-Wing Extremism (LWE) on 30 March 2026, said the Left-wing extremists and their supporters had presented a false narrative before innocent tribals that they were fighting for their rights and to deliver justice to them. He said the Naxalism has now been almost completely eradicated from Bastar, and a campaign has begun to build schools and open ration shops in every village there. The Home Minister said that those who advocate for Naxalism should explain why all this did not happen from 1970 till now. Shri Amit Shah said the supporters of Naxalites have supported Naxalism from 1970 till March 2026. This is support for the massacre, and if there is one culprit behind the killing of 20,000 people, it is the Left-wing ideology of the main opposition party. By living with Naxalites, this party and its leaders have themselves become Naxalites. Shri Shah said the people of this country will have to give their answer in the elections, because this matter will not stop here – it will go to the court of the people. In the last decade, our Government has worked towards uprooting this menace and at the same time ensuring the fruits of development reach areas affected by Naxalism. We will keep focusing on furthering good governance and ensuring peace and prosperity for all.

Speaking in the Lok Sabha on India’s decisive fight against Naxalism, the address by Hon’ble Home Minister Shri @AmitShah Ji reflects clarity of vision, strong resolve, and a fact-based approach.
For decades, Left Wing Extremism hindered development across several regions and adversely affected the future of countless young people. It has not only been a security challenge but also a barrier to social and economic progress.
Over the last decade, under the leadership of Hon’ble Prime Minister Shri Narendra Modi Ji, the Government has taken firm action to eliminate this menace while simultaneously ensuring that development reaches Naxal-affected areas. With a continued commitment to good governance, security, and inclusive growth, we remain focused on ensuring lasting peace, stability, and prosperity for all.
Hon’ble Speaker Sir, first of all, I would like to thank you on behalf of all the tribal brothers and sisters living in this area which was known as Red Corridor, covering 12 states, 17 percent of the land area and a population of 20 crore, that you have given us permission here today for this discussion.
Hon’ble Speaker Sir, for years they have wanted that their pain, their distress, their suffering, the injustice done to them by the Naxalites, and this entire system that shrouds their future in darkness, be exposed once and for all in the country’s highest panchayat, our Parliament, so that the whole world may know about it. For a long time, this opportunity was denied. I am also very pleased that a very important development for the country and all of us, one that lasted from 1970 to 2026, is being discussed in Parliament today.
A false dream before innocent tribal people
Hon’ble Speaker Sir, the theory they were propagating was misleading, they were presenting a false narrative, a false dream before innocent tribal people, claiming that they were fighting for their rights, that they were striving to secure justice for them, and that they were fighting because they had been deprived of development.
Naxalism has almost ended in Bastar
Hon’ble Speaker Sir, today Naxalism has almost ended in Bastar. A campaign was launched to build a school in every village in Bastar. A campaign was launched to open ration shops in every village. PHCs/CHCs were established in every tehsil and panchayat. Their Aadhaar cards were issued, their ration cards were issued, and they are receiving 5 kg of grain. Gas stoves are also being distributed among them. I would like to ask those who are advocating Naxalism here : why hasn’t this been done since 1970? After Narendra Modi’s government came to power in 2014, every poor person in the country got a home, gas, pure drinking water, insurance up to 5 lakh rupees, and 5 kg of free grain per person per month . Why were these people from Bastar left out?
The people of Bastar were left behind
Hon’ble Speaker Sir, I want to say that the truth is being denied. The people of Bastar were left behind because the shadow of Red Terror loomed there, and that’s why development didn’t reach there. Bastar is developing, and development is reaching Bastar. Those who are posing as advocates for a murderous movement claim they are fighting against injustice. Will you believe in constitution or won’t you? If injustice is committed against anyone, the solution lies within our Constitution. Courts have been established, legislative assemblies have been established, district panchayats have been established, tehsil panchayats have been established. You can reject this entire system and take up arms; how will that work? To those who justify this, I want to tell, that time has gone . This is Narendra Modi’s government . Anyone who takes up arms will have to pay the price.
This won’t work. The government is sensitive, willing to listen to all problems and resolve them. Numerous plans were made right here in Parliament, but you won’t even allow their implementation, so that your ideology and your illegal rule can continue. I want to ask you today : some Congress members were loudly claiming that tribals haven’t been developed, that there hasn’t been any development. Young tribal MPs like Rajkumar Roat were also supporting the Congress party for the sake of votes, supporting its ideology. I want to ask them: you’ve ruled for 60 out of 75 years, so why have tribal people been deprived of development so far? Narendra Modi is the one who is bringing development. For 60 years, they weren’t given houses, water, schools, mobile towers, and banking facilities, and now you’re demanding an accountability. Just look within yourself and see who’s to be blamed. I’ll explain everything.
Red Corridor
Hon’ble Speaker Sir, there are 12 states; these include Chhattisgarh, Telangana, Andhra Pradesh, Odisha, Maharashtra, Madhya Pradesh, Jharkhand, Bihar, West Bengal, Kerala, some parts of Karnataka and three districts of Uttar Pradesh; this entire Red Corridor was formed and the rule of law was abolished there. 20 crore people lived in poverty for years, but no one cared. Thousands of young people died. According to an NGO, 20,000 young people were killed on both sides . Many were left disabled and handicapped for life, living a life of hell, and development eluded them.
Hon’ble Speaker Sir, who is responsible for this? Shouldn’t the Panchayat of this country’s largest democracy reflect on this with due diligence? Or should it continue to peddle its own fabricated theories? I will explain next that the root cause of Naxalism isn’t the demand for development, but rather an ideology; an ideology that Indira Gandhi embraced in 1970 to win the presidential election, and this leftist ideology led to the spread of Naxalism.
Hon’ble Speaker Sir, Prime Minister Manmohan Singh had accepted before the entire country that even in comparison to Kashmir and North-East, the biggest problem of internal security of the country are armed Maoists, but nothing happened.
