PM Modi addressed large public gatherings in Akola & Nanded, Maharashtra, expressing deep gratitude for the people’s steadfast support over the past decade. He opened by highlighting the ambitious infrastructure initiatives launched by his government, including the Vadhavan Port, a nearly 80,000-crore project initiated within the first five months of his government’s third term at Centre and stated that respect, safety, and women’s empowerment have always been priorities for the BJP government.

PM Modi reiterated his government’s commitment to housing for the poor, with three crore new homes in progress, and mentioned about the Ayushman Vaya Vandana Card, which provides free healthcare to senior citizens over 70. Mentioning about the government’s recent decision of recognising Marathi as a classical language, he emphasized, “The Congress and the opposition kept the people of Maharashtra waiting for decades, delaying the fulfilment of their demands. We have accomplished what they couldn’t. We are honoured to have granted Marathi the status of a classical language.”

The PM then outlined the Mahayuti’s vision for the next five years, as reflected in its manifesto, including enhanced security and opportunities for women through the Majhi Ladki Bahin Yojana, job creation for youth, and fast-track development projects for Maharashtra’s growth. He stated, “Where there is Mahayuti, dreams of proud youth for education and employment will be fulfilled.” He contrasted this with what he called the Maha-Aghadi’s “scam-filled manifesto,” highlighting alleged corruption, rampant bribery, and misuse of funds, with Congress-led states like Karnataka and Telangana as examples, calling them “ATMs” for the Congress “royal family.” He warned Maharashtra to remain vigilant, saying, “We will not let Maharashtra become an ATM for the Maha-Aghadi’s mega scandals.”

“Maha-Aghadi means corruption, Maha-Aghadi means scams worth thousands of crores, Maha-Aghadi means extortion of money, Maha-Aghadi means token money, Maha-Aghadi means a business of transfers and postings,” he added.

The PM acknowledged Akola’s key role in cotton production, a backbone of the textile industry, and noted that cotton farmers, long denied adequate benefits, are now seeing positive changes as support for industry and infrastructure grows. In this context, he also spoke about the inauguration of a textile park in Maharashtra, envisioning greater prosperity for cotton farmers. He also criticized past Congress-led governments for their failure to address farmer needs, particularly water issues. Now, the Mahayuti government is revitalizing irrigation projects and has approved a major river-linking initiative to alleviate water scarcity across regions, benefiting districts like Amravati, Akola, and Nagpur. Through the PM Krishi Sinchayee Yojana, Maharashtra’s micro-irrigation coverage has expanded, promoting water efficiency. PM Modi affirmed, “Our goal is an empowered farmer driving the nation’s progress.” Initiatives like PM-Kisan Samman Nidhi and crop insurance are boosting farmer incomes, with additional support for cotton and soybean farmers.

The PM also criticised the Congress party for its attempts to weaken the country. “Congress Party knows that the weaker the country, the stronger Congress will be. That’s why it is their nature to divide people based on caste. Since independence, Congress has never allowed the SC community to unite. They’ve fragmented the ST community into various castes, and they’ve never let the OBC community develop a unified identity,” he remarked.

In his speech, PM Modi also condemned Congress for its historical disrespect towards Dr. B.R. Ambedkar. He noted that, from Nehru’s era to the present day, Congress has repeatedly denied Dr. Ambedkar credit for his contributions to major national projects, like dams and river projects, as well as for his role as India’s first Law Minister. Despite Baba Saheb’s transformative contributions, Congress sidelined him as he belonged to a Dalit family. PM Modi reassured the BJP’s commitment to honouring Ambedkar by establishing Panchteerth memorials at key sites associated with his legacy—Mhow, Nagpur, Mumbai, Delhi, and London—to inspire future generations. He affirmed his stance, “Ek Hain to Safe Hain!”

The PM also reproached Congress’ support for reinstating Article 370 in Jammu & Kashmir, aligning it with the views of separatists, terrorists, and Pakistan. He warned that restoring Article 370 would reintroduce violence, strip Dalits of constitutional rights, and regress Kashmir by decades. He stated, “Congress is attempting to take away rights from Kashmir’s Dalits and backward communities, while hypocritically seeking votes from Dalits in Maharashtra.”

PM Modi urged the audience to “Choose development, choose peace, and choose security” and called on them to help realize the vision of a Viksit Maharashtra and a Viksit Bharat.

During his second rally of the day in Nanded, Maharashtra, PM Modi initiated by reassuring the audience by providing examples of various schemes initiated by the BJP for the benefit of women, “Over the past 10 years, the majority of our initiatives have been centred around women. Whether it is providing homes under the PM Awas Yojana, constructing new toilets, ensuring electricity and water supply for the first time, or facilitating cooking with gas cylinders, women are the primary beneficiaries.” He added that the government is also focused on the economic empowerment of women, highlighting how village women have been earning significantly as ‘Drone Didis,’ to make 3 crore women ‘Lakhpati Didis.’ The PM further assured the women of Maharashtra that the government would continue to prioritize their welfare.

