Prime Minister Shri Narendra Modi laid the foundation stone, inaugurated development works worth around Rs 6,500 crore in Darrang, Assam today. Addressing the gathering on the occasion, the Prime Minister extended heartfelt greetings and congratulations to the people of Darrang and to all the citizens of Assam on this historic day of Assam’s development journey.

The Prime Minister stated that following the success of Operation Sindoor, he visited Assam for the first time yesterday. He attributed the operation’s resounding success to the blessings of Maa Kamakhya and expressed a profound sense of spiritual fulfillment upon setting foot on her sacred land. He also extended greetings to the people on the occasion of Janmasthami being celebrated at Assam. Reiterating his words from ramparts of Red Fort, Shri Modi said that he had presented the idea of ‘Sudarshana-Chakra’ in India’s security strategy. Shri Modi highlighted Mangaldoi as a place where the confluence of culture, historical pride, and hope for the future come together. He noted that this region stands as a central symbol of Assam’s identity. On this land filled with inspiration and valor, the Prime Minister said he felt blessed to have the opportunity to meet and interact with the people.

Recalling that just a few days ago, the nation celebrated the birth anniversary of Bharat Ratna and legendary voice Bhupen Hazarika, Shri Modi shared that he had the opportunity to participate in a grand event held in his honour yesterday. He stated that the dreams envisioned by such great sons of Assam and by our ancestors are now being pursued with full sincerity by their governments at Union and State.

The Prime Minister emphasized that the preservation and promotion of Assam’s cultural heritage, along with its rapid development, have remained key priorities of their governments at Union and State. He remarked that through the joint efforts of the government and the people of Assam, the state is now making a remarkable impact both nationally and globally.

“India is currently the fastest-growing country in the world, and Assam has emerged as one of the fastest-growing states in the nation”, exclaimed the Prime Minister. He recalled that there was a time when Assam lagged behind in development and struggled to keep pace with the rest of the country. However, today, Assam is advancing with a growth rate of nearly 13 percent. Shri Modi described this as a major achievement and credited the success to the hard work of the people of Assam and the joint efforts of the Union & State governments. He expressed happiness that the people of Assam continue to strengthen this partnership. He noted that this is why Chief Minister Himanta Biswa Sarma and his team consistently receive overwhelming public support in every election. The Prime Minister further highlighted that even in the recent panchayat elections, Assam delivered a historic victory and extended its blessings.

Emphasising that their government is working with the vision of making Assam a growth engine of India’s development, the Prime Minister remarked that today’s programme is a part of this very commitment. “Just a short while ago, development projects worth approximately ₹6,500 crore were inaugurated from this very stage,” he said. Shri Modi highlighted that their Union & State governments are developing Assam as one of the most connected states and as a leading healthcare hub. “These projects will further strengthen our resolve,” he added. Shri Modi extended his heartiest congratulations to all of them for the Darrang Medical College and Hospital, the highway, and the ring road.

“Entire nation is moving forward in unity to build a developed India; for the youth, a developed India is not just a dream but also a resolve and the significant role of the North East in fulfilling this national resolve”, highlighted the PM. He pointed out that after Independence, major cities, large economies, and industrial hubs developed primarily in western and southern India, while a vast region and population in eastern India remained behind in the race for development. Shri Modi affirmed that their government is now working to change this situation. “With twenty-five years of the 21st century already passed, the next phase of this century belongs to the East and the North East”, declared Shri Modi,  asserting that the time has come for Assam and the North East to lead India’s growth story.

“Rapid connectivity is essential for the swift development of any region, that is why our government has placed strong focus on enhancing connectivity in the North East”, exclaimed Shri Modi. He highlighted improvements in physical connectivity through road, rail, and air infrastructure, as well as digital connectivity via 5G internet and broadband. These advancements, he noted, have brought greater convenience to the people, made life easier, and facilitated business operations. The Prime Minister added that improved connectivity has made travel more accessible, expanded tourism, and created new employment and livelihood opportunities for the youth of the region.

Underlining that Assam has greatly benefited from the nationwide connectivity campaign, Shri Modi cited a specific example, pointing out that despite six decades of opposition rule in Delhi and decades of governance in Assam, only three bridges were constructed over the Brahmaputra River in 60–65 years. He contrasted this with their government’s performance, noting that within just one decade, six major bridges have been built. He announced the foundation stone laying of the Kurua–Narengi bridge, which will significantly reduce the travel time between Guwahati and Darrang to just a few minutes. The Prime Minister highlighted that this bridge will save both time and money for the common people, make transportation more affordable, reduce travel time, and ease traffic congestion.

Stating that the new ring road will bring significant benefits to the people, the Prime Minister noted that once completed, vehicles heading towards Upper Assam will no longer need to enter the city, easing urban traffic congestion. He highlighted that the ring road will connect five national highways, two state highways, one airport, three railway stations, and one inland water terminal. This will mark the creation of Assam’s first seamless multi-modal connectivity network. Shri Modi affirmed that this is the kind of development being delivered by their governments at Union & State.

Emphasising that the government is preparing the nation not just for today’s needs but for the requirements of the next 25 to 50 years, the Prime Minister recalled his announcement from the Red Fort regarding next-generation reforms in GST and shared the good news that these reforms are now being implemented. He announced that starting nine days from today, on the occasion of Navratri, GST rates will be significantly reduced. Shri Modi highlighted that this move will benefit every household in Assam, making many everyday items more affordable. He informed that the tax on cement has been reduced, which will lower the cost for those building homes. Expensive medicines for serious illnesses like cancer will become cheaper, and insurance premiums will also reduce. He added that those planning to buy new motorcycles or cars will find them more affordable. The Prime Minister noted that motor companies have already begun advertising these benefits. He emphasized that mothers and sisters, youth, farmers, and shopkeepers—all sections of society—will gain from this decision. He added that this reform will add to the festive cheer of the people.

Urging citizens to keep one important message in mind during the festive season, the Prime Minister emphasized the need to choose indigenous products, stating that people should buy Made in India items, gift Made in India products, and ensure that shopkeepers also promote and sell Made in India goods. He called upon everyone to be vocal for local, asserting that every effort in this direction will strengthen the nation.

Highlighting that in recent years, significant progress has been made in the healthcare sector, the Prime Minister noted that earlier, hospitals were concentrated in major cities, and seeking treatment there was often expensive. To address this, the government expanded the network of AIIMS and medical colleges to every corner of the country. In Assam specifically, dedicated cancer hospitals have been established. Shri Modi stated that over the past 11 years, the number of medical colleges in India has doubled—matching the total built in the 60–65 years since Independence. He pointed out that in Assam, there were only six medical colleges before 2014, and with the completion of the Darrang Medical College, the state will now have 24. The PM emphasized that the establishment of medical colleges not only improves healthcare infrastructure but also provides more opportunities for youth to become doctors. Due to the earlier shortage of medical seats, many aspiring doctors were unable to pursue their careers. Over the last 11 years, the number of medical seats in the country has more than doubled. The Prime Minister also announced a new target: in the next four to five years, the government aims to add one lakh new medical seats.

Describing Assam as a land of patriots, emphasizing its significant role in defending the nation from foreign invaders and in the sacrifices made during the freedom struggle, the Prime Minister recalled the historic peasant satyagraha of Patharughat, noting its proximity to the present gathering and its enduring legacy. Standing on this sacred land of martyrs, Shri Modi stated that it is necessary to expose another act of opposition. He alleged that the opposition, for its political interests, aligns itself with individuals and ideologies that are anti-India. Referring to Operation Sindoor, he claimed that even during this mission, such tendencies were evident. He remarked that when opposition dispensation was in power, the country suffered from widespread terrorism while the opposition party remained silent. In contrast, he stated that today, under the current government, the Indian Army conducts operations like Sindoor, eliminating terror masterminds across Pakistan. He criticised the opposition for siding with Pakistan’s army instead of India’s, and of promoting the agenda of those who shelter terrorists. He asserted that Pakistan’s falsehoods become the opposition’s narrative, and urged the public to remain vigilant against the opposition parties.

