Union Minister of State (Independent Charge) Science & Technology; Minister of State (Independent Charge) Earth Sciences; MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh said here today that StartUps in India grew 300 times in the last 9 years.

Dr Jitendra Singh was speaking at a function at Rashtrapati Bhavan where “National Innovation Awards”, instituted by the Union Ministry of Science & Technology, were presented to “Grassroot Innovators” by the President of India, Droupadi Murmu.

The Minister said that there were just around 350 StartUps before 2014, but after Prime Minister Narendra Modi gave the clarion call from the ramparts of the Red Fort in his Independence Day address and rolled out special StartUp scheme in 2016, there has been a quantum jump in StartUps to more than 90,000 with more than 100 Unicorns.

Dr Jitendra Singh further added that simultaneously Prime Minister Modi opened up the Space sector for private participation leading to more than 100 StartUps in the Space sector within just about three years. Similarly, Biotech StartUps went up from around 50 to nearly 6,000, he said.

Dr Jitendra Singh said that India had no dearth of talent, capability, innovation and creativity in the youth, but they were lacking a favourable milieu and proper patronage from the political leadership which was provided by Prime Minister Modi, and it is also now evident that we have so much of innovative talent even in our rural youth and there is no linkage between formal education degree and innovation capabilities which is evident from the awards given today. He added that this issue was also sought to be addressed by Prime Minister Modi by bringing in National Education Policy 2020 which gives emphasis to skill and not only to the academic degrees and prepares the individual for earning livelihood according to his or her aptitude and skill.

The Minister mentioned that the nature of the awards given today and the profile of the awardees proves that a large number of “Grassroot Innovators” are available in India who may not have a very high formal education but who are capable of creating success stories and also generating attractive means of livelihoods for themselves.

Dr Jitendra Singh appreciated the efforts of the Department of Science and Technology and National Innovation Foundation (NIF) for organising the “Festival of Innovation & Entrepreneurship” (FINE) and noted that it is a unique effort to promote Science, Technology and Innovation even among those who may not be highly educated in the formal sense or may have not even be science students but who possess inherent talent and inborn aptitude for innovation and entrepreneurship, which also may become a source of livelihood for them.

The awards were presented in different categories, namely national level, State level and student category. Two of the recipients today had already been awarded Padma Shri for their innovations.

He also released a commemorative coin on the completion of 50 years of Project Tiger.

Addressing the gathering, the Prime Minister remarked on the prestigious moment of the growing tiger population in India and paid respects by giving a standing ovation to the tigers. He said that everyone is witness to the landmark event of Project Tiger completing 50 years today and remarked that its success is not only a moment of pride for India but the entire world. The Prime Minister emphasized that India has not only saved the tiger population from declining but also provided an ecosystem where tigers can flourish. The Prime Minister expressed happiness that India is home to 75% of the world’s tiger population in the 75th year of Indian independence. It is also a coincidence, the Prime Minister continued, that the tiger reserves in India cover 75,000 square kilometers of land and in the past ten to twelve years, the tiger population in the country has increased by 75 percent.

Reiterating the question in the minds of wildlife enthusiasts around the world about the increasing tiger population in India when compared to other countries where it is either stagnant or in decline, the Prime Minister said that the answer is hidden among the traditions and culture of India and its natural urge towards biodiversity and environment. “India does not believe in the conflict between ecology and economy, and gives equal importance to the coexistence of both”, the Prime Minister remarked. Recalling the importance of tigers in the history of India, the Prime Minister mentioned that graphical representations of tigers were found on the ten-thousand-year-old rock art in Madhya Pradesh. He also added that the Bharia community from Central India and Worli community from Maharashtra among others worship the tiger whereas many communities in India consider the tiger as a friend and brother. He further added that Maa Durga and Lord Aiyappa ride the tiger.

