Raksha Mantri Shri Rajnath Singh has said that the stature of India in the international forum has risen in the past nine years and the world now listens to it attentively. Addressing a gathering of successful candidates of UPSC Civil Services Exam in an event organised in Lucknow on June 18, 2023, Raksha Mantri stressed that the idea of developed India is not mere a dream now, but is becoming reality under the dynamic leadership of Prime Minister Narendra Modi.

Shri Rajnath Singh emphasized that now a Superpower like the United States prepares diligently to welcome and host India’s Prime Minister, and foreign media talks about the country’s success story.

Highlighting the Prime Minister Shri Narendra Modi’s vision of Developed India by 2047, Raksha Mantri said the young civil servants have a vital role in building such a nation.

“A huge responsibility is on your shoulders. You are going to serve at a time when the country has entered the Amrit Kaal. When you will be at the end of your term by 2047, the country will be celebrating its 100th year of independence. I would like you to be prepared for the upcoming challenges. Together we can face them and take India on the path of a developed nation,” said Raksha Mantri.

Shri Rajnath Singh exhorted civil servants to earn people’s trust in government by living up to their expectations and aspirations, and by proactively engaging with them. He stressed that people’s trust in democracy will increase manifold if bureaucrats connect with the public more readily.

Shri Rajnath Singh underscored that as the society is moving forward on the path of progress and prosperity, the feudal system and mentality is diminishing, and in such a situation, living up to the expectations and aspirations of the public is the measure of the capability of bureaucrats and leaders. “There was a time when there used to be a culture of authority in the society, now the culture of justification has overtaken the culture of authority as citizens are becoming educated and more aware with the arrival of new means of communication,” he added.

Emphasizing on the role of people’s representatives in day-to-day governance and democracy, he stressed that civil servants should listen carefully and act on the suggestions made by the public representatives, as in a democracy, the representatives of the people are the representatives of their aspirations.

Raksha Mantri denounced the culture of undue political interference in the local administration, however, he pitched for guidance from the people’s representatives, as they represent the common citizens of the country.

“As people’s representatives, they will definitely raise before you the issues related to their constituency. That’s why you have to work closely with the people’s representatives in your area,” he stressed.

Admiring the phenomenal performance of women in civil services exam in recent years, Shri Rajnath Singh said, girls occupying the top 3 positions, and 14 girls out of the top 25 present the picture of changing India, a New India. Our daughters have brought laurels whenever they got the opportunity, he added.

Mentioning Gandhi’s Talisman and the philosophy of trusteeship, Raksha Mantri asked young civil servants to think of the last person of society when taking any decision for the welfare of the people.

Gross Direct Tax collections for Financial Year (FY) 2023-24 register a growth of 12.73%

The figures of Direct Tax collections for the Financial Year 2023-24, as on 17.06.2023 show that net collections are at Rs. 3,79,760 crore, compared to Rs. 3,41,568 crore in the corresponding period of the preceding Financial Year i.e. FY 2022-23, representing an increase of 11.18%.

The Net Direct Tax collection of Rs. 3,79,760 crore (as on 17.06.2023include Corporation Tax (CIT) at Rs. 1,56,949 crore (net of refund) and Personal Income Tax (PIT) including Securities Transaction Tax(STT) at Rs. 2,22,196 crore (net of refund).

The Gross collection of Direct Taxes (before adjusting for refunds) for the FY 2023-24 stands at Rs. 4,19,338 crore as compared to Rs. 3,71,982 crore in the corresponding period of the preceding financial year, registering a growth of 12.73% over collections of FY 2022-23.

The Gross collection of Rs. 4,19,338 crore includes Corporation Tax (CIT) at Rs. 1,87,311 crore and Personal Income Tax (PIT) including Securities Transaction Tax(STT) at Rs. 2,31,391 crore. Minor head wise collection comprises Advance Tax of Rs. 1,16,776 crore; Tax Deducted at Source of Rs. 2,71,849 crore; Self-Assessment Tax of Rs. 18,128 crore; Regular Assessment Tax of Rs. 9,977 crore; and Tax under other minor heads of Rs. 2,607 crore.