Prime Minister stated that for opposition, the interests of its vote bank have always taken precedence over national interest. He alleged that the opposition has now become a major protector of anti-national elements and infiltrators. He claimed that during its tenure in power, the opposition actively encouraged infiltration and now seeks to permanently settle infiltrators in India. Shri Modi recalled that Mangaldoi once witnessed a major movement to protect Assam’s identity and resist illegal infiltration. However, he asserted that the previous opposition-led government punished the people for this resistance and retaliated by allowing illegal encroachments on land. He accused the opposition of enabling encroachments on places of faith and on lands belonging to farmers and tribal communities.

The Prime Minister stated that after the formation of their alliance government, these conditions are being reversed. He highlighted that under the leadership of Chief Minister Himanta Biswa Sarma, lakhs of bighas of land have been freed from infiltrators in Assam, including significant recoveries in Darrang district. Shri Modi mentioned that the Gorukhuti area, once under the control of infiltrators during the opposition’s rule, has now been reclaimed. The reclaimed land is now home to the Gorukhuti Agricultural Project, where local youth are working as ‘Krishi Sainiks’ and cultivating crops such as mustard, maize, urad, sesame, and pumpkin. The Prime Minister further added that the land once occupied by infiltrators has now become a new hub of agricultural development in Assam.

Affirming that their government will not allow infiltrators to seize control over the nation’s resources and assets, the Prime Minister stated that the rights of India’s farmers, youth, and tribal communities will not be compromised under any circumstances. He expressed concern over the atrocities committed by infiltrators against mothers, sisters, and daughters, declaring that such acts will not be tolerated. Shri Modi warned of ongoing conspiracies to alter the demographic composition of border regions through infiltration, describing it as a grave threat to national security. In response, he announced the launch of a nationwide Demography Mission. He reiterated their commitment to protecting the country from infiltrators and ensuring their complete removal from Indian soil.

Emphasising the collective responsibility to preserve Assam’s rich heritage and accelerate its development, the Prime Minister stated that to achieve this, coordinated efforts are essential. He concluded by reiterating the vision of transforming Assam and the North East into a driving force of a developed India.

Prime Minister Shri Narendra Modi addressed the celebrations of the 100th birth Anniversary of Bharat Ratna Dr. Bhupen Hazarika at Guwahati in Assam today. Addressing the gathering, the Prime Minister remarked that today is a remarkable day and this moment is truly precious. He shared that the performances he witnessed, the enthusiasm, and the coordination he observed were deeply moving. He highlighted the rhythm of Bhupen Da’s music that resonated throughout the event. Quoting Bhupen Hazarika, the Prime Minister said a few words of his song kept echoing in his mind. He expressed that his heart wished for the waves of Bhupen’s music to continue flowing everywhere, endlessly. The Prime Minister extended heartfelt appreciation to all the artists who participated in the event. He stated that Assam’s spirit is such that every event here sets a new record, noting that today’s performances reflected exceptional preparation. He congratulated and commended all the performers.

The Prime Minister stated that just a few days ago, on 8th September, the birth anniversary of Bhupen Hazarika Ji was observed. He shared that on that day, he expressed his emotions in a dedicated article honoring Bhupen Da. He remarked that it is his privilege to be part of the centenary birth anniversary celebrations of Bhupen Da. Shri Modi noted that Bhupen Da is lovingly referred to by all as “Shudha Kantho.” He emphasized that this is the centenary year of that Shudha Kantho who gave voice to the emotions of India, connected music with sensitivity, preserved India’s dreams through his music and narrated the compassion of Mother India through Mother Ganga.

Highlighting that Bhupen Da created immortal compositions that connected India through their melodies and stirred generations of Indians, Shri Modi remarked that although Bhupen Da is no longer physically among us, his songs and voice continue to bear witness to India’s development journey and energize it. He affirmed that the government is proudly celebrating the centenary birth anniversary year of Bhupen Da. The Prime Minister also highlighted that Bhupen Hazarika Ji’s songs, messages, and life journey are being taken to every household. He informed that Bhupen Hazarika’s biography was released at the event. Paying tribute to Dr. Bhupen Hazarika on the occasion, Shri Modi extended his greetings to the people of Assam and to every Indian on the centenary birth anniversary of Bhupen Da.

“Bhupen Hazarika Ji dedicated his entire life to the service of music”, stated the PM, remarking that when music becomes a form of spiritual practice, it touches the soul, and when music becomes a resolve, it becomes a medium to guide society. He emphasized that this is what made Bhupen Da’s music so special. Noting that the ideals Bhupen Da lived by and the experiences he went through were reflected in his songs, the Prime Minister stated that the deep love for Mother India in Bhupen Da’s music stemmed from his lived commitment to the idea of “Ek Bharat, Shreshtha Bharat.” He highlighted that Bhupen Da was born in the Northeast, and the sacred waves of the Brahmaputra taught him music. Mentioning that Bhupen Da later went to Kashi for graduation, Shri Modi  remarked that Bhupen Da’s musical journey, which began with the Brahmaputra, transformed into mastery through the flowing rhythm of the Ganga. He stated that the dynamism of Kashi gave his life a continuous flow. Describing Bhupen Da as a wandering traveler who journeyed across India and even went to the United States for his PhD, the Prime Minister emphasized that at every stage of life, Bhupen Da remained deeply connected to the soil of Assam as a true son. He added that this is why Bhupen Da returned to India and became the voice of the common man through cinema. The PM further remarked that Bhupen Da gave voice to the pain of ordinary lives, and that voice still stirs the nation. Quoting Bhupen Da’s song, the Prime Minister explained the meaning: If humans do not think about each other’s joys and sorrows, pain and suffering—then who will care for one another in this world? He urged everyone to reflect on how deeply inspiring this thought is. Shri Modi stated that this very idea is guiding India today in its efforts to improve the lives of the poor, the marginalized, the Dalits, and the tribal communities.

Describing Bhupen Da as a great champion of India’s unity and integrity, Shri Modi recalled that decades ago, when the Northeast faced neglect and was engulfed in violence and separatism, Bhupen Da continued to give voice to India’s unity. He stated that Bhupen Da dreamed of a prosperous Northeast and sang of the region’s natural beauty. Citing a few lines of Bhupen Da’s song for Assam, the Prime Minister remarked that when we hum this song, we feel proud of Assam’s diversity, strength and potential.

Noting that Bhupen Da had equal love for Arunachal Pradesh, the Prime Minister quoted a few lines of Bhupen Da’s song about Arunachal Pradesh. He remarked that a voice born from the heart of a true patriot never goes in vain. He affirmed that the government is working day and night to realize Bhupen Da’s dreams for the Northeast. Shri Modi stated that by conferring the Bharat Ratna on Bhupen Da, the government honored the aspirations and pride of the Northeast and made the region a national priority. He informed that one of the longest bridges in the country, connecting Assam and Arunachal Pradesh, has been named the Bhupen Hazarika Bridge. The Prime Minister highlighted that Assam and the entire Northeast are progressing rapidly, noting that new records are being set across every dimension of development. He emphasized that these achievements are a true tribute from the nation to Bhupen Da.