In a pointed critique of Congress, PM Modi observed that while the BJP is dedicated to empowering women, Congress has consistently been involved in scandals and has now overstepped all limits. “They distributed a red book titled ‘Constitution of India,’ which, upon inspection, was found to be empty—demonstrating their disregard for Baba Saheb Ambedkar’s Constitution. This act reflects their mindset from the Emergency era,” he remarked.

PM Modi further exposed Congress’ reality for their aversion to the unity of SC, ST, and OBC communities. “Congress aims to fragment large OBC groups into smaller castes for political gain, intending to pit communities against each other, thereby diminishing their power and potentially taking away their rights,” he added.

Recalling the tactics of past Congress leaders, PM Modi said, “From Nehru to Rajiv Gandhi, Congress used similar strategies, and now their current leadership follows the same approach. We must always remember: ‘Ek Rahenge Toh Safe Rahenge!’”

In his concluding statement, PM Modi declared, “A Viksit Bharat is only possible when Maharashtra progresses and every family in Maharashtra prosper. He encouraged the audience to vote for a developed, united and secured Maharashtra.

Today marks the beginning of the silver jubilee year of Uttarakhand. That is, Uttarakhand is entering its 25th year. As we look ahead, we must embark on the journey of the next 25 years, committed to building a bright and prosperous future for Uttarakhand. There is a delightful coincidence in this: our progress coincides with Bharat’s Amrit Kaal, a significant 25-year period dedicated to national growth. This confluence highlights the vision of a developed Uttarakhand as part of a developed Bharat, with our shared aspirations being realised in this era. I am delighted that the people of Uttarakhand are organising various programmes across the state, focused on the goals for the coming 25 years. Through these events, Uttarakhand’s pride will be celebrated, and the vision of a developed Uttarakhand will resonate with every resident. On this momentous occasion and for this crucial resolution, I extend my heartfelt best wishes to all of you. Just two days ago, the Pravasi Uttarakhand Sammelan was also successfully held. I am confident that our migrant Uttarakhandis will continue to play a significant role in the state’s development journey.

The people of Uttarakhand had to fight long and hard for a separate state to realise their hopes and aspirations. This struggle culminated in success when the NDA government, under the esteemed leadership of Atal Ji and led by the BJP, came to power at the centre. It fills me with happiness to witness the dream that inspired Uttarakhand’s creation gradually coming to life. Devbhoomi Uttarakhand has always showered immense love and affection on all of us and the BJP. In return, the BJP is committed to the relentless development of Uttarakhand, driven by our dedication to serving Devbhoomi.

Friends, the doors of the Kedarnath temple closed only a few days ago. Several years back, after visiting Baba Kedarnath and sitting at his feet, I confidently declared that this decade would belong to Uttarakhand. The state has lived up to my faith and has proven me right in the past years. Today, Uttarakhand is setting and breaking new records of development. The state has achieved first place in last year’s Sustainable Development Goals index. It has been recognised as an achiever in the ease of doing business and as a leader in the startup rankings. Over the past year and a half, Uttarakhand’s development rate has surged by more than 1.25 times, while GST collections have grown by 14%. In 2014, the per capita income of Uttarakhand stood at approximately Rs 1.25 lakh per annum, which has now risen to Rs 2.60 lakh. Similarly, in 2014, the state’s Gross Domestic Product (GDP) was around Rs 1.5 lakh crore, and it has now almost doubled to nearly Rs 3.5 lakh crore. These figures reflect the creation of new opportunities for Uttarakhand’s youth and the state’s advancing industrial growth.

Thanks to the government’s efforts, life is becoming easier for the people of Uttarakhand, especially our mothers, sisters, and daughters. Before 2014, less than 5% of households in Uttarakhand had access to tap water. Today, that figure has risen to more than 96%, and we are on the path to achieving full coverage. Similarly, before 2014, only 6,000 km of rural roads under PM Gram Sadak Yojana had been constructed in the state. Now, the total length of these roads has exceeded 20,000 km. I am well aware of the challenges involved in constructing roads in the mountains and how essential they are. By building hundreds of thousands of toilets, supplying electricity to every household, distributing gas connections to countless families under the Ujjwala scheme, and offering free medical treatment through the Ayushman scheme, our government is acting as a partner to people of all ages and backgrounds.

We can clearly see in Uttarakhand the benefits of a double-engine government. The financial support Uttarakhand receives from the Centre has nearly doubled. Under this governance model, the state has been gifted with an AIIMS satellite centre. During this period, Dehradun has also become home to the country’s first drone application research centre. Plans are in place to establish a smart industrial township in Udham Singh Nagar. Today, central government projects worth Rs 2 lakh crore are being implemented across Uttarakhand. Projects aimed at improving connectivity are progressing rapidly. The Rishikesh-Karnaprayag rail project is on track for completion by 2026, and 11 railway stations in Uttarakhand are being developed as Amrit stations. Once the Dehradun-Delhi Expressway is completed, the journey between the two cities will take only two and a half hours. In essence, a massive development effort is underway in Uttarakhand, enhancing the glory of this Devbhoomi and significantly reducing migration from the mountains.