2014 marked a turning point
Hon’ble Speaker Sir, 2014 marked a turning point, and under Modi’s rule, many long-standing problems were resolved. These included the abolition of Article 370, Article 35(A), and the construction of a grand temple at the Ram Janmabhoomi site.
GST has become a reality in this country, and the CAA has been enacted. Women have been granted 33 percent reservation in legislative bodies. Many significant achievements that the people of this country have desired since independence have been accomplished during Narendra Modi’s 12 years, and now, a Naxal-free India is being created under Narendra Modi’s rule. These 12 years have proven to be very auspicious for the country. From freeing the country from poverty, to introducing a new education system for the country’s youth, to ensuring the country’s internal and external security, and to eliminating policies that were not rooted in the nation’s fundamentals — much has happened in these 12 years.
However, I believe that if a student of Political Science were to evaluate all these developments and decide which decision or achievement has brought the greatest benefit, then that student would, without any hesitation, rank a Naxal-free India as number one.
Hon’ble Speaker Sir, this major development that is about to unfold in our country deserves all the credit and glory for our CAPF personnel, especially the Cobras, CRPF personnel, state government police, especially the Chhattisgarh State Police, our DRG personnel, and the local tribal people. Had they not extended their support, then, there are many examples in the world where even powerful dictators had to flee when they lost the support of the people. But here, today left-wing extremism is about to end, and the public is also contributing significantly to this.
Humble tribute to security forces personnel
Today, once again, at the beginning of this discussion, I would like to pay my humble tribute to the thousands of youth who were killed, the security forces personnel who were martyred, who sacrificed their all for the internal security of this country, on behalf of the entire House and acknowledge it.
Some people even compared Bhagat Singh and Bhagwan Birsa Munda. What audacity are they showing? Martyr Bhagat Singh and Bhagwan Birsa Munda fought against the British. You’re comparing them to people who broke the Constitution and took up arms to murder innocent people
Hon’ble Speaker Sir, this ideology has nothing to do with development, nor with the demand for development. What is this ideology? What is Maoist ideology? What is its motto? When we gained independence, we said, “ Satyameva Jayate,” “ Truth always triumphs . “ But what is their motto? Their motto is, “ Power springs from the barrel of a gun. “ This is their motto. The word “ power “ holds a very important place here. It’s not about development, it’s about the survival of their ideology, the triumph of their ideology, and about gaining power by spreading their ideology among innocent tribal people. There’s no talk of development here. They have no faith in democracy.
Hon’ble Speaker Sir, there are a lot of people here; I don’t want to name them; I’ve been listening. For three hours now, they’ve been saying that there’s injustice and that they’re fighting against it. What’s the way to fight? We’re not living under British rule. Some people even compared Bhagat Singh and Bhagwan Birsa Munda.
What audacity are they showing? Martyr Bhagat Singh and Bhagwan Birsa Munda fought against the British. You’re comparing them to people who broke the Constitution and took up arms to murder innocent people. One should rise above political selfishness on such issues.
Hon’ble Speaker Sir, this ideology says that only a long-term war can spread our ideology. They have no qualms about shedding the blood of even their own people. Look at their ideals. A huge list can be made of how many ideal men, women, and youth there have been in our ten thousand years of history . They did not consider Tilka Manjhi their ideal, nor did they consider Bhagwan Birsa Munda, Bhagat Singh, or Subhash Babu as their ideals. Whom did they consider their ideal? They considered Mao as their ideal. Even in deciding their ideals, they import them from abroad.
Why was Bastar chosen?
Hon’ble Speaker Sir, why was Bastar chosen? There was a program at Bharat Mandapam. I was interacting with well-educated young people from the Bastar region . A young girl was sitting at my breakfast table. She asked, “Hon’ble Speaker Sir, can you tell me why the Maoists and Naxalites chose our Bastar?”
Hon’ble Speaker Sir, I would like to elaborate on this topic. We all know that when we gained independence in 1947, resources were scarce. We gained independence after a long period of slavery. There was no sign of development within the country. This country was plundered in slavery for nearly two centuries. When the new nation was formed, the state’s reach was limited to certain areas. It should have been expanded there. It will increase with time.
Hon’ble Speaker Sir, because resources were scarce and revenue was low, development trickled down and didn’t reach every region simultaneously. If roads were to be built, they could not be built across the country. If electricity was to be delivered, it couldn’t reach the entire country at once. The state’s ability to reach remote areas was limited. Development hadn’t reached there. The state’s status hadn’t risen there. Now they talk against oppression. If the state hadn’t reached there, if there wasn’t an environment of systematic discrimination, how did atrocities occur there?
Hon’ble Speaker Sir, a story is being fabricated. The truth is that they chose the entire Red Corridor because the state had limited access there. The innocent tribals there were deceived and given weapons. I will tell you some scenes later. One thing I don’t understand is that before August 15, 1947, the tribals of this country considered Birsa Munda, Tilka Manjhi, Rani Durgavati, and the Murmu brothers as their heroes, but between 1947 and 1970, those tribals started considering Mao as their hero; why did this change happen?
Hon’ble Speaker Sir, this change wasn’t due to development or injustice. Because of the difficult geography and the absence of the state, leftists chose this region to spread their ideology. They began deceiving the innocent tribal people, They made them followers of their ideology. After moving a little further ahead, they realized that good work could be done here. If they become educated, they won’t stay with us; they burned down schools. If they open bank accounts, they won’t stay with us; so they burned down banks and dispensaries. Then they claim that development hasn’t reached here. Left-wing extremists prevented development from reaching that region for years. Today, under Narendra Modi’s rule, development is reaching there. Development is reaching every home. Naxalism didn’t spread because of poverty; rather, poverty persisted in this entire region for years because of Naxalism.