“Assam and the Northeast have always made a significant contribution to India’s cultural diversity”, highlighted the PM, remarking about  the rich history of the region, its festivals and celebrations, its art and culture, its natural beauty and divine aura. He emphasized that alongside all this, the sacrifices made by the people of the region for the honour and protection of Mother India are indispensable. Shri Modi remarked that without these contributions, we cannot imagine our great India. He described the Northeast as a land of new light and new dawn for the country. He noted that the first sunrise of the nation takes place in this region. The Prime Minister stated a few lines of Bhupen Da which gave voice to this very sentiment in his song. He affirmed that when we celebrate the history of Assam, only then is India’s history complete—only then is India’s joy complete and we must move forward with pride in this legacy.

Underlining that when we speak of connectivity, people often think of rail, road, or air connectivity, Shri Modi emphasized that for national unity, another form of connectivity is equally essential—cultural connectivity. He remarked that over the past 11 years, the country has given significant importance to cultural connectivity alongside the development of the Northeast, describing that it was an ongoing campaign. He noted that today’s event reflects a glimpse of this campaign. The Prime Minister highlighted that the 400th birth anniversary of Veer Lachit Borphukan was recently celebrated at the national level. He stressed that during the freedom struggle, many brave fighters from Assam and the Northeast made extraordinary sacrifices. He further stated that during the Azadi Ka Amrit Mahotsav, the government revived the legacy and history of these freedom fighters from the Northeast. Shri Modi remarked that today, the entire nation is becoming familiar with Assam’s history and its contributions. Mentioning that the Ashtalakshmi Mahotsav was recently organized in Delhi, Shri Modi affirmed that Assam’s strength and skill were prominently showcased in that event as well.

Underlining that regardless of circumstances, Assam has always given voice to the pride of the nation, the PM remarked that this very spirit is reflected in the songs of Bhupen Da. He recalled that during the 1962 war, Assam witnessed the conflict directly and at that time, Bhupen Da elevated the nation’s resolve through his music. Shri Modi quoted lines from a song written by Bhupen Da at that time which infused new energy into the people of India.

Underscoring the spirit and resolve of the people of India remain firm and unwavering, the PM remarked that this was clearly seen during Operation Sindoor. He emphasized that India gave a decisive response to Pakistan’s terrorist intentions, and the strength of the nation echoed across the world. Affirming that India has demonstrated that no enemy of the nation will remain safe in any corner, Shri Modi declared, “the new India will not compromise on its security or pride under any circumstances.”

The Prime Minister highlighted that every dimension of Assam’s culture is remarkable and extraordinary. He stated that Assam’s culture, dignity, and pride are also sources of immense potential. He mentioned Assam’s traditional attire, cuisine, tourism, and products as areas of rich heritage and opportunity. The PM emphasized the need to give these elements recognition not just within India, but across the world. He noted with pride that he personally promotes the branding of Assam’s gamocha. He added that Assam’s every product must be taken to every corner of the globe.

“Bhupen Da’s entire life was dedicated to the nation’s goals”, exclaimed Shri Modi, remarking that on the occasion of Bhupen Da’s centenary birth anniversary year, we must resolve to pursue self-reliance for the country. He appealed to his brothers and sisters in Assam to become brand ambassadors of the “Vocal for Local” movement. Emphasizing the need to take pride in indigenous products, the PM urged everyone to buy and sell only local goods. He stated that the faster we accelerate these campaigns, the sooner the dream of a developed India will be fulfilled.

Mentioning that Bhupen Da wrote a song at the age of 13, Shri Modi remarked that in this song, Bhupen Da saw himself as a spark of fire and resolved to build a new India. He envisioned a nation where every oppressed and deprived person would reclaim their rightful place. The Prime Minister stated that the dream of a new India that Bhupen Da saw then has now become the nation’s collective resolve. He urged everyone to align themselves with this commitment. Emphasizing that now is the time to place the goal of a developed India by 2047 at the center of every effort and every resolution, Shri Modi stated that the inspiration for this mission will come from Bhupen Da’s songs and his life. He concluded by affirming that these resolutions will fulfill the dreams of Bhupen Hazarika Ji and once again extended his greetings to all citizens on the centenary birth anniversary of Bhupen Da.

PM inaugurates multiple development projects worth over Rs 1,200 crore at Imphal, Manipur

Prime Minister Shri Narendra Modi inaugurated multiple development projects worth over Rs 1,200 crore at Imphal in Manipur today. Addressing the gathering, the Prime Minister stated that projects worth thousands of crores have been inaugurated and launched today for the development of Manipur. He remarked that these projects will enhance the ease of living for the people and strengthen the infrastructure in the region. The Prime Minister said that new employment opportunities will be created for the youth of Manipur and for the sons and daughters of the state.

The Prime Minister stated that among the projects launched today, two are particularly significant, highlighting the ‘Manipur Urban Roads Project,’ with an investment of over ₹3,600 crore and ‘Manipur Infotech Development Project,’ with an investment exceeding ₹500 crore. Shri Modi remarked that these projects will strengthen road infrastructure in Imphal and infuse new energy into Manipur’s bright future. He extended his congratulations and best wishes to the people of Manipur for all the newly launched projects.

Highlighting that after independence, major cities in the western and southern parts of the country witnessed development and became hubs of aspiration, Shri Modi remarked that youth in those regions received new opportunities. “The 21st century belongs to the East and the North East”, he added. The Prime Minister stated that the Government of India has consistently prioritized the development of Manipur, highlighting that as a result, Manipur’s growth rate has been steadily increasing. He noted that before 2014, Manipur’s growth rate was less than one percent. He remarked that today, Manipur is progressing many times faster than before. Shri Modi stated that a new phase of infrastructure development has begun in Manipur. He expressed satisfaction that the pace of road construction and National Highway development in the state has increased manifold. He added that rapid work is underway to extend road connectivity to every village.

Underlining that Imphal is a city of possibilities, Shri Modi remarked that he envisions Imphal as one of the developed cities of India that will fulfill the dreams of the youth and accelerate the nation’s progress. He informed that under this vision, several projects have been completed in Imphal under the Smart City Mission. He added that many other projects worth hundreds of crores are also progressing rapidly.

The Prime Minister remarked that whether it is Imphal or other regions of Manipur, new opportunities are emerging for startups and technology-based industries. He added that the IT Special Economic Zone will further strengthen these possibilities and the first building of this zone has already been completed. Shri Modi noted that the demand for a new Civil Secretariat building in Manipur had been longstanding. He announced that this building is now ready and the new facility will reinforce the spirit of ‘Nagarik Devobhava’ in governance.

Noting that many people from Manipur frequently travel to Kolkata and Delhi, Shri Modi informed that to ensure affordable accommodation in these cities, Manipur Bhavans have been constructed in both locations. He remarked that these facilities will greatly support the daughters of Manipur. He added that when children are safe and secure there, it will ease the concerns of parents back home.

Emphasising that the government is working with full sensitivity to reduce the hardships faced by the people, Shri Modi acknowledged that many parts of Manipur suffer from severe flood-related challenges. He added that the government is actively working on multiple projects to mitigate this issue.

Underscoring that Manipur is a state where mothers and sisters are at the forefront of the economy, the Prime Minister highlighted the tradition of Ima Keithel as a powerful testament to this fact. He remarked that he considers women empowerment to be a central pillar of India’s development and of the vision for an Atmanirbhar Bharat. He stated that this inspiration is clearly visible in Manipur. Shri Modi said that after the formation of the current government, special haat bazaars—known as Ima Markets—were initiated for women. He expressed happiness that four new Ima Markets have been inaugurated today and these markets will greatly support the women of Manipur.