Our government is committed to preserving heritage while advancing development. A magnificent and spiritual reconstruction of Kedarnath Dham is underway, honouring the rich culture of Devbhoomi. Development work is progressing rapidly at Badrinath Dham. In the first phase of the Manas Khand Mandir Mala Mission, 16 ancient temple areas are being revitalised. The All Weather Road has made the Char Dham Yatra more accessible. Through the Parvatmala Project, ropeways are connecting religious and tourist destinations. I recall my visit to Mana village, where I experienced the overwhelming affection of our brothers and sisters at the border. The Vibrant Village Programme was launched from Mana itself, with our government considering border villages not as the last but the first villages of the country. Today, around 50 villages in Uttarakhand are being developed under this initiative. These efforts have given new momentum to tourism opportunities in Uttarakhand. And as tourism grows, more employment opportunities arise for the youth of the state. Just a few weeks ago, it was reported that nearly 6 crore tourists and pilgrims visited Uttarakhand this year. Before 2014, the record number of Char Dham pilgrims was 24 lakh; last year, more than 54 lakh pilgrims undertook the Char Dham journey. This has benefited everyone, from hotel and homestay owners to taxi drivers and textile merchants. Over the past years, more than 5,000 homestays have been registered.

Today, Uttarakhand is making decisions and implementing policies that are setting an example for the nation. After a thorough study, Uttarakhand implemented the Uniform Civil Code, which I refer to as the Secular Civil Code. The whole country is now discussing the Uniform Civil Code and recognising its importance. The Uttarakhand government also passed the anti-cheating law to safeguard the future of the state’s youth. Strict action has been taken against cheating mafias, and recruitments are now conducted with complete transparency and in a timely manner. Uttarakhand’s successes in these areas are becoming a model for other states.

Today is the 9th of November, a date marked by the auspicious number nine, a symbol of power. On this special day, I want to make nine requests—five to the people of Uttarakhand and four to the tourists and pilgrims who visit the state.

The dialects of Uttarakhand, such as Garhwali, Kumaoni, and Jaunsari, are incredibly rich. Preserving them is crucial. My first request is that the people of Uttarakhand teach these dialects to future generations to maintain the cultural identity of the state. Uttarakhand is well-known for its deep respect for nature and the environment. It is the land of Gaura Devi, and every woman here is a manifestation of Maa Nanda. Protecting nature is vital, so my second request is to support the “Ek Ped Maa Ke Naam” movement, planting trees in the name of mothers. This campaign is gaining momentum nationwide, and Uttarakhand’s active participation will help us combat climate change. The tradition of worshipping ‘Naul Dhara’ must be upheld. My third request is for all of you to conserve rivers and Naul, and to support initiatives for water cleanliness. My fourth request is to stay connected to your roots by visiting your villages regularly, especially after retirement, to keep the bond strong. My fifth request is to preserve the old village houses, known as Tiwari houses. Do not abandon them; instead, convert them into homestays to generate income.

Tourism in Uttarakhand is growing rapidly, with visitors coming from all over the country and the world. I have four requests for all tourists. First, when you visit the majestic Himalayas, prioritise cleanliness and commit to avoiding single-use plastic. Second, embrace the “Vocal for Local” mantra by spending at least 5% of your travel budget on locally made products. Third, adhere to traffic rules in the mountains, as safety is paramount. Fourth, learn about the customs and regulations of religious places before visiting and observe the decorum. The people of Uttarakhand will be glad to assist you in this regard. These five requests for the people of Uttarakhand and my four appeals to visitors will significantly strengthen Devbhoomi’s identity and contribute to its development.

If Maharashtra moves ahead, India will also become more developed: PM

A large audience gathered for public meetings addressed by Prime Minister Narendra Modi in Dhule and Nashik, Maharashtra. Reflecting on his strong bond with the state, PM Modi said, “Whenever I’ve sought support from Maharashtra, the people have blessed me wholeheartedly.” He further emphasized, “If Maharashtra moves forward, India will prosper.” Over the past two and a half years, the Mahayuti government has demonstrated the rapid progress the state can achieve.

At the rally in Dhule, PM Modi deeply reflected, “Politics should serve the people, but some enter it only to exploit. The Maha-Aghadi’s rule halted development, filled every project with corruption, and blocked crucial initiatives like metro projects, Vadhavan Port, and the Samruddhi Mahamarg.”

PM Modi assured, “With your blessings, the BJP-Mahayuti government has restored progress under Shinde Ji’s leadership. Maharashtra has regained its pride and faith in growth. Where there is BJP-Mahayuti, there is momentum, there is Maharashtra’s progress!”

The PM also addressed a significant issue, “For a Viksit Maharashtra and a stronger India, empowering women is essential. When women progress, society advances. Over the past decade, our government has prioritized women in all major decisions.”