Naxalism is not rooted in poverty or development
Hon’ble Speaker Sir, I want to put this before the House in a more nuanced way. Naxalism is not rooted in poverty or development. It was ideological. Today, I want to read about four areas from the 1960s.
One : The Naxalbari region had a literacy rate of 35 percent. Bastar had a literacy rate of 23 percent. Saharsa, Bihar, which was never affected by Naxalism, had a literacy rate of 33 percent. Ballia, Uttar Pradesh, a district adjacent to Sonbhadra and also affected by Naxalism, also had a literacy rate of 31 percent. Literacy rates were more or less similar in all four areas. Per capita income in Naxalbari was five hundred rupees, the highest in all four areas. Bastar had 190 rupees, Saharsa had 299 rupees, and Ballia had 374 rupees. Per capita income was also more or less similar in all four areas. However, left-wing extremism flourished in Naxalbari and Bastar, but not in Saharsa and Ballia. This was because the geography of Saharsa and Ballia was not conducive to it. There were no dense forests, rivers, streams, or hills for hiding. The conditions there were not conducive to carrying out armed movements, suppressing tribal people, and forcibly converting them to their ideology. If development were the only criterion, if per capita income were the only yardstick, then there were many parts of the country where development had not reached in 1970. Why did Naxalism not emerge there?
Hon’ble Speaker Sir, today I am completely rejecting this idea in this House. We are in a democracy. We have accepted the Constitution of this country. It is through the Constitution that we are members of this great House. Injustice can happen to anyone. Development can be more or limited anywhere. Will we fight our battles through constitutional means or will we take up arms and kill innocent people?
Which theory is being supported here? I don’t understand. If you want to threaten, saying, “If this happens, these people will also take up arms, “ or “If this happens, these people will also take up arms “? Hon’ble Speaker Sir, this is not a government which gets afraid. This is a government that delivers justice to everyone. Taking up arms when injustice is done to anyone; is this the democratic way? Have all the avenues outlined by our Constitution become blunt and closed? The Constitution has provided for everything.
Naxalism began in Naxalbari, Bengal
Hon’ble Speaker Sir, I would also like to share the timeline of Naxalism for the youth of India watching this debate today. Hon’ble Speaker Sir, Naxalism began in Naxalbari, Bengal, in the 1970s. In 1971 alone, 3,620 incidents of violence occurred there. By the 1980s, the People’s War Group was formed and then spread to Maharashtra, Madhya Pradesh, and Odisha. When I say Madhya Pradesh, I mean the old Madhya Pradesh, when Chhattisgarh and Madhya Pradesh were single.
Maoists spread across these three states. Then, in the 1990s, as leftist ideology shrank globally, mergers began here too among extremist groups and leftist parties. In 2004, two major factions merged, forming the CPI (Maoist). During the entire period from 1970 to 2004, Hon’ble Speaker Sir, the Congress Party ruled for the entire period except for four years. They should remember this.
“Vote according to the voice of your conscience”
You should remember when Maoist ideology spread, flourished, and coalesced. Hon’ble Speaker Sir, we should also remember the year 1970. Just now, an honorable member told us what happened in 1970. In 1970, a slogan was raised : “ Vote according to the voice of your conscience.”
Indira Gandhi coined that slogan and fielded her own candidate against Sanjiv Reddy. Maoist parties, then searching for a base, supported Indira Gandhi, and Mrs. Gandhi seized that support to establish her dominance within her party. And from 1970 to 1980, Indira ji was unable to free herself from that ideology. She remained under the influence of Maoist ideology.
Hon’ble Speaker Sir, this is the time when the movement that began in Naxalbari spread to twelve states. It covered 17 percent of the country’s land area and reached more than ten percent of the population. Many security experts used to say that without the support of the government, any armed movement is impossible in this Red Corridor, the heart of the country, from Tirupati to Pashupatinath. Just now, Rajkumar ji was asking where the weapons came from. I want to tell him that 92 percent of the weapons seized are stolen police weapons. Police stations were looted, bullets were looted, and they were used to kill innocent soldiers, children, and farmers.
Hon’ble Speaker Sir, leftist ideology spread this myth through propaganda. To perpetuate its ideology, it spread the idea that we have taken up arms to escape injustice. But I want to ask once again: can the legitimacy of the state, governance, and the Constitution be challenged in response to any injustice?
Our Constitution has created a way to fight injustice; that’s why Rajkumar Roat is here, he contested the elections, and that’s why he’s here . Otherwise, he too would have been on the surrender list if he’d taken up arms. Yes, that’s why I say, this is the way, this is the only way. The eradicating of system which I’m talking today is attacking the very roots of democracy. The fundamental principle of democracy is that any problem can be solved through debate, not weapons.
Hon’ble Speaker Sir, they have tried to create a vacuum in this country; a vacuum of the state, a vacuum of governance by destroying all systems, a vacuum of the Constitution by destroying faith in it, and a vacuum of security by burning down police stations.
The days of Maoist and Naxalite violence are over
Today, I have come to this platform to tell the people of this country that the days of Maoist and Naxalite violence are over. This will no longer continue under this government. This has happened in many countries, such as Cambodia, Peru, and Colombia. The history of many countries is filled with such instances. There has been terrible bloodshed. Twenty thousand people were killed here too.
Hon’ble Speaker Sir, this is an ideological battle. The people of our country should not make the mistake of considering the Maoist insurgency an armed struggle against injustice, because leftist ideology has lost its footing.
All leftists are trying to maintain their existence
All leftists are trying to maintain their existence by creating different theories by hook or by crook. Their sole agenda is to create a vacuum in the country; to channel the nation’s natural discontent through weapons. A vacuum of the state, a vacuum of governance, a vacuum of the Constitution, a vacuum of security, and bloodshed — this is their objective, which will no longer succeed.