Noting India’s unique achievements in wildlife conservation, the Prime Minister said, “India is a country where protecting nature is a part of the culture”. He mentioned that India has only 2.4 percent of the world’s land area but it contributes toward 8 percent to known global biodiversity. He stated that India is the largest tiger range country in the world, the largest Asiatic elephant range country in the world with nearly thirty thousand elephants, and also the largest single-horn rhino country with a population of nearly three thousand. He further added that India is the only country in the world to have Asiatic lions and its population has increased from around 525 in 2015 to around 675 in 2020. He also touched upon India’s leopard population and stated that it increased by over 60 percent in 4 years. Referring to the work being done to clean up rivers such as the Ganga, the Prime Minister highlighted that some aquatic species that were once considered to be in danger have shown improvement. He credited the people’s participation and a culture of conservation for these achievements.

“It is important for ecosystems to thrive for the wildlife to thrive”, the Prime Minister remarked as he noted the work done in India. He mentioned that the country added 11 wetlands to its list of Ramsar sites taking the total number of  Ramsar Sites to 75. He also noted that India added over 2200 square kilometers of forest and tree cover by 2021 when compared to 2019. In the last decade, the Prime Minister said, the number of Community Reserves increased from 43 to over 100 and the number of National Parks and sanctuaries around which Eco-sensitive Zones were notified increased from  9 to 468, that too in a decade.

Recalling his experience in wildlife conservation as the Chief Minister of Gujarat, the Prime Minister mentioned working for the lion population and emphasized that limiting to one geographical area cannot save a wild animal. He stressed the need to create a relationship of emotion as well as of economy between the local people and the animal. The Prime Minister highlighted starting the Wildlife Mitra program in Gujarat where the incentive of cash reward was offered to monitor activities like hunting. He also mentioned opening a rehabilitation center for the Lions of Gir and recruiting women-beat guards and foresters in the Forest Department in Gir area. He also highlighted the huge ecosystem of tourism and ecotourism that has now been established in Gir.

The Prime Minister reiterated that the success of Project Tiger has many dimensions and it has led to an increase in tourist activity, awareness programs and a reduction in Man-Animal conflicts in Tiger Reserves. “The presence of big cats has made a positive impact on the lives and ecology of the local people everywhere”, Shri Modi added.

Highlighting that the cheetah became extinct in India decades ago, the Prime Minister mentioned the first successful trans-continental translocation of a big cat referring to the cheetahs that have been brought to India from Namibia and South Africa. He recalled that 4 beautiful cheetah cubs have been born in Kuno National Park a few days ago. And said that the cheetah has taken birth on the land of India after becoming extinct about 75 years ago. He stressed the importance of international cooperation for the protection and prosperity of biodiversity.

“Wildlife protection is not a one-country issue but a universal one”, the Prime Minister said, stressing the need for an International Alliance. He informed that in the year 2019, the Prime Minister had called for an alliance against poaching and illegal wildlife trade in Asia on Global Tiger Day, and remarked that the International Big Cat Alliance is an extension of this spirit. Noting its benefits, the Prime Minister said that it will be easy to mobilize financial and technical resources for the entire ecosystem associated with the big cat while easily implementing the conservation and protection agenda that has emerged from the experiences of various countries including India. “The focus of the International big cat alliance will be on the conservation of the world’s 7 major big cats including tiger, lion, leopard, snow leopard, puma, jaguar and cheetah”, the Prime Minister remarked and explained that countries that are home to these cats will be a part of this alliance. He further elaborated that the member countries will be able to share their experiences, help their fellow country more quickly, and lay emphasis on research, training and capacity building. “Together we will save these species from extinction, and create a safe and healthy ecosystem”, Shri Modi remarked.

Highlighting the motto of ‘One Earth, One Family, One Future’ for India’s G20 presidency, the Prime Minister said that it amplifies the message that a better future for humanity is possible only when our environment remains safe and our biodiversity continues to expand. “This responsibility belongs to all of us, it belongs to the whole world”, he reiterated. Mentioning COP26, the Prime Minister stated that India has set big and ambitious goals and expressed confidence in mutual cooperation that can help in achieving every goal of environmental protection.