Emphasising that making life easier for every citizen is the government’s goal, the Prime Minister remarked that Manipur has witnessed the difficult days when transporting goods to the region was a major challenge. He noted that everyday items were once beyond the reach of ordinary families. Shri Modi stressed that in recent years, our government has helped Manipur overcome those old hardships. He announced a new development, stating that our government wants to increase savings and make life more convenient for the people. Highlighting that their government has significantly reduced GST, the Prime Minister stated that this will bring double benefits to the people of Manipur. He explained that many daily-use items—such as soap, shampoo, hair oil, clothes, and footwear—will now become more affordable. He added that prices of cement and other construction materials will also come down. Shri Modi informed that GST has been substantially reduced on hotels and food services as well. He remarked that this will benefit guest house owners, taxi operators, and roadside eateries, adding that this move will also help boost tourism in the region.

“Manipur possesses a rich heritage that spans thousands of years. The cultural roots of the region are deep and strong. Manipur is the crown jewel adorning the crest of Mother India”, exclaimed the Prime Minister. He emphasized the need to continuously strengthen Manipur’s developmental image. Shri Modi stated that any form of violence in Manipur is unfortunate and such violence is a grave injustice to both our ancestors and future generations. He stressed the importance of consistently advancing Manipur on the path of peace and development. The Prime Minister highlighted Manipur’s inspiring contribution to India’s freedom struggle and national defence. He recalled that it was on Manipur’s soil where the Indian National Army first hoisted India’s own flag. He quoted Netaji Subhas Chandra Bose, who referred to Manipur as the gateway to India’s independence and paid tribute to the many brave martyrs from this land. Shri Modi stated that the government draws inspiration from every great personality of Manipur. Mentioning a major step taken by the government—renaming Mount Harriet in the Andaman and Nicobar Islands to Mount Manipur, Shri Modi affirmed that this is a national tribute to the freedom fighters of Manipur.

Acknowledging that even today, many sons and daughters of Manipur are serving across different parts of the country in the defence of Mother India, the Prime Minister remarked that during Operation Sindoor, the world witnessed the strength of the Indian Armed Forces. He stated that the Indian soldiers inflicted such decisive blows that the Pakistani army was left overwhelmed. Shri Modi highlighted that Manipur’s brave sons and daughters played a vital role in India’s success during the operation. He paid tribute to one such valiant soldier, Shaheed Deepak Chingkham, and saluted his courage. He affirmed that Deepak Chingkham’s sacrifice during Operation Sindoor will always be remembered by the nation.

Recalling his visit to Manipur in 2014 and a statement he had made then, Shri Modi mentioned that he had said that without Manipuri culture, Indian culture is incomplete and without the athletes of Manipur, Indian sports remain incomplete. He stated that the youth of Manipur dedicate themselves wholeheartedly to upholding the pride of the national flag. He emphasized that this identity must not be overshadowed by the dark shadow of violence.

“As India emerges as a global sports powerhouse, the responsibility of Manipur’s youth has increased further. This is why the Government of India chose Manipur for the country’s first National Sports University”, said the PM. He added that under the Khelo India Scheme and Olympic Podium Schemes, many athletes from Manipur are being encouraged and supported with modern sports infrastructure being developed in Manipur for the youth. Shri Modi highlighted that to promote polo, the Marjing Polo Complex has been established, featuring the world’s tallest polo statue. He added that an Olympian Park has also been built to honour the Olympians from the region. Pointing out that the government recently announced the National Sports Policy—Khelo India Niti, the Prime Minister emphasized that this will greatly benefit the youth of Manipur in the coming years.

“Our government is continuously working to ensure peace and stability in Manipur”, exclaimed the PM, emphasising that the interests of the people must be safeguarded and that those forced to live in camps should be able to return to normal life. He informed that 7,000 new houses have been approved for displaced families. Shri Modi announced that the Central Government has recently declared a special package of approximately ₹3,000 crore for Manipur. He added that over ₹500 crore has been allocated specifically to assist displaced individuals. The PM further remarked that helping those affected by violence return to a normal life is a top priority for the government. He stated that the newly constructed headquarters for Manipur Police will also play a vital role in supporting this effort.

The Prime Minister stated that from the soil of Manipur, he wishes to address his friends in Nepal. He remarked that Nepal, nestled in the lap of the Himalayas, is a close friend and trusted partner of India. Emphasizing that both nations are bound by shared history, faith, and a collective journey forward, the Prime Minister extended heartfelt congratulations, on behalf of 140 crore Indians, to Smt. Sushila Ji on assuming office as the Prime Minister of Nepal’s interim government. He expressed confidence that she will pave the way for peace, stability, and prosperity in Nepal. Shri Modi highlighted that Smt. Sushila Ji’s appointment as Nepal’s first woman Prime Minister is a remarkable example of women empowerment. He appreciated every individual in Nepal who upheld democratic values even in a climate of instability.

Highlighting a notable aspect of recent developments in Nepal that has not received much attention, Shri Modi stated that over the past two to three days, young men and women in Nepal have been seen diligently cleaning and painting the streets with a spirit of dedication and purity. He remarked that he has also seen their images circulating on social media. The Prime Minister described their positive mindset and constructive actions as not only inspiring but also a clear indication of Nepal’s resurgence. He extended his best wishes to Nepal for a bright and prosperous future.

“In the 21st century, India is moving forward with a singular goal—the goal of a developed India and achieving this goal requires the development of Manipur”, stated the PM underlining that Manipur is full of limitless possibilities. He stated that it is the collective duty of all to remain firmly on the path of development. The Prime Minister affirmed that Manipur lacks no capability, stressing the need to continuously strengthen the path of dialogue and build a strong bridge of harmony between the hills and the valley. The Prime Minister concluded by expressing confidence that Manipur will become a powerful centre of India’s growth. Prime Minister Shri Narendra Modi laid the foundation stone of multiple development projects worth over Rs 7,300 crore at Churachandpur in  Manipur today. Addressing the gathering at the occasion, the Prime Minister remarked that the land of Manipur is a land of courage and determination and highlighted that the hills of Manipur are a priceless gift of nature. He further stated that these hills also symbolize the continuous hard work of the people. Saluting the spirit of the people of Manipur, Shri Modi expressed gratitude to the people for coming in such large numbers and thanked them for their affection.

Highlighting that the culture, traditions, diversity, and vibrancy of this region are a major strength of India, Shri Modi remarked that the very name “Manipur” contains the word “Mani,” symbolizing a jewel that will enhance the brilliance of the entire North East in the times to come. The Prime Minister stated that the Government of India has consistently worked to accelerate Manipur’s development journey. He said that in this spirit, he had come among the people of Manipur today. Shri Modi informed that projects worth approximately ₹7,000 crore were inaugurated, which will improve the lives of the people of Manipur, especially the tribal communities living in the hills. He stated that the projects will create new facilities in health and education for the region and extended his heartfelt congratulations to the people of Manipur and Churachandpur on these new initiatives.

Underlining that Manipur is a border state where connectivity has always been a major challenge, the Prime Minister acknowledged the difficulties faced by the people due to the lack of good roads and stated that he understands their concerns. He emphasized that since 2014, he has consistently focused on improving connectivity in Manipur and the Government of India has worked on two levels to address this issue. Shri Modi outlined that first, the budget for rail and road infrastructure in Manipur was increased manifold. Secondly, efforts were made to extend road connectivity not only to cities but also to villages.

Underscoring that in recent years, ₹3,700 crore has already been spent on National Highways in the region, Shri Modi informed that new highway projects worth ₹8,700 crore are progressing rapidly. He remarked that earlier, reaching villages in this area was extremely difficult—a fact well known to the people. The Prime Minister highlighted that road connectivity has now been extended to hundreds of villages. He emphasized that this has greatly benefitted hill villages and tribal communities.