Hon’ble Speaker Sir, many innocent villagers were executed after being branded as enemy informers. Which court executed them? They created a farce in the name of a public court, where there are no lawyers or judges; they themselves sit, make decisions, and carry out executions. I have heard this being justified. I don’t want to call names today, otherwise people will stand up from here. This cannot be justified. The Constitution rules this country. Judgments can only be made in courts established by the Constitution, by governments. If someone has been wronged, there is a three-tier judicial system. How did this governance vacuum arise? They ran a parallel government. In Bastar, Chhattisgarh, they had a Home Minister, a Justice Minister, and a Food and Supply Minister who distributed the looted grain. They created confusion in the name of a public government. They worked to stop development projects. They targeted the Constitution and the judicial system and created a constitutional vacuum. No one would contest elections, they would not allow voting to take place, there would be no Sarpanch, no one would be a member of the Tehsil Panchayat or District Panchayat, and only the MLAs they wanted would win. What kind of system did they want to establish? How can this be supported? Now they are saying that they should hold talks. I want to tell those who are saying this; I have gone to Bastar, to every tehsil of Bastar, and have said fifty times on public platforms that they should lay down their arms, the government will make arrangements for their complete rehabilitation, but they will not lay down their arms.
Anyone who fires a bullet is met with a bullet
Hon’ble Speaker Sir, this is our government’s policy: discussions are held only with those who surrender their weapons. Anyone who fires a bullet is met with a bullet . This is our government’s policy. I will explain further how many people have surrendered and are now undergoing rehabilitation.
Hon’ble Speaker Sir, the result is that this continued here from 1970 to 2026. Many such attacks took place. The Jehanabad attack took place. One thousand armed Naxalites captured the CRPF camp and jail and freed 389 prisoners including Ajay Kanu. There was systematic destruction of dozens of schools and infrastructure on the Andhra-Odisha border. They kept collecting 20 percent Jantana Tax on every contract. 70 trucks were set on fire simultaneously in Jharkhand. 11 bogies of a goods train were set on fire simultaneously. According to the annual collection of Jantana Tax, which was obtained from their own secretary’s computer, this amount was Rs 240 crore. How can this be justified? How can it be justified?
Where did this Naxalism originate?
Hon’ble Speaker Sir, where did this Naxalism originate? But our country was by no means a place where such communist or leftist ideology could flourish.
Communism
Hon’ble Speaker Sir, the Communists launched a revolution in Russia between 1905 and 1924. The 1914 war severely worsened Russia’s economic situation, and hunger, inflation, chaos, and the events of Bloody Sunday in 1905 shattered public confidence in the government, laying the foundation for the 1917 revolution.
Hon’ble Speaker Sir, Nicholas II was forced to abdicate. A vacuum was created, and a communist government headed by Lenin was formed to fill that vacuum. Similarly, chaos arose in China. Millions of peasants were living in poverty and hunger. In 1921, the Chinese Communist Party was founded. Mao became its leader. A war broke out between the communists and the Kuomintang, the nationalists loyal to the emperor. A Long March took place in 1934-35. The People’s Republic of China was established in 1949. The years 1949 and 1925 are two significant events. You should understand the impact this had on our country . As soon as the communist government was formed in Russia, the Communist Party of India (CPI) was founded here in 1925. I want to ask their supporters : is there any connection between the CPI (Russia) and the Communist Party of India (CPI )? It’s worth noting that the Russian government sponsored the creation of the Communist Party worldwide, and a part of it was formed here. How can a party, inspired by another country, think about the welfare of our country? They even supported the British. The Communist Party (Marxist) was formed in 1964. Why was the CPI(M) formed?
You people should not provoke me today, because I have decided today that I will tell the whole story here.

Hon’ble Speaker Sir, the CPI(M) was formed in 1964. It must also be understood why the CPI(M) was formed when it already existed . Hon’ble Speaker Sir, in 1964, a conflict arose between Soviet Russia and China. Communist governments with different ideologies came to power in both communist nations. Just as governments with different ideologies came to power there, a pro-China party, the CPI(Marxist), was also established here . Mr. Amar Ram was speaking as a member. Hon’ble Speaker Sir, both of these parties are communist parties. One was formed during the Russian Revolution, and the other, after the differences between Russia and China. Then, in 1969, to oppose parliamentary politics . Everyone, listen to me carefully . Through you, I also want to tell the country that the CPI(ML) was founded in 1969. Its purpose was not to fill the vacuum of development, nor to protect anyone’s rights. The purpose of its constitution was to oppose parliamentary politics and launch an armed revolution, which they had done in Russia and China. But here the monarchy was no more. The British were not here. Here a democratic government run by the constitution had been formed. Then why oppose the Parliament? These people would contest elections, win and get their demands accepted. But otherwise no one would listen, hence the armed revolution. There are many types of revolutions; there is ideological revolution, some people have started revolution by writing songs, Mahatma ji had done non-violent revolution.
Maoists doing armed revolution and opposing parliamentary politics. With these objectives formed CPI (Marxist-Leninist) and these are today’s Maoists. They are chanting “injustice, injustice” without understanding the root cause. Brother, this isn’t about injustice. It’s about opposing our parliamentary politics, the Parliament of which you are a member . Then, in 1975, as soon as Congress gained support, the MCC Maoist was formed and became a Bihar-Jharkhand-centric party. In 1980, the PWG was formed; it became Andhra Pradesh-focused. In 1982, the CPI (ML) Party Unity was formed in Bihar. Their objective was Dalit-farmer-focused armed struggle. In 1998, the Maoists united into the People’s War Group. Despite all this, they failed. In 2000, the PLGA was formed, which became the military wing. A guerrilla force was created. In 2004, both the PWG and MCC merged. Force must be used to protect innocent civilians

This is the Bharatiya Janata Party government. Narendra Modi has ensured the safety of every citizen. Anyone who does injustice to citizens will be punished; otherwise, these forces were created for this very purpose. They will be used, and the consequences will be seen, and they have already arrived today.