He criticized the previous governments for restricting women’s opportunities, even in military schools. “We broke those barriers, opening more fields for women. The Nari Shakti Vandan Act ensures women’s reservation in assemblies and Parliament. Today, key initiatives like toilets and gas cylinders center around our mothers and sisters, despite being mocked by Congress initially,” the PM stated.

PM Modi highlighted Maharashtra’s Mahayuti government’s efforts, noting new programs for women, such as requiring the mother’s name on all documents and recruiting 25,000 women in the police force to enhance safety and employment for daughters in Maharashtra.

He added, “Our government’s steps for women’s empowerment have enraged Congress and its allies. The Mahayuti government’s ‘Majhi Ladki Bahin Yojana’ has gained widespread appreciation, yet Congress is conspiring to shut it down. They even took the scheme to court and vowed to end it if they return to power.”

PM Modi urged every woman in Maharashtra to remain vigilant, as these parties cannot stand to see women empowered. He condemned Congress and its allies for using offensive language and derogatory comments toward women, which he called an insult that no mother or sister in Maharashtra will forgive.

The PM also expressed his pride in the government’s decision to grant Marathi the status of a classical language, saying, “I’ve received heartfelt messages from Marathi speakers worldwide. This has been their dream for decades.” He remarked, “Despite ruling in both Maharashtra and the center, Congress never honored this aspiration of the Marathi people. Today, Congress and the Aghadi are troubled that this recognition came from our government, revealing their true face.”

Addressing Maharashtra’s farmers, PM Modi noted, “Maharashtra’s farmers are gaining double benefits under the double-engine government. Initiatives like crop insurance, solar pumps and record-high MSP are filling the gaps left by Congress. This commitment from BJP and Mahayuti ensures our farmers’ prosperity and the nation’s growth.”

He acknowledged the tribal community’s importance in the state’s progress, stating, “The BJP has always worked with the principle of ‘Sabka Saath, Sabka Vikas.’ We’ve launched programs for the tribal community, such as Janjatiye Gaurav Diwas and Eklavya Schools, and secured their rights to land, water, and forest produce.”

PM Modi also pointed out, “For the first time, a tribal woman, Draupadi Murmu, became the President, despite Congress’s efforts to discredit her.”

He warned about Congress’s dangerous conspiracy to divide Dalits, Backwards, and Tribals, saying, “Congress has always opposed the progress of these communities, trying to weaken their unity.” The PM recalled, “During Independence, Dr. Ambedkar fought for reservations for the oppressed, but Nehruji resisted. It took a long struggle to get reservations. Even after Nehru, Indira Gandhi and Rajiv Gandhi continued opposing it. Their goal was to keep SC, ST, and OBC communities weak.”

PM Modi also criticized Congress for attempting to divide various tribal communities like Bhils, Koknas, Warlis, and others to weaken their unity, saying, “Their divisive agenda aims to destroy the collective strength of tribal communities.” To counter Congress’ plan, PM Modi reiterated that, “Ek Hain toh Safe Hain!”

Recalling Gandhi Ji’s vision, the PM said, “After Independence, Gandhi Ji wanted Congress to dissolve, as he foresaw its divisive nature. Congress has always been part of anti-national conspiracies. A prime example is Jammu & Kashmir, where Congress separated it from the nation with Article 370, denied Dalits and marginalized communities their rights, and supported terrorism and separatism. We ended this with the revocation of Article 370, one of India’s greatest decisions. But now, Congress and its allies are conspiring to bring it back.”

He reaffirmed, “Article 370 will never return. Baba Saheb’s Constitution will prevail in Kashmir, and no force can change that.”

PM Modi remarked, “Maharashtra is progressing rapidly on the path of economic growth. The Mahayuti government is committed to the development of every section, with a focus on women, youth, and tribals. Your support is vital for continued progress.”

PM Modi, while addressing the second rally of the day in Nashik, Maharashtra, shared his vision for a progressive Maharashtra. He initiated by saying that, “Maharashtra is now a leader in building highways, expressways, and investing in technology, setting the foundation for future growth.”

PM Modi pointed out that Congress opposed vital projects like the Atal Setu, attempted to halt the Vadhavan Port, and even tried to delay metro projects. During the last five years, the first two and a half years were consumed by the corruption and procrastination of the Maha Aghadi government, he added.

PM Modi assured the people that as Maharashtra is prioritized by the Mahayuti government, Nashik, too, has been prioritized in their development plans. “Modern infrastructure projects are transforming the city, with new highways and transport facilities, which will benefit major events like the Kumbh Mela in 2026,” he said. Additionally, the creation of an IT park in Nashik will open up significant employment opportunities for the youth, he added. He urged people to keep the Aghadi alliance away from power for Maharashtra’s future development.

PM Modi highlighted that today, Nashik is also emerging as a major centre for India’s defence and self-reliance. He slammed Congress and its allies and said that they have historically tried to hinder defence manufacturing in India by creating controversies around HAL, organizing protests, and inciting employee. “But despite their efforts, HAL has become a major success, now one of India’s top profit-making companies and a pillar of India’s defence strength.”