“Under our government, rail connectivity in Manipur is being expanded, the Jiribam–Imphal railway line will soon connect the capital Imphal to the national rail network”, stated the Prime Minister, highlighting that the government is investing ₹22,000 crore in this project. He noted that the newly constructed Imphal Airport, built at a cost of ₹400 crore, is elevating air connectivity in the region. He added that helicopter services have also been launched from this airport to other parts of the country. Shri Modi emphasized that this growing connectivity is improving facilities for the people of Manipur and creating new employment opportunities for the youth.

“India is developing rapidly and will soon become the world’s third-largest economy. Our constant effort is to ensure the benefits of development reach every corner of the country”, emphasised Shri Modi. He recalled that there was a time when announcements made in Delhi would take decades to reach regions like Manipur. He remarked that today, Churachandpur and Manipur are progressing alongside the rest of the nation. The Prime Minister highlighted that the government launched a nationwide scheme to build pucca houses for the poor and informed that thousands of families in Manipur have benefitted from this initiative, with nearly 60,000 houses already constructed. Shri Modi noted that the region earlier faced severe electricity shortages. He stated that the government had resolved to free the people from this hardship and as a result, more than one lakh families in Manipur have received free electricity connections.

Stating that mothers and sisters in Manipur had long faced difficulties in accessing water, the Prime Minister said that the government launched the ‘Har Ghar Nal Se Jal’ scheme to address this issue. He highlighted that over the past few years, more than 15 crore citizens across the country have received tap water connections. Shri Modi further remarked that 7–8 years ago, only 25,000 to 30,000 households in Manipur had piped water. Today, he noted, more than 3.5 lakh households in the state have access to tap water. He expressed confidence that very soon, every family in Manipur will have piped water in their homes.

Discussing the social infrastructure, the Prime Minister stated that in earlier times, good schools, colleges, and hospitals were merely dreams in the hill and tribal areas. He remarked that if someone fell ill, it would take a long time just to reach the hospital. Shri Modi emphasized that the situation is now changing due to the efforts of the Government of India and a medical college has been established in Churachandpur. He stated that new doctors are now being trained there and healthcare services are improving. The Prime Minister urged people to reflect on the fact that for many decades after independence, there was no medical college in the hill regions of Manipur. He affirmed that this achievement was made possible by the current government. Mentioning that under the PM-DIVINE scheme, he said that the government is developing modern health services in five hill districts. Shri Modi added that under the Ayushman Bharat scheme, the government is providing free treatment up to ₹5 lakh for poor families. He informed that nearly 2.5 lakh patients in Manipur have availed free treatment under this scheme. He remarked that without this facility, poor families in the state would have had to spend ₹350 crore from their own pockets. The Prime Minister emphasized that the entire cost has been borne by the Government of India. He added that addressing the concerns of every poor citizen is the government’s top priority.

“The land and region of Manipur is a soil of hope and aspiration”, stated the Prime Minister remarking that unfortunately, violence had gripped this remarkable area. He said that a short while ago, he met with affected individuals residing in camps. Following his interaction, the Prime Minister expressed confidence that a new dawn of hope and trust is arriving in Manipur.

“Establishing peace is essential for development in any region and over the past eleven years, many long-standing conflicts and disputes in the North East have been resolved”, highlighted the Prime Minister. He remarked that people have chosen the path of peace and prioritized development. Shri Modi expressed satisfaction that recently, dialogue has taken place with various groups in the hills and valley regions. He stated that these efforts are part of the Government of India’s approach, which emphasizes dialogue, respect, and mutual understanding to establish peace. The Prime Minister appealed to all organizations to move forward on the path of peace and fulfill their aspirations. He affirmed his support, stating that he stands with the people and that the Government of India is with Manipur.

Affirming that the Government of India is making every possible effort to bring life in Manipur back on track, Shri Modi informed that the government is providing support to build 7,000 new houses for families who have been displaced. “Development of every tribal community is a national priority”, affirmed the Prime Minister, mentioning that, for the first time, the Dharati Aaba Janjatiya Gram Utkarsh Abhiyan is being implemented for the development of tribal regions. Under this initiative, development work is underway in more than 500 villages across Manipur. He stated that the number of Eklavya Model Residential Schools in tribal areas is being increased. Shri Modi also stated that 18 Eklavya Model Residential Schools are being built in Manipur. He emphasized that the modernization of schools and colleges will significantly enhance educational facilities in the hill districts.

Emphasising that Manipur’s culture has always promoted women empowerment, Shri Modi stressed that the government is actively working to empower women. He informed that the government is constructing working women’s hostels to support the daughters of Manipur.

“We are working with the goal of making Manipur a symbol of peace, prosperity and progress”, affirmed the Prime Minister. He concluded by assuring the people that for Manipur’s development, for the resettlement of displaced families, and for the establishment of peace, the Government of India will continue to support the Manipur government in every possible way.

Prime Minister Shri Narendra Modi laid the foundation stone, inaugurated development works worth over Rs 9000 crore in Aizawl, Mizoram today. These projects will cater to multiple sectors including Railways, Roadways, Energy, Sports among others. Addressing the gathering via videoconferencing, the Prime Minister bowed to Supreme God Pathian, who watches over the beautiful land of the Blue Mountains. Expressing regret, he stated that he was present at Mizoram’s Lengpui Airport and was unable to join the people at Aizawl due to bad weather. Despite the circumstances, the Prime Minister remarked that he could feel the love and affection of the people even through this medium.

Highlighting that whether it was the freedom movement or nation-building, Shri Modi said the people of Mizoram have always come forward to contribute. He remarked that the ideals of figures such as Lalnu Ropuiliani and Pasaltha Khuangchera continue to inspire the nation. Shri Modi emphasized that sacrifice and service, courage and compassion, are values deeply embedded in Mizo society. “Today, Mizoram is playing an important role in India’s development journey”, stated the Prime Minister.

Describing the day as historic for the nation, particularly for the people of Mizoram, Shri Modi said, “from today, Aizawl will be on India’s railway map”. Recalling the past, the Prime Minister noted that he had the opportunity to lay the foundation stone for the Aizawl railway line a few years ago. He proudly dedicated the railway line to the people of the nation. Shri Modi underlined that despite many challenges, including difficult terrain, the Bairabi–Sairang rail line has now become a reality. He commended the skills of engineers and the spirit of workers, stating that their efforts made this achievement possible.

Affirming that the hearts of the people and the nation have always been directly connected, the Prime Minister announced that for the first time, Sairang in Mizoram will be directly connected with Delhi by the Rajdhani Express. He emphasized that this is not merely a railway connection, but a life-line of transformation and it will revolutionize the lives and livelihoods of the people of Mizoram. Shri Modi highlighted that farmers and businesses in Mizoram will now be able to reach more markets across the nation. He noted that people will gain access to more options for education and healthcare. The Prime Minister added that this development will also generate employment opportunities in tourism, transport, and hospitality sectors.

The Prime Minister stated that for a long time, some political parties in the country practiced vote-bank politics. He remarked that their focus remained on places with more votes and seats. As a result, the entire North East, including states like Mizoram, suffered greatly due to this attitude. Shri Modi emphasized that the current approach is very different and those who were earlier neglected are now at the forefront. He added that those who were once marginalised are now part of the mainstream. The Prime Minister noted that for the past 11 years, the government has been working consistently for the development of the North East. He affirmed that this region is becoming the growth engine of India.

Underscoring that over the years, many states of the North East have been placed on the rail map of India for the first time, the Prime Minister highlighted that the Government of India has worked diligently to strengthen all forms of connectivity—rural roads and highways, mobile and internet connections, electricity, tap water, and LPG connections. He also announced that Mizoram will also benefit from the UDAN scheme for air travel and informed that helicopter services will commence soon in the region. This, he remarked, will significantly improve access to remote areas of Mizoram.