Directing his address towards foreign guests and dignitaries that graced the occasion, the Prime Minister urged them to take something back from the life and traditions of India’s tribal society. He highlighted regions of Sahyadri and Western Ghats that have been habited by tribals and said that they have engaged in enriching every biodiversity including the tiger for centuries. He emphasized that the tradition of tribal society of the balance of give and take from nature can be adopted here. Concluding the address, the Prime Minister mentioned the Oscar-winning documentary ‘The Elephant Whispers’ and said that it reflects our legacy of the wonderful relationship between Nature and Creature. “The lifestyle of the tribal society also helps a lot in understanding the vision of Mission LiFE i.e. Lifestyle for Environment”, the Prime Minister concluded.

Union Minister Dr Jitendra Singh says, over 2000 obsolete rules and laws scrapped in the last 9 years

| Published on:

Union Minister of State (Independent Charge) Science & Technology; Minister of State (Independent Charge) Earth Sciences; MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh today said that over 2,000 rules and laws were scrapped by the Government led by Prime Minister Narendra Modi in the last 9 years, for ease of governance and ease of business.

Speaking as Chief Guest after presenting Yashraj Bharati Samman (YBS) Awards at a ‘Gratitude ceremony’ organised by the Yashraj Research Foundation (YRF) here, Dr Jitendra Singh said that unlike the earlier governments which found comfort in status quoist approach, Prime Minister Modi has demonstrated the courage and conviction to do away with such rules which were causing inconvenience for the citizens and many of which that had persisted since the time of British Raj. The ultimate aim of good governance is to bring ease of living to the citizens, he added.

The Minister appreciated Yashraj Research Foundation (YRF) for instituting the Yashraj Bharti Samman (YBS) and recognising the exemplary work done by different individuals and organisations in different fields. He further said that the three categories in which the awards have been presented, namely innovation in healthcare, transforming people’s lives and ethical governance, have always been the priority of the Government led by Prime Minister Narendra Modi.

The Minister recalled that soon after the Government came to power in May 2014, within two to three months, the practice of getting certificates attested by gazetted officers was done away with. Thereafter within a year, Prime Minister spoke from the ramparts of Red Fort about the abolition of interview in job recruitment so that a level playing field could be provided. In pension, face recognition technology was introduced so that the elder citizens did not have to go through the tedious process of getting a life certificate. Most of the functioning was converted online and in order to bring in transparency, accountability and citizen participation, the human interface was reduced to the bare minimum.

Talking about grievance redressal, Dr. Jitendra Singh said that the grievance redressal mechanism was shifted to CPGRAMS as a result of which about 20 lakh grievances are received every year in comparison to just 2 lakhs every year before this government came in because this government followed a policy of time bound redressal and gained the confidence of the people.

In the field of healthcare, the Minister said that use of technology and telemedicine during Covid pandemic has shown how innovation can deliver healthcare in the remote and rural areas.

This Government has not only promoted technology and innovation but also StartUps to undertake new innovations even in the health sector thereby transforming lives of citizens.

Dr Jitendra Singh concluded that earlier our priorities were misplaced and for seventy years it continued to be misplaced because we were being governed by status quoist governments. But for the first time in 9 years, there is sought to be undone what should have been undone in all these years. He expressed happiness in Yashraj Research Foundation’s (YRF) efforts to carry forward the Prime Minister’s message to every household in the country.

Addressing the gathering, the Prime Minister expressed happiness to be present on the occasion of the 125th anniversary of Ramakrishna Math’s service in Chennai and said that he deeply respects Ramakrishna Math in his life. Expressing his affection and love for Tamilians, the Tamil language, the Tamil culture and the vibe of Chennai, the Prime Minister mentioned visiting Swami Vivekananda’s house in Chennai where he stayed after returning from his trip in the West. He remarked that meditating in this house was a very special experience for him and he now feels inspired and energized. The Prime Minister expressed happiness about the outreach of ancient ideas to younger generations through technology.

Quoting Thiruvalluvar from one of his verses, the Prime Minister explained that there is nothing like kindness in both this world and the world of Gods. Throwing light on the areas of service of Ramakrishna Math in Tamil Nadu, the Prime Minister gave examples of education, libraries, leprosy awareness and rehabilitation, health care, nursing and rural development. He also pointed out that before the service of  Ramakrishna Math, it was the impact that Tamil Nadu had on  Swami Vivekananda that came to the fore. He elaborated that Swami Vivekananda found the purpose of his life at the famous rock in Kanyakumari which transformed him and its impact could be witnessed in Chicago. He further added that Swami Vivekananda first set foot on the holy land of Tamil Nadu. The King of Ramnad, the Prime Minister said, received him with great respect and the Nobel Prize-winning French author Romain Rolland described the occasion as a festival where seventeen victory arches were erected and public life had come to a standstill for a week.