Urban Naxals
Hon’ble Speaker Sir, I want to question those intellectuals who support them, who are popularly called urban Naxals . I have seen nearly 2,000 articles in six days. All of them have been written by intellectuals. I have the entire gist of it. All these articles mention things like : discuss with the Maoists who carry weapons, they are fighting against injustice, they should not be killed, there should be sympathy for them, the government should expedite development . Not a single article is for that innocent eight-year-old child who was picked up and given a weapon in his hand; that weapon is not for his mother.
Not a single article to the farmer who lost his leg
Hon’ble Speaker Sir, not a single article is dedicated to the farmer who lost his leg in an IED blast while going to the farms from his village, and became disabled for the rest of his life; there is no article sympathizing him. More than five thousand security personnel were martyred while fighting, but not a single article is dedicated to their widows. Not a single article is dedicated to their orphaned children. Is all your humanity dedicated only to those who violate the Constitution and roam around with weapons? You have no humanity for the civilians being killed by their weapons .
I do not accept this double standard of humanity; they are not humanitarians, they are supporters of Naxalites. If they were humanitarians, they would have cared for the farmer whose leg was blown off; they would have given a thought for the innocent child whose childhood was snatched away .
Poor don’t want to take up arms
Hon’ble Speaker Sir, poor don’t want to take up arms; they want to promote their ideology by giving weapons to the poor, but now their days are numbered. Listen clearly, now the entire country has become aware. What has happened because of that? Today the entire country is listening, today the entire country is understanding.
Hon’ble Speaker Sir, I want to mention one more thing today; a member mentioned Salwa Judum. Congress leaders and all those people – I don’t want to name them, otherwise they will stand up again – support the judgment on Salwa Judum .
Hon’ble Speaker Sir, Salwa Judum began in 2005 as a state-sponsored, i.e., government-backed, mass movement. Tribal youths were recruited as SPOs, known as Koya Commandos. They were trained to fight against those who spread terror .
Hon’ble Speaker Sir, it was decided to use the same tactics against those who were employing ambush tactics . Now, I want to ask who initiated Salwa Judum? It wasn’t started by any BJP worker. Salwa Judum was started by Mr. Karma, who was assassinated by Naxalites and was a Congress leader.
Hon’ble Speaker Sir, on July 5, 2011 a judgement on the petition that was filed in the Supreme Court by Nandini Sundar and others and the Supreme Court headed by Justice Sudarshan Reddy ruled that the state’s fight against Naxalites was illegal and ordered immediate withdrawal of weapons from SPOs.
Hon’ble Speaker Sir, what was the result? SPO’s weapons were confiscated . The Naxalites had weapons; they selectively killed people associated with Salwa Judum.
This same Sudarshan Reddy later became the opposition’s candidate for the post of Vice President. The Congress Party is asking what kind of dealings they have with the Naxalites? This is the deal. Any party who respects the law and order of the country will never make Sudarshan Reddy their candidate.
Hon’ble Speaker Sir, we have a judicial system. Judges are supposed to be neutral; this is the very heart of our judicial system. But if someone, using their personal ideology as a judge, cloaks it in constitutional garb, transforms their ideology into an order, and delivers a verdict that results in the death of thousands of innocent tribal

Ideology can never be above the safety of innocent
Hon’ble Speaker Sir, ideology can never be above the safety of innocent tribals. They are saying there is no development. If I talk about the years before 2014, they will raise a hue and cry again . But I have the right to speak about the years after 2014, because our party is in power, under the leadership of our leader, Narendra Modi.
After 2014, approval was given to build 17,589 kilometers of roads in this entire region, of which 12,000 kilometers have been built. They talk about development. We have installed approximately 5,000 mobile towers at a cost of 6,000 crore rupees. If telecommunications reach there, they will connect with the world, connect with the country, and connect with a VIKSIT BHARAT . Narendra Modi has ordered the construction of 8,000 more 4G towers under two other schemes . This will provide the same connectivity to the tribal areas of Chhattisgarh, Maharashtra and Telangana as Delhi.
In these 12 years
Hon’ble Speaker Sir, in these 12 years, 1,804 bank branches have opened, 1,321 ATMs have opened, 37,850 banking correspondences have been established, and 6,025 post offices have opened. This has happened in just 12 years. Nothing happened before; discussions were held, but the Maoists prevented development.
We did not discuss with the Maoists, we eliminated them, and pushed forward development. We approved 259 Eklavya Model Schools, built 47 ITI’s, and 49 ( SDC ) Skill Development Centers. We have spent approximately 800 crore rupees on all this in these 12 years. In Jagdalpur, Chhattisgarh, where there were no CHCs or PHCs, we built a 240- bed super-specialty hospital. We have spent 212 crore rupees on civic programs related to health, camps, and medicines. We also created tribal youth exchange programs. For security and to assist the states, we re-enforced and re-introduced the SRE scheme, providing Rs.3,000 crore over ten years; we introduced the Special Infrastructure Scheme, providing Rs. 5,000 crore; we introduced the expanded SIS scheme, providing Rs. 2,000 crore; and we allocated Rs. 4,000 crore through central funds for critical public infrastructure. we allocated Rs. 4,000 crore for small infrastructure projects like water tanks, connecting bridges, and village panchayat houses . Why was this possible, and why hasn’t it happened till 2014 since 1970? It’s not that the Congress Party didn’t want to do it; Whenever they tried to do any kind of development work there, naxals would bomb people and kill them. We eliminated those who carried out the bombings, so this development is happening now, and a developed Bastar is being created .