“Mizoram has a major role in both the Act East Policy and the emerging North East Economic Corridor”, exclaimed the Prime Minister. He stated that with the Kaladan Multi-Modal Transit Transport Project and the Sairang–Hmawngbuchhuah rail line, Mizoram will be connected to the Bay of Bengal through South East Asia. He further emphasized that this connectivity will boost trade and tourism across North East India and South East Asia.

Underlining that Mizoram is blessed with talented youth, Shri Modi  emphasized that the government’s mission is to empower them. He informed that 11 Eklavya Residential Schools have already been established in Mizoram and work is underway to start 6 more schools. The Prime Minister highlighted that the North East is emerging as a major hub for start-ups. He expressed happiness that around 4,500 start-ups and 25 incubators are currently operating in the region. He remarked that young people of Mizoram are actively participating in this movement and creating new opportunities for themselves and others.

Emphasising that India is rapidly emerging as an important hub for global sports, the Prime Minister remarked that this growth is also giving rise to a sports economy in the country. He highlighted Mizoram’s rich tradition in sports, noting its contribution in producing many champions in football and other disciplines. He affirmed that the government’s sports policies are benefitting Mizoram as well. Under the Khelo India scheme, Shri Modi stated that support is being provided for the creation of modern sports infrastructure. He informed that the government has recently introduced a National Sports Policy—Khelo India Khel Niti. He stressed that this initiative will open new doors of opportunity for the youth of Mizoram.

The Prime Minister expressed great happiness in playing the role of an ambassador of the beautiful culture of the North East, both within the country and abroad. He emphasized the importance of encouraging platforms that showcase the potential of the North East. Recalling his participation in the Ashta Lakshmi Festival held in Delhi a few months ago, Shri Modi noted that the festival showcased the textiles, crafts, GI-tagged products, and tourism potential of the North East. At the Rising North East Summit, the Prime Minister said he encouraged investors to tap into the region’s vast potential and stated that the Summit is paving the way for massive investments and projects. Shri Modi further remarked that the Vocal for Local initiative greatly benefits the artisans and farmers of the North East, highlighting that Mizoram’s bamboo products, organic ginger, turmeric, and bananas are well-known.

Underlining that the government is consistently taking steps to boost Ease of Living and Ease of Doing Business, the Prime Minister said, “the next-generation GST reforms have recently been introduced and it means lower taxes on many products, making life easier for families”. He recalled that before 2014, even daily essentials such as toothpaste, soap, and oil were taxed at 27%. Today, he noted, only 5% GST is applicable on these items. Shri Modi remarked that during the opposition rule, medicines, test kits, and insurance policies were heavily taxed. He stated that this made healthcare expensive and insurance inaccessible for ordinary families. He emphasized that today, all these services and products have become affordable. The Prime Minister added that the new GST rates will also make medicines for serious diseases like cancer more inexpensive. He informed that after September 22nd, cement and construction materials will also become cheaper. Shri Modi noted that many companies manufacturing scooters and cars have already reduced prices. He expressed confidence that the upcoming festive season will be even more vibrant across the nation.

The Prime Minister stated that as part of the reforms, GST on most hotels has been reduced to only 5%. He remarked that travelling to various places, staying in hotels, and eating out will now become more affordable. Shri Modi emphasized that this will encourage more people to travel, explore, and enjoy different parts of the country. He noted that tourist hubs like the North East will particularly benefit from this change.

“India’s economy has recorded a growth of 7.8% in the first quarter of 2025–26. This means India is the fastest growing major economy in the world”, exclaimed Shri Modi, stating that the country is also witnessing strong growth in Make In India and exports. Referring to Operation Sindoor, he remarked that the nation saw how Indian soldiers taught a lesson to those who sponsor terror. He said the entire country was filled with pride for the armed forces. The Prime Minister emphasized that Made-In-India weapons played a significant role in protecting the nation during this operation. He added that the growth of India’s economy and manufacturing sector is crucial for national security.

The Prime Minister concluded by reaffirming the government’s commitment to the welfare of every citizen, every family, and every region. He stated that a developed India will be built through the empowerment of its people and expressed confidence that the people of Mizoram will play a vital role in this journey. He extended heartfelt congratulations and welcomed Aizawl to India’s railway map. He reiterated that although he could not visit Aizawl due to weather conditions, he is confident that they will meet very soon.

Background

In line with his commitment to world-class infrastructure and last mile connectivity, Prime Minister inaugurated the Bairabi-Sairang New Rail line, worth over Rs 8,070 crore, connecting the capital of Mizoram to the Indian Railways network for the first time. The Rail line Project, built in a challenging hilly area, has 45 tunnels constructed under complex geological conditions. Additionally, it also includes 55 major bridges and 88 minor bridges. The direct rail connectivity between Mizoram and the rest of the country will offer the people of the region safe, efficient, and cost-effective travel options. It will also ensure the timely and reliable supply of food grains, fertilizers, and other essential commodities, thereby enhancing overall logistical efficiency and regional accessibility.

Prime Minister also flagged off three new express trains, Sairang (Aizawl)-Delhi (Anand Vihar Terminal) Rajdhani express,  Sairang-Guwahati Express and Sairang-Kolkata Express on this occasion. Aizawl will now be directly connected with Delhi through a Rajdhani Express. The Sairang-Guwahati Express will facilitate movement between Mizoram and Assam. Sairang-Kolkata Express will directly connect Mizoram to Kolkata. This enhanced connectivity will improve access to hospitals, universities, and markets, thereby strengthening educational, cultural, and economic ties across the region. It will also generate employment opportunities, and significantly boost tourism in the region.

In a major boost to road infrastructure, Prime Minister laid the foundation stone of multiple road projects. It includes Aizawl Bypass Road, Thenzawl–Sialsuk Road and Khankawn–Rongura Road.

The 45 km Aizawl Bypass Road, worth over Rs 500 crore, under Prime Minister’s Development Initiative for North East Region (PM-DevINE) scheme will aim to decongest Aizawl city, improve connectivity to Lunglei, Siaha, Lawngtlai, Lengpui Airport, and Sairang Railway Station among others. It will reduce the travel time from southern districts to Aizawl by around 1.5 hours significantly benefitting the people in the region. The Thenzawl–Sialsuk Road under North East Special Infrastructure Development Scheme NESIDS (Roads), will benefit many horticulture farmers, dragon fruit growers, paddy cultivators, and ginger processors, while strengthening connectivity with the Aizawl–Thenzawl–Lunglei Highway. The Khankawn–Rongura Road under NESIDS (Roads) in Serchhip District will provide better access to markets and benefit various horticulture farmers and other people in the region, while supporting the planned Ginger Processing Plant.

Prime Minister also laid the foundation stone of Chhimtuipui River Bridge on the Lawngtlai–Siaha Road. It will provide all-weather connectivity and reduce travel time by two hours. The bridge will also support cross-border commerce under the Kaladan Multimodal Transit framework.

Prime Minister laid the foundation stone of Khelo India Multipurpose Indoor Hall for Sports Development. The hall at Tuikual will provide modern sports facilities including a multipurpose indoor arena benefitting and nurturing Mizoram’s youth for national and international competitions.

Strengthening the energy infrastructure in the region, Prime Minister laid the foundation stone of 30 TMTPA (thousand metric tons per annum) LPG Bottling Plant at Mualkhang in Aizawl. It will aim at ensuring a steady and reliable supply of LPG in Mizoram and neighbouring states providing easier access to clean cooking fuel. It will also create local employment opportunities.