The Advance Tax collections for the first quarter of the FY 2023-24 stand at Rs. 1,16,776 crore as on 17.06.2023, against Advance Tax collections of Rs. 1,02,707 crore for the corresponding period of the immediately preceding Financial Year i.e. 2022-23, showing a growth of 13.70%. The Advance Tax collection of Rs. 1,16,776 crore as on 17.06.2023 comprises Corporation Tax (CIT) at Rs. 92,784 crore and Personal Income Tax (PIT) at Rs. 23,991 crore.

Refunds amounting to Rs. 39,578 crore have also been issued in the FY 2023-24 till 17.06.2023, as against refunds of Rs. 30,414 crore issued during the corresponding period in the preceding Financial Year 2022-23, showing a growth of 30.13%.

Addressing a massive public rally here, Dr Jitendra Singh said, he has followed the same spirit and sought to emulate the same culture in his parliamentary constituency of Udhampur-Kathua – Doda and the best example of this is the Keediyan-Gadwal bridge which was constructed at a cost of 150 cr just to cater to one and a half Panchayat who had been demanding it for several decades. The Minister said, this is the place where Dr Syama Prasad Mukherjee was arrested before he passed away mysteriously thus laying down his life for duty of Karyakartas like us to develop this town of Kathua and the entire constituency with full commitment befitting the legacy of these great leaders, he said.

Dr. S Jaishankar Commends All India Institute of Ayurveda for Promoting Holistic Wellness

Minister of External Affairs Dr. S Jaishankar, paid a visit to the esteemed All India Institute of Ayurveda (AIIA) today. Shri. Ramesh Bidhuri, Member of Parliament, Lok Sabha and Shri. Ramvir Singh Bidhuri, MLA, Badarpur New Delhi, Shri Pramod Kumar Pathak, Special Secretary Ministry of Ayush; Shri Manoj Nesari, Advisor Ministry of Ayush were also present on this occassion.

Speaking on the occasion, Dr. S Jaishankar highlighted the global shift towards preventive measures witnessed since the onset of the pandemic. He emphasized, “The World Health Organization (WHO) has recommended the establishment of a global center for traditional medicine to promote the holistic concept of wellness on a global scale. India, recognizing the importance of this responsibility, has taken concrete steps by establishing the Global Institute for Traditional Medicine in Jamnagar, Gujarat. We wish to remind the residents of Delhi of the remarkable transformation witnessed in the past 9 years. This institute stands as a living testament to the countless lives it has positively impacted. After being on hold for over 20 years, the project has not only been initiated but continues to bring healing to thousands of lives every day. Self-reliance a necessity as India faces double border threat & new dimensions of warfare: Raksha Mantri

Self-reliance is not an option but a necessity, as India is facing a double threat on its borders, along with new dimensions of warfare that are emerging in today’s fast-changing world. This was stated by Raksha Mantri Shri Rajnath Singh during a defence dialogue on ‘Aatmanirbhar Bharat’ organised by STRIVE think-tank, a veterans’ initiative, and a media organisation in Lucknow, Uttar Pradesh on June 17, 2023.

The Raksha Mantri termed a strong & self-reliant military as the backbone of a sovereign nation, which besides protecting the borders, safeguards the country’s civilisation and culture. He asserted that the Government, under the leadership of Prime Minister Shri Narendra Modi, is ensuring that the Armed Forces are not dependent on foreign weapons & equipment, emphasising that the real strength lies in being ‘Aatmanirbhar’, especially when an emergency situation arises.

Shri Rajnath Singh shared his insights on the paradigm shift brought about by technology in the nature of warfare. He stressed on the need to develop indigenous state-of-the-art weapons and platforms that equip & prepare the Armed Forces to tackle new and emerging challenges.