“When elections approach, political parties present their achievements to the public. The BJP and Mahayuti have been transparent in highlighting their progress. But Congress relies on one strategy to challenge the BJP—spreading lies,” he reprimanded.

He further attacked the opposition, saying that the same tactics were used by Congress in states like Karnataka, Telangana, and Himachal Pradesh, where they made empty promises during elections and then failed to fulfill them. “States under Congress’ rule are now in financial chaos, with no money to run the government and taxes being raised to fill their own pockets,” he added.

PM Modi applauded the people of Maharashtra, saying that they are recognizing the difference between the Mahayuti manifesto and the deceptive promises of the Maha Aghadi. He said, “Wherever Congress and its allies are in power, corruption follows. They announce schemes designed for maximum corruption.” He emphasized, “The whole country has rejected Congress for its antics. Congress is no longer a nationwide force; it has become a ‘parasitic Congress,’ surviving only through alliances with other parties. Be it Maharashtra, Uttar Pradesh, Bihar, or Jharkhand.”

PM Modi condemned the divisive politics done by Congress. He said that a key weapon Congress uses to maintain power is division. “They have historically tried to divide communities, especially the OBCs, to weaken them politically,” he said. “During Congress’ rule, OBCs were divided into various castes. They only received reservations when Congress lost power.” He explained that Congress’ goal is to prevent the unity of OBCs, which would diminish their strength and make it easier for Congress to regain control. “Congress thrives on division, but the people of Maharashtra must stand united to prevent this,” he added.

He further emphasized that OBC unity is essential, repeated that “Ek Hain Toh Safe Hain!” because if Congress succeeds in dividing the OBCs, their collective power will be weakened. “Congress despises OBCs, and this is evident in their reluctance to accept the fact that an OBC community member is the current Prime Minister of India,” PM Modi said. “This election, therefore, is not just about the future of Maharashtra, but also about its honour and self-respect.”

PM Modi assured the people of Nashik that only the Mahayuti government stands for the preservation of Marathi culture and history, the recognition of the Marathi language as a classical language, and the respect of icons like Chhatrapati Shivaji Maharaj.

Speaking about Veer Savarkar contributions, PM Modi said, “I challenge Congress and their Maha-Aghadi allies… Let these parties get Congress leaders to praise the courage, sacrifice, and dedication of Veer Savarkar. Veer Savarkar endured the harsh punishment of ‘kala paani,’ spending years in jail. Yet, Congress dismisses all of it. Let the Maha-Aghadi parties get Congress to acknowledge those days of struggle and honour Veer Savarkar for his sacrifices. In the fight for freedom, Veer Savarkar inspired countless revolutionaries. Let the Maha-Aghadi allies ask Congress to honour such an inspirational hero.

Reminiscing Bala Saheb Thackeray’s contribution to the country and Maharashtra as unparalleled, PM Modi said that the Congress leaders do not say even a word of respect for him. “I challenge Congress’ friends in the Maha-Aghadi to make Congress leaders recognise and appreciate Bala Saheb Thackeray and his ideology.”

PM Modi concluded by saying that Maharashtra’s future is at a critical juncture. “The people must choose progress and unity over division, development over corruption, and pride in their heritage over the insult of their icons. The Prime Minister, Shri Narendra Modi marking ten years of One Rank One Pension (OROP) scheme today said it was a tribute to the courage and sacrifices of our veterans and ex-service personnel who dedicate their lives to protecting our nation. He added that the decision to implement OROP was a significant step towards addressing this long-standing demand and reaffirming our nation’s gratitude to our heroes. Shri Modi assured that the Government will always do everything possible to strengthen our armed forces and further the welfare of those who serve us.

Shri Modi in a thread post on social media platform ‘X’ wrote:

Union Home Minister addresses ‘Anti-Terrorism Conference-2024’ in New Delhi

Union Home Minister and Minister of Cooperation Shri Amit Shah addressed the inaugural session of the two-day ‘Anti-Terrorism Conference-2024’ organized by the National Investigation Agency (NIA) in New Delhi today. Union Home Minister unveiled the motto of NIA, released the SoP for UAPA investigations and facilitated 11 medal winners from the NIA. Several dignitaries were present, including Union Home Secretary Shri Govind Mohan, Director, Intelligence Bureau (IB Shri Tapan Kumar Deka,), Deputy National Security Advisor Shri Pankaj Singh, and NIA Director General Shri Sadanand Vasant Date were present on the occasion. The conference is being attended by senior police officers from States/UTs, officers from Central agencies/Departments dealing with issues related to Counter Terrorism and experts from related fields such as law, forensics, technology etc.

Addressing the conference, Union Home Minister said that NIA is not just an investigating agency and under its aegis, anti-terrorist activities across the country should be compiled and promoted and measures should be taken so that the investigating agency stands firmly in the court and the anti-terror mechanism is strengthened.

Shri Amit Shah said that 11 medal winners have also been felicitated today. He said that in the 75 years since India’s independence, 36,468 policemen have made supreme sacrifice for internal security and protection of borders to maintain the security of the country.