Campaign launched by our paramilitary forces
Hon’ble Speaker Sir, I will now turn to the campaign launched by our paramilitary forces against armed Maoists . What has changed since 2014? The CAPF remains the same, and so does the state police. After 2014, clear policy and strong political will were incorporated into this work. Narendra Modi made it clear that in any corner of this country, whether it’s Kashmir, the Northeast, or the Left Wing Extremist affected areas, illegal activities will not be tolerated. This will be dealt with firmly.
Alignment was achieved between the center and the states. We improved state capacity across all three areas: government, governance, and policing . We enhanced coordination between the CAPFs and state police. We established mechanisms to percolate actionable intelligence down to the grassroots level and fixed responsibilities.
Hon’ble Speaker Sir, we initiated an all-agency approach. We targeted not just armed cadres but also we attacked their networks, funding, and support systems through NIA, ED and intelligence agencies . We introduced an effective surrender policy. I’ll share the statistics later. We left no vacuum in development and governance, and now, where the state didn’t exist before, it exists today . And the biggest reason for the defeat of Naxalism is that the state has now reached every village, and panchayats have been formed there.
The BJP government assured full support. A common strategy was formed, and on August 24, 2024, I announced that by March 31, 2026, we would eliminate Naxalism from the entire country
Hon’ble Speaker Sir, we adopted a whole-of-government approach for development and a whole-of-agency approach to tighten security. Hon’ble Speaker Sir, today I would like to share three dates with the nation : August 24, 2024, August 20, 2019, and tomorrow, March 31, 2026. On August 20, 2019, a meeting was held at the Home Ministry; Modi ji had already started the development work. Police coordination, modernization, incorporating retired Naxalites into the police force, and their coordination with the intelligence agencies — all of this was finalized on August 20. So why did it take so long?
Why did it take so long?
Hon’ble Speaker Sir, why did it take so long? Because in between there was a Congress government in Chhattisgarh. I want to say this on record today. Bihar had become Naxal free before 2024. Maharashtra, except for one tehsil, had become Naxal free before 2024. Odisha had become Naxal free before 2024. Jharkhand, except for one district, had become Naxal free before 2024. Only Chhattisgarh and few pockets in other areas did not become Naxal free because there was a Congress government at that time . I have no hesitation in saying this because while speaking the truth one should not consider any place. Truth is meant to be spoken. The Congress government in Chhattisgarh had protected the Naxalites.
Your Excellency, the second date is August 24, 2024. Early in 2024 .
Hon’ble Speaker Sir, I’m not saying this to any individual. Don’t explain these rules to me. If you want to do it to any individual, ask Bhupesh Baghel : Should I present evidence here? If yes, then say it, otherwise you’ll get into trouble.
Hon’ble Speaker Sir, in 2024, the government changed in Chhattisgarh; I visited there the very next month. The BJP government assured full support. There were 126 Naxal-affected districts
Hon’ble Speaker Sir, we have increased the security perimeter. During the 11- year tenure of Honorable Modi ji, 596 reinforced police stations were built. In 2014, there were 126 Naxal-affected districts, and now only two remain. In 2015, there were 35 most affected districts, and now there are zero. There were 350 police stations registering Naxal incidents, and now there are seven. In the last six years, 406 new CAPF camps were built, 68 night landing helipads were constructed, 400 bulletproof and blast-proof vehicles were provided to the soldiers, five hospitals were built for the soldiers, and the communication system was streamlined.
Hon’ble Speaker Sir, what was the result? Many MPs here said that we should not kill, but rather negotiate; so I want to read these statistics for them. I am reading the combined figures for the years 2024, 2025, and 2026; by March 2026, in three years, 706 Naxalites were killed in encounters and 2,218 were arrested. We arrested them, put them in jail, and took them to the courts. 4,839 surrendered; and they are talking about dialogue with naxals. 2,218 went to jail, and only 706 who did not surrender were killed in encounters by the police. I say this should be the government’s approach; we should negotiate with only those who wants to negotiate, and those who are firing bullets on our soldiers, farmers, children, and s at tribals, they must be met with bullets. This is the rule of governance and this is the law of governance.
Hon’ble Speaker Sir, we utilized all three – communication, security, and coordination. We used the latest technology to conduct precise surveillance and analyzed numerous telephone call logs. Our Home Ministry led the entire operation, using location tracking systems, mobile phone activity, scientific call logs, social media analysis, forensic and technical institutions. Drone surveillance, the use of satellites, imaging technology, and artificial intelligence-based data analysis led us to the success.
Hon’ble Speaker Sir, many such operations were carried out that liberated larger areas. If I did not speak out, it would be an injustice to our soldiers. In 2022, ‘ Operation Octopus ‘ was carried out in the Budha Pahar region of Bihar. In 2022, ‘ Operation Double Bull ‘ was carried out in Gumla, Lohardaga, and Latehar, and between February 8 and 25, all three districts were freed from Naxalism. From September 1 to 3, 2022, ‘ Operation Thunderstorm ‘ was carried out in the Saraikela, West Singhbhum, and Khunti districts of Jharkhand . In June-July 2022, ‘ Operation Bhimbandh ‘ was carried out in the Munger district. In 2022, ‘ Operation Chakrabandha ‘ was carried out in the Gaya and Aurangabad districts of Bihar. All these areas were liberated from Naxalism.
“ Operation Black Forest “
I would like to draw the House’s attention specifically to “Operation Black Forest . “ There is a 50 -kilometer-long and 37- kilometer-wide hill on the border between Telangana and Chhattisgarh. They had established a permanent camp on this hill.

They had enough ammunition and weapons to fight for five years . There was solar powered lights, numerous IED-making factories, and five years’ worth of grain was stored there, and 400-500 cadres were gathered.