“Most of the weapons today are electronic-based systems, which can reveal sensitive information to the adversaries. As imported equipment has certain limitations, we need to go beyond the horizon and achieve self-reliance in niche technologies. Latest weapons/equipment are equally important as the bravery of our soldiers. If India wishes to become a military power at the global level, there is no other option than being self-reliant in defence manufacturing,” the Raksha Mantri said.

Listing out the advantages of being ‘Aatmanirbhar’, Shri Rajnath Singh stated that it would not only decrease the expenditure on imports, but also multi-dimensionally benefit the civil sector. He called for developing dual use technology that, besides strengthening the defence sector, improves the standard of living of the people.

The Raksha Mantri enumerated the steps taken by the Government to create a robust defence ecosystem, which not only caters to the domestic requirements, but also fulfills the security needs of friendly countries. These include setting up of Defence Industrial Corridors (DIC) in Uttar Pradesh and Tamil Nadu; earmarking of record 75 per cent of defence capital procurement budget (approx. Rs one lakh crore) for domestic industry in Financial Year 2023-24; 25 per cent R&D budget for private industry and Innovations for Defence Excellence (iDEX) initiative & Technology Development Fund to promote start-ups.

On the UP DIC, Shri Rajnath Singh said that the work is going on in mission mode and 95% of around 1,700 hectares of land has been acquired till date. Of these, 36 industries and institutions have been allotted nearly 600 hectares of land. 109 MoUs have been signed, with an estimated investment value of more than Rs 16,000 crore. So far, a total investment of about Rs 2,500 crore has been made in UPDIC by various entities. The corridor will not only produce spare parts, but also manufacture and assemble Drones/Unmanned Aerial Vehicles, Electronic warfare, Aircraft & BrahMos missiles.

The Raksha Mantri highlighted that the Government’s efforts in the last few years have resulted in over Rs one lakh crore defence production and nearly Rs 16,000 crore exports in Financial Year 2022-23. He exuded confidence that the defence exports will soon cross Rs 20,000 crore mark. “We are moving ahead at an unprecedented pace to achieve the Prime Minister’s vision of making India a developed nation by 2047. The aim is to build an economically powerful and completely self-reliant India, which is also a net defence exporter,” he added.

Dr Mansukh Mandaviya chairs meeting to review preparedness for Flood Management

Union Minister of Health and Family Welfare, Dr. Mansukh Mandaviya chaired a meeting with Central and State health agencies to discuss health related issues arising due to flood ahead of the monsoon in Assam, today via video conference. The meeting assessed the arrangements put in place by the Central institutions and agencies of the State Government to ensure effective management of floods in Assam.

Dr Mandaviya highlighted the need for strong coordination between the Central and State health institutions for effective management of flood and any other emergencies. He underscored the need for preparedness of critical care equipment, oxygen, hospital beds as well as availability of clean drinking water in flood affected regions. He also emphasised preventive healthcare and greater awareness among the communities regarding vector borne and water borne diseases.

The Union Health Minister urged the officials to work on a flood-management model to deal with the flood situation in Assam which is a recurring phenomenon. He directed them to prepare an online database listing all the important information like availability of beds, oxygen and other health facilities to ensure efficient management of any health emergency.

Dr Mandaviya also exhorted the officials to ensure that the Health and Wellness Centres are well equipped with required medicines, functioning medical equipment and other amenities. He directed for training of all health workers at AB-HWCs so that they well equipped to provide requisite healthcare services critically required during such emergencies. “The ASHAs, ANMs, CHOs etc., should know their roles and responsibilities for any emergency. Advance training will ensure that they are effective in providing healthcare services during emergency flood management”, he stated.

Shri Avinash Joshi, Principle Secretary (Health), Assam informed that all necessary medicines are in adequate stock. Dy. Commissioners from the six districts of Barpeta, Kamrup, Cachar, Lakhimpur, Dima Hasao and Dibrugarh who joined the review meeting assured that they were regularly reviewing the preparedness to ensure effective management of any floods.