Noting that Swami Vivekananda was from Bengal but was given a hero’s welcome in Tamil Nadu long before India’s independence, the Prime Minister emphasized that the people of the nation had a very clear concept of India as a nation for thousands of years which signifies ‘Ek Bharat Shreshta Bharat’. Ramakrishna Math, the Prime Minister continued, works with the same spirit, and highlighted its many institutions spread across India that serve people selflessly. The Prime Minister also highlighted the success of  Kashi-Tamil Sangamam and informed that Saurashtra-Tamil Sangamam is also going to take place. He wished great success to all such efforts to further India’s unity.

“Our governance is inspired by the philosophies of Swami Vivekananda”, the Prime Minister remarked. Drawing an analogy to Swami Vivkanand’s vision that society progresses when privilege is broken and equality is ensured, the Prime Minister mentioned that the same vision applied in all the flagship programs of the government. He pointed out that earlier, even basic facilities were treated like privileges and only a handful of people or small groups were allowed to access them. But now, the Prime Minister said, the doors of development have been opened to everyone. He informed that MUDRA Yojana, one of our most successful schemes, is celebrating its 8th anniversary today and highlighted the efforts of small entrepreneurs from Tamil Nadu who made the state a leader in the scheme. “Nearly 38 crore collateral-free loans have been given to small entrepreneurs including a huge number of women and people from marginalized sections of society”, the Prime Minister informed. He reiterated that getting a bank loan for business was a privilege earlier, but its accessibility has been amplified now. Similarly, the Prime Minister added, basic things like a house, electricity, LPG connections, toilets and more are reaching every family.

“Swami Vivekananda had a grand vision for India. Today, I am sure he is proudly watching India working to fulfill his vision”, the Prime Minister said and noted his central message about faith in ourselves and our country. He pointed out that every Indian feels it is our time now and many experts suggest that this will be India’s century. “We engage with the world from a position of confidence and mutual respect”, he added.

Recalling the teachings of Swami Ji that we are nobody to help women and when there is a right platform, women will lead society and solve problems by themselves, the Prime Minister emphasized that today’s India believes in women-led development. “Whether it is startups or sports, armed forces or higher education, women are breaking barriers and making records”, the Prime Minister remarked. He further added that Swami Ji believed in sports and fitness to be crucial for character development and highlighted that today, society has begun to see sports as a professional choice, rather than just as an extra activity. He pointed out that Yoga and Fit India have become mass movements. He also touched upon the National Education Policy that has reformed the education sector to bring global best practices to India and mentioned Swami Ji’s belief that empowerment can be achieved through education and the need for technical and scientific education. “Today, skill development has received unprecedented support. We also have one of the world’s most vibrant tech and scientific ecosystems”, he added.

Recalling the words of Swami Vivekananda that even assimilating five ideas and living them fully was very powerful, the Prime Minister mentioned that we just celebrated 75 years of independence and the nation has set its sights on making the next 25 years as Amrit Kaal. “This Amrit Kaal can be used to achieve great things by assimilating five ideas – the Panch Praan. These are the goals of a developed India, removing any traces of colonial mindset, celebrating our heritage, strengthening unity, and focusing on our duties”, the Prime Minister said. Concluding the address, the Prime Minister urged everyone to collectively and individually   resolve to follow these five principles. “If 140 crore people make such a resolve, then we can build a developed, self-reliant and inclusive India by 2047”, Shri Modi concluded.

Governor of Tamil Nadu, Shri R N Ravi, Vice President of Ramakrishna Math, Srimat Swami Gautamanandaji, and Union Minister of State for Fisheries, Animal Husbandry and Dairying and Ministry of Information and Broadcasting, Shri L Murugan were present on the occasion among others.