Prime Minister also inaugurated Residential School at Kawrthah under the Pradhan Mantri Jan Vikas Karyakram (PMJVK) scheme. The school in Mamit aspirational district will provide modern classrooms, hostels, and sports facilities including an artificial football turf. It will benefit over 10,000 children and youth, laying the foundation for long-term social and educational progress.

Furthering his vision of quality education for all, Prime Minister also inaugurated Eklavya Model Residential School at Tlangnuam. The school will improve enrollment, reduce dropout rates, and provide holistic education opportunities for tribal youth.

PM visits Dehradun and conducts review meeting to assess damage caused by floods in Uttarakhand

Prime Minister Shri Narendra Modi visited Dehradun on 11th September 2025 and reviewed the flood situation and damage caused due to cloudbursts, rains and landslides in affected areas of Uttarakhand.

Prime Minister had an official meeting in Dehradun to review the relief and rehabilitation measures undertaken as well as assess the damage that has occurred in Uttarakhand. He announced financial assistance of Rs. 1200 crore for Uttarakhand.

Prime Minister emphasized the need for a multi-dimensional approach to help the entire region and its people recover. This would include measures such as rebuilding homes under the PM Awas Yojana, restoring national highways, reconstructing schools, providing relief through the PMNRF, and distributing mini kits for livestock.

Under the Pradhan Mantri Awas Yojana – Gramin, financial assistance will be extended under “Special Project’’ submitted by Government of Uttarakhand for reconstruction of houses in rural areas to eligible households whose houses have been damaged due to floods.

The Union Government has already sent Inter-Ministerial Central teams to visit Uttarakhand to visit the states to assess the extent of damage, and based on their detailed report further assistance will be considered.

The Prime Minister expressed his condolences to the family members of those who have lost their lives in the natural calamity and stated that the Union Government will work closely with the State Governments at this difficult time and extend all possible assistance.

The Prime Minister met families from Uttarakhand who had been affected by the recent natural calamities, including landslides and floods. He conveyed his solidarity with all those who had suffered and offered heartfelt condolences to the families who lost their loved ones.

PM Modi also announced an ex-gratia of ₹2 lakh for the next of kin of the deceased and ₹50,000 for those seriously injured in the floods and related disasters.

The Prime Minister declared that children orphaned by the recent floods and landslides will receive assistance through the PM CARES for Children scheme, ensuring their long-term care and welfare.

The Prime Minister also stated that the assistance under the purview of the Disaster Management Act and Rules including advance disbursements to the States being announced at this stage are for the interim period. The Central government will further review the assessment based on the memorandum of the State as well as the report of the Central teams. He appreciated the efforts of the personnel of NDRF, SDRF, Army, State administration and other service-oriented organisations for making efforts in immediate relief and response.

The Prime Minister acknowledged the gravity of the situation and assured that the Central Government will make all efforts to address the situation.

India – Mauritius Joint Announcement : Special Economic Package

The Prime Minister of the Republic of Mauritius, His Excellency Dr. The Honourable Navinchandra Ramgoolam undertook a State Visit to India at the invitation of His Excellency Shri Narendra Modi, Prime Minister of the Republic of India. The two Prime Ministers held very fruitful discussions on a wide range of bilateral issues. On the basis of requests submitted by the Government of Mauritius, the following projects have been agreed, in principle, to be jointly implemented by India and Mauritius.

Projects/Assistance to be undertaken on Grant basis

I. New Sir Seewoosagur Ramgoolam National Hospital.

II. AYUSH Centre of Excellence.

III. Veterinary School and Animal Hospital.

IV. Provision of helicopters.

It is estimated that the costs of these project and assistance requested would be approximately USD 215 million/MUR 9.80 billion.

Projects/Assistance to be undertaken on Grant-cum-LOC basis

I. Completion of construction work of new ATC tower at SSR International Airport.

II. Development of Motorway M4.

III. Development of Ring Road Phase II.

IV. Acquisition of port equipment by CHCL.

Estimated costs of these projects/assistance would be approximately USD 440 million/MUR 20.10 billion.

2. On the strategic side the two sides have also agreed, in-principle, for the following:

I. Redevelopment and restructuring of Port in Mauritius; and

II. Assistance in development and surveillance of Chagos Marine Protected Area.

3. It was also in-principle, agreed that the Government of India will extend budgetary assistance of USD 25 mn in the current Financial Year.

The first Jan Aushadhi Kendra outside India has now been established in Mauritius. Today, we have also decided that India will extend its cooperation in establishing an AYUSH Centre of Excellence, a 500-bed Sir Seewoosagur Ramgoolam National Hospital, as well as a Veterinary School and Animal Hospital in Mauritius.

At the same time, we will also advance projects such as the Chagos Marine Protected Area; the ATC Tower at SSR International Airport; as well as the expansion of highways and ring roads.

This package is not an assistance. It is an investment in our shared future.

Last year, UPI and RuPay cards were launched in Mauritius. Now, we will work towards enabling trade in local currencies.

Energy security is an important pillar of our partnership. India is supporting Mauritius in its energy transition. We are providing 100 electric buses to Mauritius, of which 10 have already been delivered. The Comprehensive Partnership Agreement concluded in the field of energy will further strengthen this cooperation. We have also decided to extend support in the establishment of a 17.5 MW floating solar power plant at Tamarind Falls.

We have a long-standing partnership in the field of human resource development. More than 5,000 citizens of Mauritius have already received training in India. During my visit in March, it was decided to provide training to 500 civil servants. I am very pleased to note that the first batch is currently undergoing training in Mussoorie.

Today, we have decided to establish a new Directorate of Science and Technology in Mauritius. Very soon, we will also launch the training modules of Mission Karmayogi in Mauritius.

The Indian Institute of Technology, Madras, and the Indian Institute of Plantation Management have entered into agreements with the University of Mauritius. These agreements will elevate our partnership in research, education, and innovation to new heights.

A free, open, secure, stable, and prosperous Indian Ocean is our shared priority. In this context, India remains fully committed to strengthening the security of Mauritius’s Exclusive Economic Zone, and enhancing its maritime capacity.

India has always stood as the first responder and a net security provider in the Indian Ocean region.

The refitting of the Mauritius Coast Guard ship is being undertaken in India. In addition, 120 of their officers are also being trained in India.

Today, an agreement has been concluded on cooperation in the field of hydrography. Over the next five years, we will work together on joint surveys, navigation charts, and hydrographic data of the EEZ.

This year, we are commemorating the 125th birth anniversary of Sir Seewoosagur Ramgoolam. Raksha Mantri virtually flags-off ‘Samudra Pradakshina’, first ever Tri-service all-women circumnavigation sailing expedition

Commemorating Nari Shakti and the vision for Viksit Bharat, Raksha Mantri Shri Rajnath Singh, on September 11, 2025, virtually flagged-off a historic Tri-service all-women circumnavigation sailing expedition Samudra Pradakshina, the first ever in the world, from the Gateway of India in Mumbai. In his address from South Block, Raksha Mantri described the voyage as a glowing symbol of Nari Shakti, the collective strength, unity & jointness of the three Services, Aatmanirbhar Bharat and its military diplomacy & global vision.

Over the next nine months, 10 women officers will sail onboard the indigenously-built Indian Army Sailing Vessel (IASV) Triveni on an easterly route covering approximately 26,000 nautical miles. They will cross the Equator twice, round the three great Capes – Leeuwin, Horn & Good Hope – covering all major oceans and some of the most dangerous waters, including the Southern Ocean & the Drake Passage. The team will also make four international port calls before returning to Mumbai in May 2026.

Shri Rajnath Singh termed Samudra Pradakshina as not only a voyage onboard a ship, but also a spiritual sadhana and a journey of discipline & willpower. “During the expedition, our officers may face numerous challenges, but their flame of determination will pierce through the darkness. They will return home safely, showing the world that the valour of Indian women is beyond any limits,” he said.