Today, I want to say with great sensitivity that it was very hot. The temperature on the mountain was 45 degrees, and by 10 o’clock the stones would become hot. 2-3 liters of sweat would flow from the body; we would give 300 grams of water to the soldiers as ration . The soldiers did not complain, Sir. The operation continued for 21 days, more than 30 Maoists were killed, the rest were killed in encounters with the police or surrendered as soon as they came down; and we confiscated all this weaponry. This is what ended the Maoist movement in Maharashtra, Bastar-Chhattisgarh and Telangana.
Salute the Cobra, CRPF, DRG and Chhattisgarh Police
Today, with great humility and great emotion, Hon’ble Speaker Sir, with great humility and great sensitivity, I want to salute the Cobra, CRPF, DRG and Chhattisgarh Police from the bottom of my heart in this House, Sir. They have demonstrated amazing patience and broken their fort. Owaisi ji is saying that the Greyhounds also have a contribution, but the Telangana government had told us that they will not come up; if naxals come down, they will stop them. Thank you for this; You did not come up, stayed down and stopped naxals there.
Hon’ble Speaker Sir, I want to tell you about the status of their core cadre in 2024. At the beginning of 2024, there were a total of 21 Central Committee members and Politburo members . Listen to me carefully; this is their party’s central leadership. There were 21; one has been captured, seven have surrendered, 12 have been killed, and one is absconding; talks are underway with him as well; I believe he too will surrender very soon. All 21 Central Committee members and Politburo members have been eliminated, and their central system has collapsed.
37- member state committee in Dandakaranya
There was a 37- member state committee in Dandakaranya. Three were arrested, 21 surrendered, 11 were killed, and talks are ongoing with two; means all 37 were dealt with. The main State Committee for Dandakaranya has been dissolved. Only three remained in the Madhya Pradesh-Maharashtra-Chhattisgarh (MMC) State Committee; all three surrendered. In Odisha, four remained; one surrendered, three were killed. OSC, Odisha; five surrendered, five were killed; the total number of those killed is 10. Disturbed Areas Bureau; one arrested, three killed, and one absconding; Hon’ble Speaker Sir, only one is absconding; so the total number of those killed is six. In Telangana, six surrendered, three were killed; not a single one remains. Their Politburo and CMC have been completely destroyed. We had set a goal of making the state Naxal-free by March 31st . I will inform the country after the entire system is in place, but I can boldly declare that we are Naxal-free; I have no hesitation in saying so.
Hon’ble Speaker Sir, their General Secretary Basavaraju has been neutralized. Hidma, who killed 27 people, was active for 28 years. Basavaraju was active for 49 years. Vivek was active for 40 years; he was neutralized. Gajarla Ravi @Uday Kadari was active for 11 years; he was neutralized. Kadari Satyanarayan Reddy @Kosa was active for 46 years; he was neutralized. Ganesh Uikey was active for 44 years; he was neutralized. Mallojula Venugopal Rao @ Sonu surrendered; he was active for 46 years. Takallapalli Vasudev Rao @ Satish surrendered; he was active for 36 years.
Pulluri Prasad Rao Chandranna was active for 46 years; he surrendered. Ramder @ Majji Debu was active for 36 years; he surrendered. Thipperi Tirupati @ Deoji was active for 44 years; he has also surrendered. The main armed Maoists have been eliminated.
Highly lucrative rehabilitation policy
Hon’ble Speaker Sir, we have also adopted a highly lucrative rehabilitation policy. An incentive of 50,000 rupees has been announced for surrender; this amount is doubled for mass surrender. Everyone is provided with a mobile phone by the government; additional compensation is given for surrendering weapons. Skills training and tool kits are distributed at the rehabilitation center. They are given 10,000 rupees per month for 36 months. Modi ji has gifted everyone the Pradhan Mantri Awas Yojana. Once a Panchayat becomes Naxal-free, 1 crore rupees are given for the development of the village.
Set up surrender camps
Hon’ble Speaker Sir, we have set up surrender camps. I want to tell this House today, with great sensitivity : I have visited those camps. Many voluntary organizations are working in the camps to transform Naxalites into normal citizens, who have carried weapons for years. When we go there, we witness scenes that bring tears to our eyes .
We have made numerous efforts to provide them with jobs and employment. We have established skill centers. We have provided free education for their children until the 12th grade
When we give nail polish to a Naxalite girl, she breaks down crying while applying it. Her tutor asks why she is crying, and she says, “It’s the first time I’ve ever worn nail polish. I was seven years old when they took me away; ever since then, I’ve been wearing pants, shirts, and boots. I’ve never seen such a life.” They cry while applying lipstick; when they apply henna on their hands, their joy knows no bounds.
Why did you ruin our lives?
Hon’ble Speaker Sir, weekly markets are held in Bastar; they are taken there to meet their parents. They themselves seek their parents’ blessings, ask for blessings for a new life, and some people start beating their parents, saying, “Why did you give them away to the Naxalites? Why did you ruin our lives?” They remained illiterate for twenty-five to thirty years, did not get formal education, did not get food, ran like animals; neither saw the night nor the day; their entire life was ruined. I humbly request everyone who feels that Naxalite violence is fight against injustice to visit to the camps and spend two nights there; then you will know what these Naxalites have done. It’s easy to sit here and fashionably take their side, listen to them, discuss with them . Does anyone have answers? The lives of 15,000 children have been ruined; who is responsible for this? Does anyone have answers? All intellectuals should go to the urban Naxal camps and see what you have done. You sit in AC chambers and write articles under court protection, but lives have been ruined there, and no one cares. You consider yourself a champion of human rights; I want to ask, who will care about the human rights of a girl who didn’t wear henna until the age of 32? Hon’ble Speaker Sir, Narendra Modi will care about her, no one else. They will have to pay someday for the rights they have been deprived of. I am a Hindu by birth, and I believe in my actions. Those who have even implicitly supported the Naxalites, even in words, are as much complicit in this sin as those who carry guns.