Dr Atul Goel, DGHS, MOHFW stated that their regional offices are in preparedness for supporting the state Govt. He added that team of specialists from AIIMS Guwahati and NCDC will be deployed for assisting the State whenever required.

The Union Health Minister assured all support of the Centre for flood management in the state.

Shri Ashok Babu, Joint Secretary, Health Ministry, and senior officials from the Ministry and affiliated organisations like All India Institute of Medical Sciences (AIIMS), Guwahati, North Eastern Indira Gandhi Regional Institute of Health & Medical Sciences (NEIGRIHMS), Shillong; Indian Council of Medical Research – Regional Medical Research Centre (ICMR-RMRCNE), Dibrugarh and Regional Institute of Paramedical and Nursing Sciences (RIPANS), Aizawl were present in the meeting.

PM addresses G20 Agriculture Ministers’ Meet

The Prime Minister, Shri Narendra Modi addressed the G20 Agriculture Ministers’ Meet via video message today.

Addressing the gathering, the Prime Minister welcomed all the dignitaries to India and remarked that Agriculture is at the heart of human civilization. He mentioned that the responsibilities of an Agriculture Minister are not only limited to handling one sector of the economy but extend towards securing the future of humanity. The Prime Minister noted that agriculture provides a livelihood for over 2.5 billion people globally and accounts for almost 30 percent of GDP and over 60 percent of jobs in the Global South. Underlining the challenges faced by the Global South today, the Prime Minister stated the impact of the pandemic and the worsening geopolitical tension disrupting the supply chain. He also touched upon climate change causing extreme weather events more and more frequently

Throwing light on India’s contribution to the agricultural sector, the Prime Minister highlighted India’s policy of a fusion of ‘back to basics’ and ‘march to future’ and said that India is promoting Natural Farming as well as Technology-enabled Farming. “Farmers all over India are taking up natural farming now”, the Prime Minister said. He further added that they are not using synthetic fertilizers or pesticides but their focus is on rejuvenating the mother earth, protecting soil health, producing ‘per drop, more crop’, and promoting organic fertilizers and pest management solutions. At the same time, the Prime Minister continued, our farmers are proactively using technology to boost productivity and gave the example of generating and using solar power on their farms, the use of Soil Health Cards to optimize crop selection, and drones to spray nutrients and monitor their crops. Shri Modi expressed the belief that this ‘fusion approach’ is the best way to address several issues in agriculture.

The Prime Minister noted that the year 2023 is being celebrated as the International Year of Millets and said that the dignitaries will find a reflection of this on their plates in Hyderabad as many dishes are prepared based on millets, or Shri Anna. Shri Modi informed that these superfoods are not only healthy to consume but also help in raising the incomes of farmers as the crop requires less water and fertilizer. Highlighting the history of millets, the Prime Minister informed that they have been cultivated for thousands of years but due to the influence of markets and marketing, the value of traditionally grown food crops was lost. “Let us embrace Shri Anna Millets as the food of our choice”, the Prime Minister remarked as he pointed out that India is developing an Institute of Millets Research as a Centre of Excellence for sharing best practices, research and technologies in millets.

Shri Modi urged the Agriculture Ministers to deliberate on how to undertake collective action to achieve global food security. He suggested finding ways to build a sustainable and inclusive food system that focuses on marginal farmers and strengthens global fertilizer supply chains. At the same time, the Prime Minister asked for adopting agricultural practices for better soil health, crop health and yield. The Prime Minister said that traditional practices from different parts of the world may inspire us to develop alternatives for regenerative agriculture. He emphasized the need to empower the farmers with innovation and digital technology and make solutions affordable for small and marginal farmers in the Global South. He also touched upon the urgent need to reduce agricultural and food waste, while investing in creating wealth from waste.