Raksha Mantri recalled the recent extraordinary feat achieved by two Indian Women Navy officers – Lieutenant Commander Dilna K & Lieutenant Commander Rupa A – who successfully circumnavigated the globe onboard another indigenous vessel INS Tarini in double-handed mode, overcoming a number of challenges with courage and dedication. He exuded confidence that IASV Triveni will set another global benchmark in maritime adventure, writing another golden chapter in India’s maritime journey.

Shri Rajnath Singh described the Tri-service expedition as a shining example of the Government’s commitment towards jointness among the three Services. “We believe that when there is a feeling of jointness among the Armed Forces, even the biggest challenge seems small,” he said.

Dubbing IASV Triveni, a 50-foot yacht indigenously-built in Puducherry, as an embodiment of Aatmanirbhar Bharat, Raksha Mantri asserted that the vessel reflects India’s confidence in defence innovation and technology. Every nautical mile of IASV Triveni is a journey towards India’s strategic autonomy and self-reliance, he added.

On the port calls at Fremantle (Australia), Lyttelton (New Zealand), Port Stanley (Canada) and Cape Town (South Africa), Shri Rajnath Singh stated that the team’s interactions will be an introduction to the strength of the Armed Forces to the world, along with Indian culture, tradition and values. IASV Triveni is not only a vessel of endurance, but also a vessel of diplomacy, he said.

Chief of Defence Staff General Anil Chauhan, Chief of the Army Staff General Upendra Dwivedi, Chief of the Naval Staff Admiral Dinesh K Tripathi and Chief of the Air Staff Air Chief Marshal Amar Preet Singh were present with Raksha Mantri in South Block during the virtual flag-off. Flag Officer Commanding-in-Chief, Western Naval Command Vice Admiral Krishna Swaminathan and other senior officials were present at Gateway of India.

About the crew

The 10-member crew includes Expedition Leader Lieutenant Colonel Anuja Varudkar, Deputy Expedition Leader Squadron Leader Shraddha P Raju, along with Major Karamjeet Kaur, Major Omita Dalvi, Captain Prajakta P Nikam, Captain Dauli Butola, Lieutenant Commander Priyanka Gusain, Wing Commander Vibha Singh, Squadron Leader Aruvi Jayadev and Squadron Leader Vaishali Bhandari.

The team has undergone three years of rigorous training, beginning with smaller offshore expeditions on Class B vessels and advancing to IASV Triveni, a Class A yacht acquired in October 2024. Their preparation included progressively challenging voyages along India’s western seaboard and a landmark international expedition from Mumbai to Seychelles and back earlier this year, which validated their seamanship, endurance, and self-sufficiency.

About Samudra Pradakshina

The circumnavigation will follow the strict norms of the World Sailing Speed Record Council, requiring the crossing of all longitudes, Equator crossings and completion of over 21,600 nautical miles under sail alone, without use of canals or powered transit. The most formidable phase will be the rounding of Cape Horn in the Southern Ocean during December 2025 – February 2026.

Crossing the Southern Ocean with massive swells, freezing winds, and unpredictable storms is regarded as the ultimate test of seamanship. Crews typically work in watch systems (Eg: 4 hours on/4 hours off), handling sails, navigation, maintenance, and cooking, while managing sleep deprivation and harsh weather.

During the expedition, the team will also carry out scientific research in collaboration with the National Institute of Oceanography. This includes study of micro-plastics, documentation of ocean life and raising awareness about marine health.

Background

Sir Robin Knox-Johnston (UK) was the first to complete a solo non-stop circumnavigation in 1969. In India, Captain Dilip Donde (Retd) completed the first solo circumnavigation (2009–10) and Commander Abhilash Tomy (Retd) was the first Indian to circumnavigate non-stop in 2012–13. Navika Sagar Parikrama (2017–18) and Navika Sagar Parikrama-II (2024-25) by Indian Navy on INSV Tarini have been previous successful circumnavigation expeditions.

Union Home Minister inaugurates Fast Track Immigration – Trusted Traveller Programme (FTI-TTP)

Union Home Minister and Minister of Cooperation, Shri Amit Shah, today inaugurated the Fast Track Immigration – Trusted Traveller Programme (FTI-TTP) at Lucknow, Thiruvananthapuram, Trichy, Kozhikode, and Amritsar airports through video conferencing. On this occasion, several dignitaries including the Union Home Secretary and the Director of the Intelligence Bureau were present.

On this occasion, Union Home Minister and Minister of Cooperation, Shri Amit Shah said that this facility will not only enhance the convenience of travellers but also provide an opportunity to introduce them to the changes taking place in the country. He said that the next stage of enhancing travellers’ convenience, aligning with Prime Minister Shri Narendra Modi’s vision of Speed, Scale, and Scope, starts today with this programme. Shri Shah added that Prime Minister Modi has always emphasized that, along with technological tools, we must also act as a trust multiplier, and today’s programme is a significant step in that direction.

Shri Amit Shah said that with the Fast Track Immigration – Trusted Traveller Programme (FTI-TTP), seamless immigration facilities will be available at the airports, starting today. He emphasized that merely providing convenience is not enough; we must ensure that the maximum number of travellers benefit from it. To achieve this, efforts should be made to enable registration at the time of issuing passports and OCI cards. He said that if this can be implemented, traveller’s will not need to return for fingerprinting or documentation, and they can travel using their passports whenever they wish. Union Home Minister said that all technical possibilities should be explored to ensure that maximum number of people benefit from this programme. He added that while Indian citizens will certainly benefit, OCI cardholders will benefit the most.

Union Home Minister said that the Fast Track Immigration – Trusted Traveller Programme (FTI-TTP) is a programme that enhances both convenience and national security. He said that the programme was launched in 2024 from Delhi, followed by its implementation at Mumbai, Chennai, Kolkata, Bengaluru, Kochi, and Ahmedabad airports, and today, five new airports have been added. Shri Shah stated that this process is now operational at a total of 13 airports simultaneously. He added that the Ministry of Home Affairs has planned to integrate this programme with the upcoming Navi Mumbai and Jewar airports. Shri Shah mentioned that all those who have used this facility so far have praised it. Travellers now experience no long queues or manual checking, receiving immigration clearance in just 30 seconds without delays. He said that approximately 3 lakh travellers have registered on this portal, of which 2.65 lakh have utilized it during travel, and efforts should be made to continuously increase this number.

Shri Amit Shah said that under the leadership of Shri Narendra Modi, over the past 11 years, there has been significant increase in international passenger traffic. He said that in 2014, the number of travellers going abroad was 3.54 crore, which increased by approximately 73 percent to 6.12 crore in 2024. Similarly, the number of foreign travellers visiting India was 1.53 crore in 2014, which rose by about 31 percent to approximately 2 crore in 2024. He said that combining both figures, the total number of passengers in 2014 was 5.07 crore, compared to 8.12 crore in 2024, representing those who either arrived from abroad or travelled overseas, indicating an overall increase of 60 percent. Shri Shah emphasized that our goal should be to ensure that all Indian citizens and OCI cardholders benefit from this facility.

The FTI-TTP has been implemented through an online portal, https://ftittp.mha.gov.in. To enroll in this program, applicants must register online on the portal by filling in their details and uploading the required documents. The biometrics of registered applicants are collected at the Foreigners Regional Registration Office (FRRO) or while passing through the airport. Registered travellers need to scan their boarding pass, issued by the airline, at the e-Gate and then scan their passport. The traveller’s biometrics are verified at the e-Gates installed at arrival and departure points. Upon successful verification, the e-Gate automatically opens, and immigration clearance is granted.