Hon’ble Speaker Sir, we have made numerous efforts to provide them with jobs and employment. We have established skill centers. We have provided free education for their children until the 12th grade; and we have arranged loans of two lakh rupees for women and five lakh rupees for men.
Bastar Olympics and Bastar Pandum
We are promoting sports through the Bastar Olympics and Bastar Pandum. There have now been 1,20,000 artists participating in the Bastar Pandum, and 5,50,000 tribal people became part of sporting events. I urge all opposition members who call this a fight for justice to attend the Bastar Pandum and Bastar Olympics.
Hon’ble Speaker Sir, those who lost their legs, arms, and eyes; such people came to my house and had breakfast. I know their pain. His Excellency the President even invited them. Please spare an hour for them. You have plenty of time for those who oppress them, for those who give speeches; I request you to spare an hour to see the consequences of that oppression . And then tomorrow, March 31, 2026 – a Naxal-free India will be visible .
National Advisory Council- unconstitutional
Hon’ble Speaker Sir, I want to finally delve into why Naxalite terrorism spread since 1970. When Manmohan Singh’s government was formed, a National Advisory Council (NAC) was established. We’ve heard about the Prime Minister’s Council of Ministers; we’ve also heard about members offering advice during debates in Parliament . A new National Advisory Council — an unconstitutional forum — was established to make laws for the country. Who was on that council? Sonia Gandhi was its chairperson. Harsh Mander was a member. The wife of a top Naxalite leader was given responsibility in their NGO, “ Aman Vedika . “ It’s on record that she was among the Naxalites who carried out kidnappings in urban areas.
Hon’ble Speaker Sir, this NAC used to formulate policies for the country. Ram Dayal Munda ji used to say that the Naxal operations were excessively harsh. This covert support only emboldened the Naxalites. Shabnam Hashmi, Ram Puniyani, Usha Ramanathan, N.C. Saxena, Jean Dreze, Farah Naqvi and Vinayak Sen; they were found guilty by the court in 2010, yet they were kept on important posts like the Health Steering Committee of the Planning Commission. There was a Naxalite named Mahesh Raut; Jairam Ramesh ji had written a letter to the Chief Minister of the then Congress government for his release.
Salwa Judum Case
Hon’ble Speaker Sir, people like Nandini Sundar, Ramchandra Guha, and EAS Sharma were also involved in the Salwa Judum case. When the country’s highest
Mr. Chidambaram told the Naxalites: “ We cannot ask you to lay down your arms, as we understand that you are committed to armed struggle for what you see as freedom”
power center, the central government, has an extra-constitutional authority, which was above even the Prime Minister, and they are members of it and are supporters of Naxalism, then tell me how the Naxalites will be disheartened. The Congress Party has done this. They cannot escape; this is history. Those who are opposing my statement, hundreds of books will be written in the coming days, filled with your exploits. How will you escape? In a democracy, no one’s voice can be suppressed.
Hon’ble Speaker Sir, in 2011, Manmohan Singh launched the Prime Minister’s Rural Development Fellowship. Its mission was to provide exposure to youth. Mahesh Raut, who had been jailed by the Maharashtra Police for his links with Naxalites, became a fellow. When the Prime Minister’s Rural Development Fellowship, launched by the Prime Minister’s Office, was launched and one of its beneficiaries was a Naxalite, how could the Naxalites’ morale be broken?
Hon’ble Speaker Sir, in 2010, Home Minister Chidambaram made a statement in Chintalnar, Chhattisgarh, alleging that 76 security force personnel were killed at once . Afterward, a celebration was held at JNU, which Amar Ram was currently praising . A dance was performed there to commemorate the killing of 76 security force personnel. During that dance, the Indian tricolor was spread on the ground and placed under the feet. They support this.
Hon’ble Speaker Sir, Mr. Chidambaram; after the killing of 76 soldiers, no one can eat or drink water; Mr. Chidambaram told the Naxalites: “ We cannot ask you to lay down your arms, as we understand that you are committed to armed struggle for what you see as freedom.”
How has this country been run?
Hon’ble Speaker Sir, how has this country been run? The entire pond is filled with water, yet they dive into it and emerge without getting their clothes wet, claiming they have done nothing at all. I have never seen such magicians—how can someone plunge into a pond and come out without even a single garment getting wet? And then they go on to say, “I am innocent, I was never there, I never even spoke.” They possess a truly remarkable kind of magic.
Hon’ble Speaker Sir, I would now like to talk about their leader, Rahul Gandhi. Throughout his long political career, Rahul Gandhi has been seen many times with Naxalites and their sympathizers. Several Naxalite frontal organizations have participated in the Bharat Jodo Yatra; this is a record. In 2010, he shared the stage with Lado Sikaka in Odisha . Sikaka delivered an inflammatory speech from the same stage and even garlanded Rahul Gandhi. In 2018, he met Gummadi Vitthal Rao, alias Gaddar, in Hyderabad, who was close to that ideology. He met with the Coordination Committee of Peace in May 2025 .
Hon’ble Speaker Sir, when Hidma, who killed 172 soldiers, was killed, slogans were raised at India Gate : “ How many Hidmas will you kill? A Hidma will emerge from every house.” Rahul Gandhi himself tweeted that video. How can they escape? They have supported Naxalism and perpetrated genocide from 1970 until March 2026. If anyone is responsible for the 20,000 deaths, it is the left-wing Congress party.
By living alongside Naxalites, this party and its leaders have themselves become Naxalites. They will have to answer to the people of this country in the elections. This matter will not stop here. This matter will go to the people’s court. They will have to answer for this.
Hon’ble Speaker Sir, once again, I conclude my speech by paying my heartfelt tribute on behalf of the entire House to all the soldiers of each force who have been martyred, those who have been disabled and the civilians who have been killed in this war .