Union Home Minister and Minister of Cooperation said that in the 10 years since Shri Narendra Modi became the Prime Minister in 2014, the Government of India has moved ahead with a concrete strategy against terrorism. He said that Modi ji’s slogan of ‘Zero Tolerance against Terrorism’ has been accepted not only by India but by the entire world. In the last 10 years, a strong ‘ecosystem’ has been built in India to combat terrorism. Shri Shah added that although much remains to be done, but if we take an overview of the work done over the past 10 years, it can be considered satisfactory. Home Minster also announced that the Ministry of Home Affairs will soon introduce a National Counter-Terrorism Policy & Strategy to fight terrorism, terrorists, and the entire ecosystem supporting them.

Shri Amit Shah said states have their own geographical and constitutional limitations, while terrorism and terrorists have no boundaries. He said that terrorists engage in both international and interstate conspiracies, and to develop an effective strategy against them, we need to build a strong system through conferences like this. This will help curb activities such as terrorism, narcotics, and hawala operations, which threaten the country’s borders and economy. He expressed confidence that this conference will not only serve as a platform for discussion but will also bring forth actionable points that will strengthen our fight against terrorism. He said that the true utility of such conferences lies in taking the actionable points down to the police station and beat levels. From the beat officers to the Director General of NIA, the entire system should be successfully made aware of the threats posed by terrorism.

Union Home Minister and Minister of Cooperation said that the world recognizes that numerous steps have been taken by India to combat terrorism since Shri Narendra Modi became the Prime Minister. He mentioned that fighting terrorism does not merely mean uncovering a few conspiracies; rather, it means legally empowering the agencies fighting terrorism and creating an ecosystem that strengthens our fight against it.

Shri Amit Shah noted that on August 2, 2019, amendments were made to the NIA Act, which added new offences and granted extra-territorial jurisdiction, allowing the NIA to conduct investigations abroad as well. He mentioned that on August 14, 2019, amendments were also made to the UAPA, empowering authorities to seize property and designate individuals and organizations as terrorists. He added that the Ministry of Home Affairs has coordinated efforts for deradicalization, various ministries have developed their own strategies, and MHA has established an institutional framework for this purpose.

Home Minister said that in the year 2020, a 25-point integrated plan was formulated to control the funding of terrorism, with a range of measures from jihadi terrorism to northeast, Left-Wing Extremism, fake currency to narcotics. From FCRA to radicalisation financing to smuggling of illegal arms, the work was done to break the ‘ecosystem’ with coordination among various agencies and it has yielded very good results. He said that significant changes were made in the functioning of the Multi-Agency Centre (MAC). Shri Shah mentioned that the National Memory Bank was established, and steps were taken to implement it effectively. A central database based on intelligence was also created. He added that several databases have been developed, which can benefit efforts to root out terrorism.

Union Home Minister and Minister of Cooperation said more than 15 organizations have been declared as Terrorist Organizations and Unlawful Associations, and recently, seven more organizations have also been designated as Terrorist Organizations. Shri Shah said that since 2014, there has been no major terrorist incident in the country. He mentioned that in last 10 years there has been a 70% reduction in terrorist incidents.

Shri Amit Shah said that in the last five years, the implementation of several databases has been carried out. NATGRID is a centralized data access solution, and there is a need to develop a work culture among officers up to the Superintendent of Police level to effectively use it. He added that initiatives like NCORD, NIDAAN, and MANAS are being utilized with AI by the NIA. He emphasized that these databases should be used at all levels of police forces in all states.

Union Home Minister said that the NIA has investigated cases under the UAPA and has successfully achieved a conviction rate of nearly 95%. Shri Shah emphasized that unless all forces utilize technology, we cannot effectively combat the menace of terrorism. He mentioned that terrorism is a boundless and invisible enemy, and to win the war against it, we must equip our young officers with the necessary technological tools.

Shri Amit Shah described the three new criminal laws as transformative for the country’s criminal justice system. He stated that all states need to implement these laws in both letter and spirit. Shri Shah added that once these laws are fully implemented in jail, forensics, courts, prosecution, and police, India’s criminal justice system will become the most modern in the world. He added that these new laws have, for the first time, provided a clear definition of terrorism.

Union Home Minister stated that to win the fight against terrorism, a “Whole of Government Approach” is essential, and we need to create an integrated, actionable system. He emphasized that to address challenges such as terror financing and new threats like crypto currencies; a coordinated approach must be adapted from police stations at the state level to the offices of the Directors General of Police. Shri Shah said that the time has come to shift from a “Need to Know” approach to a “Duty to Share” approach.

Shri Amit Shah urged that all states should consider the fight against terrorism as their own. He said that under the leadership of Prime Minister Shri Narendra Modi, the Ministry of Home Affairs will create an ecosystem with a strong resolve to fight terrorism, deliver results, and successfully root out this menace.