Concluding the address, the Prime Minister said, “India’s G20 priorities in agriculture focus on healing our ‘One Earth’, creating harmony within our ‘One Family’ and giving hope for a bright ‘One Future’”. He expressed happiness that work is underway on two concrete outcomes – The ‘Deccan High-level Principles on Food Security and Nutrition’, and the ‘MAHARISHI’ initiative for millets and other grains. “The support for these two initiatives is a statement in support for inclusive, sustainable, and resilient agriculture”, the Prime Minister concluded.

Raksha Mantri chairs meeting of Consultative Committee for MoD on self-reliance in Bengaluru

Raksha Mantri Shri Rajnath Singh chaired a meeting of the Consultative Committee for the Ministry of Defence on ‘Self-reliance in Defence Manufacturing’ in Bengaluru, Karnataka on June 16, 2023. During the meeting, the members of the committee from both the Houses of Parliament were apprised about the initiatives taken by the Ministry of Defence (MoD) to achieve ‘Aatmanirbharta’ in defence and the progress achieved, so far, due to the decisions.

The Raksha Mantri highlighted the Government’s constant endeavour to enhance the security of the country and make the Armed Forces technologically advanced to deal with challenges emanating out of the ever-evolving global scenario. Terming demand assurance as one of the most important aspects to ensure self-reliance, he stated that a number of decisions have been taken to achieve the objective. These include constant increase in defence budget, including capital outlay; earmarking of record 75 per cent of defence capital procurement budget for domestic industry in Financial Year 2023-24 and issuance of positive indigenisation lists.

Shri Rajnath Singh asserted that the Government’s decisions have started to bear fruit and today the country is indigenously manufacturing submarines, fighter jets, helicopters and weapons. He added that the growing defence industry is not only catering to the domestic requirements, but also fulfilling the security needs of friendly countries. “In the last financial year, our defence production crossed Rs one lakh crore and exports touched Rs 16,000 crore. This is proof that the defence sector and the nation at large are on the right path,” he said.

The Raksha Mantri appreciated the fact that irrespective of the ideology, there has always been consensus from all quarters towards attaining the goal of complete self-reliance. “If we wish to make India a defence exporter instead of an importer, we must stand together in every situation with the idea of ‘Nation First’. Only then will we be able to achieve the goal of Aatmanirbhar Bharat,” he said.

During the course of the discussion, the members of the committee gave valuable suggestions, which were appreciated by the Raksha Mantri. He stated that efforts will be made to incorporate the suggestions.

Addressing the Annual Convocation of Indian Institute of Management (IIM) Jammu here today, Union Minister of State (Independent Charge) Science & Technology; MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh said, management strategies are crucial to sustain StartUps and added that Jammu & Kashmir, being the birthplace of Aroma Mission (Lavender Cultivation), is being hailed as the torch bearer of Agri-tech StartUp movement in India and the value addition to India’s economy in the years to come will be done by the unexplored Himalayan resources in the North and unexplored ocean resources in the South.

Dr. Jitendra Singh said, this is the age of innovations, age of ideas. Under Prime Minister Narendra Modi, the government is providing every kind of technical as well as financial support for ideas and innovations to grow and sustain.

The Minister said, India is leading the Start-up Ecosystem in the world with more than one lakh start-ups & more than 100 unicorns today, what’s is desperately required is the change of government job mind-set and parents can play a pivotal role in it.

Dr. Jitendra Singh said, the greatest sustainability of Start-ups lies with the management scholars like the ones graduating today from IIM Jammu who can contribute to the Start-up revolution that is progressing in India.

Describing the National Education Policy is the cornerstone of education in India, Dr. Jitendra Singh said, the students today are the beneficiaries of National Education Policy 2020 which ensures universal access at all levels of schooling and should have been done long before.

Dr. Jitendra Singh further said, the old education policy made educated unemployed youth in the country but NEP 2020 under Prime Minister Narendra Modi will make up for several anomalies of the past.

Dr. Jitendra Singh said, the era of working in silos is over and there is a need for greater integration among the institutions. The youth of 2023 will define India @2047 who are blessed both with the challenges and opportunities and who can contribute in making India @ 2047 leaving behind the best economies in the world.