Cabinet approves infusion of equity of Rs.10,700 crore in Food Corporation of India

The Cabinet Committee on Economic Affairs (CCEA) chaired by the  Prime Minister Shri Narendra Modi, has approved infusion of equity of Rs.10,700 crore for working capital in financial year 2024-25 in Food Corporation of India (FCI).  The decision is aimed at bolstering the agricultural sector and ensuring the welfare of farmers nationwide. This strategic move shows the Government’s steadfast commitment to supporting farmers and fortifying India’s agrarian economy.

FCI started its journey in 1964 with authorised capital of Rs. 100 Crores and equity of Rs. 4 Crores.  The operations of FCI increased manifolds resulting in increase of authorised capital from Rs. 11,000 crores to Rs. 21,000 crores in February, 2024.  The equity of FCI was Rs. 4,496 Crores in Financial Year 2019-20 which increased to Rs. 10,157 Crores in the Financial Year 2023-24.  Now, Government of India has approved significant amount of equity of Rs. 10,700 Crores for FCI which will strengthen it financially and will give a big boost to the initiatives taken for its transformation.

FCI plays a pivotal role in ensuring food security by procurement of food grains at Minimum Support Price (MSP), maintenance of strategic food grain stocks, distribution of food grains for welfare measure and stabilization of food grain prices in the market.

The infusion of Equity is a significant step towards enhancing the operational capabilities of FCI in fulfilling its mandate effectively. FCI resorts to short term borrowings to match the gap of fund requirement. This infusion will help to lower the interest burden and will ultimately reduce the subsidy of Government of India.

The Government’s dual commitment to MSP-based procurement and investment in FCI’s operational capabilities signifies a collaborative effort towards empowering farmers, fortifying the agricultural sector, and ensuring food security for the nation.

Cabinet approves PM-Vidyalaxmi scheme to provide financial support to meritorious students

The Union Cabinet, chaired by Prime Minister Shri Narendra Modi, has approved PM Vidyalaxmi, a new Central Sector scheme that seeks to provide financial support to meritorious students so that financial constraints do not prevent anyone from pursuing higher studies. PM Vidyalaxmi is another key initiative stemming out of the National Education Policy, 2020, which had recommended that financial assistance should be made available to meritorious students through various measures in both public and private HEIs. Under the PM Vidyalaxmi scheme, any student who gets admission in quality Higher Education Institution (QHEIs) will be eligible to get collateral free, guarantor free loan from banks and financial institutions to cover full amount of tuition fees and other expenses related to the course. The scheme will be administered through a simple, transparent and student-friendly system that will be inter-operable and entirely digital.

The scheme will be applicable to the top quality higher educational institutions of the nation, as determined by the NIRF rankings – including all HEIs, government and private, that are ranked within the top 100 in NIRF in overall, category-specific and domain specific rankings; state government HEIs ranked in 101-200 in NIRF and all central government governed institutions. This list will be updated every year using the latest NIRF ranking, and to begin starts with 860 qualifying QHEIs, covering more than 22 lakh students to be able to potentially avail benefits of PM-Vidyalaxmi; if they so desire.

For loan amount up to ₹ 7.5 lakhs, the student will also be eligible for a credit guarantee of 75% of outstanding default. This will give support to banks in making education loans available to students under the scheme.

In addition to the above, for students having an annual family income of up to ₹ 8 lakhs, and not eligible for benefits under any other government scholarship or interest subvention schemes, 3 percent interest subvention for loan up to ₹ 10 lakhs will also be provided during moratorium period. The interest subvention support will be given to one lakh students every year. Preference will be given to students who are from government institutions and have opted for technical/ professional courses. An outlay of ₹ 3,600 Crore has been made during 2024-25 to 2030-31, and 7 lakh fresh students are expected to get the benefit of this interest subvention during the period.

The Department of Higher Education will have a unified portal “PM-Vidyalaxmi” on which students will be able to apply for the education loan as well as interest subvention, through a simplified application process to be used by all banks. Payment of interest subvention will be made through E-voucher and Central Bank Digital Currency (CBDC) wallets.

PM Vidyalaxmi will build on and further enhance the scope and reach of the range of initiatives undertaken by the Government of India over the past decade in the domains of education and financial inclusion, for maximizing access to quality higher education for the youth of IndiaThis will supplement the Central Sector Interest Subsidy (CSIS) and Credit Guarantee Fund Scheme for Education Loans (CGFSEL), the two component schemes of PM-USP, being implemented by the Department of Higher Education. Under the PM-USP CSIS, students with annual family income up to ₹ 4.5 lakhs and pursuing technical/ professional courses from approved institutions get full interest subvention during moratorium period for education loans up to ₹ 10 lakhs. Thus, PM Vidyalaxmi and PM-USP will together provide holistic support to all deserving students to pursue higher education in quality HEIs and technical/ professional education in approved HEIs.

Dr. Jitendra Singh launched the Nation-wide Digital Life Certificate Campaign 3.0

Dr. Jitendra Singh launched the Nation-wide Digital Life Certificate Campaign 3.0 for Digital Empowerment of Pensioners. He said that Digital Life Certificate, Jeevan Praman is the vision of Prime Minister Modi for Digital Empowerment of Pensioners. The DLC Campaign 3.0 will be held in 800 cities/ towns of India from November 1-30, 2024 in which all Pensioners of Central/ State Governments/ EPFO/ Autonomous bodies can submit their Digital Life Certificates at Pension Disbursing Banks or at IPPB. Super Senior Pensioners can do it from their residence and are provided door step delivery of services. All Pension Disbursing Banks including State Bank of India, Punjab National Bank, CGDA, IPPB, UIDAI will be coming together to implement the DLC Campaign on a nation-wide basis.

Dr. Jitendra Singh said that the vision of Prime Minister Modi sought to “Improve Pensioners Welfare” through Digital Empowerment on a “Nation First, Citizen First” approach. Accordingly, Jeevan Praman was launched in 2014, and in 2021 the Face Authentication was launched. The DLC Campaign 1.0 in the year 2022 was implemented in 37 cities. The DLC Campaign 2.0 in 2023 was held at 597 locations in 100 cities in November, 2023 under which a total of 1.47 crore DLCs were generated, of which, 45.46 lakh were of Central Government Pensioners. 25.41 lakh DLCs were generated using Face Authentication technique and more than 30,500 pensioners above 90 years of age availed the benefit of DLCs.

Dr.Jitendra Singh said that the DLC Campaign 3.0 in 2023, is the largest ever campaign to be coordinated by DPPW and as part of the awareness generation, the Department had launched an extensive social media outreach, television & radio jingles, and training programs for all stakeholders. The Campaign will conduct 1900 DLC Camps in 800 cities/ towns in with more than 1100 nodal officers. 1.8 lac Gramin Dak Sewaks will provide services at the IPPB Camps to be held in 785 cities/ towns. The Pension Disbursing Banks will conduct DLC Camps in 157 cities/ towns.

Dr. Jitendra Singh said that feedback regarding the DLC Campaign 3.0 can be shared with him or through PWAs, or social media or helpline no 1-800-111-960. This feedback will be used to identify pain points, make improvements to the system of delivery, and ensure the system remains user-friendly and accessible to all pensioners. Progress will be monitored through real-time data on certificate submissions on DLC portal and Stakeholders/Pensioners feedback.

Dr. Jitendra Singh further added that alternative non-digital methods will remain available for those who are unable to access the digital platform. Pensioners can still submit their life certificates through traditional means, such as visiting pension offices or using post offices. The goal is to provide multiple options so that no pensioner is excluded from the process. He looked forward to support from all stakeholders to make the DLC Campaign 3.0 a nation-wide success.

Dr. Mansukh Mandaviya Chairs Review Meeting on Revamping of Shram Suvidha and Samadhan portal

Union Minister for Labour & Employment and Youth Affairs & Sports, Dr. Mansukh Mandaviya chaired a review meeting on revamping of Shram Suvidha and Samadhan portal in New Delhi today. The revamp aims to make these platforms more efficient, user-friendly, and beneficial for both employers and workers.

During the meeting, Dr. Mandaviya stated, “The revamping of Shram Suvidha and Samadhan Portals is focused on efficiency, effectiveness, and ease of use. By upgrading technology and technical features, we are making strides toward a more streamlined compliance process for establishments across the country. This improvement will also ensure better service delivery and protection for workers, who are central to India’s workforce.”

During the Union Budget 2024-25 speech, Union Finance Minister had announced that Shram Suvidha and Samadhan portals will be revamped to enhance ease of compliance for industry and trade. In line with this announcement, the Ministry of Labour and Employment has initiated a comprehensive revamp of the Shram Suvidha and Samadhan portals.

This enhancement focuses on upgrading technology, optimizing the user interface, and integrating advanced design features to ensure efficient case and claim processing. The improvements aim to automate routine tasks, including notification alerts, identification of non-compliant establishments, and providing users with guided suggestions for compliance.

The Ministry is also focusing on making these portals bilingual to reach a wider audience and create easier access for individuals. The new portals will also offer supportive features such as video and audio tutorials, interactive chat support, among others.

The revamped Samadhan portal will facilitate a smoother conciliation process, enable online registration of bipartite settlements, and onboard all proceedings related to claims for gratuity, wages, equal remuneration, and maternity benefits. It will also allow for online filing of applications for intimation/permission for layoffs, closures, and more. Daily proceedings of cases in the Central Government Industrial Tribunals (CGIT) will also be accessible on the portal. These enhancements will aid workers in obtaining justice transparently, as they can monitor the status of their cases directly from their devices (computers or mobile phones).

The revamped Shram Suvidha portal, with simplified registration, returns, and license forms, will become a one-stop solution for Labour Law compliance for employers. The enhanced portal will also facilitate improved data sharing between enforcement agencies, enabling automatic flagging of non-compliant establishments. Features like predictive analysis and customized dashboards will serve as crucial tools for policy-making.
