From farmers to Industry, all should work together to strive for excellence in agriculture: Narendra Singh Tomar

| Published on:

A conference of the Indian Council of Agricultural Research (ICAR) and its affiliated institutes, agricultural universities and industries was organized in New Delhi today. Union Agriculture and Farmers Welfare Minister Shri Narendra Singh Tomar and Minister of State Shri Kailash Chaudhary participated in this. Through the conference, ICAR aims to work with organizations from industry, research and academia, that are interested in ICAR’s technologies, so that while achieving mutual benefits, the tie ups can widely benefit the country including Agriculture sector in the long run. Agriculture Universities along with more than 100 institutes affiliated to ICAR have various agricultural facilities including well equipped research/development facilities, laboratories/infrastructure which can be mutually used for public good.

Addressing the conference, Union Minister Shri Tomar said that if feedback is received on how industries can apply the research done by ICAR, how to take it forward by complementing each other, what do the industries working at the grassroots level want, then the delivery will improve. The importance of our agricultural products has increased in the world. It is everyone’s responsibility to ensure that the quality of our products is good. The shortcomings or gaps in this sector need to be filled, as well as how India can achieve excellence in the agriculture sector while facing the current international challenges, everyone from farmers to industry should work together in that direction. The importance of such discussions increases even more during the Amrit Kaal. Our thinking should be towards fulfilling the expectations of the world from India. To render India’s increasing importance on the political scene of the world and to strengthen it further and to fulfill the goal that India should stand as a developed country by the year 2047 (Amrit Kaal), towards this goal it is very necessary our discussion should be comprehensive and meaningful. Prime Minister Shri Narendra Modi himself thinks in this direction and it is his insistence that others should also move in this direction. In the global scenario, the opinion about India is changing rapidly, which needs to be changed and established faster, for this we all need to work together and move at a faster pace.

Shri Tomar said that India has made a lot of progress in the agriculture sector, but there are many challenges in the field of agriculture, identifying them and working towards their solution, so that the agriculture sector should play a bigger role in strengthening the country’s economy. There should be more discussion in the direction. There is a need to work in a planned manner, moving beyond traditional agriculture, as well as making full use of technology from lab to land. Scientists associated with ICAR have done a lot of remarkable research, which is useful for the country and the world today. There was a time when we wanted to learn from the world but today the world wants to learn from India in agriculture sector. There is a need to work faster in this direction so that the farmers get the benefit of good inputs and technology, production quality improves, post-harvest losses are reduced and private investment in the agriculture sector multiplies. Although the Government of India is working on all these at its own level, the results of which are evident before all of us, but we all know that the farmers, their produce, along with research & technology besides industries, if all of them come together then this will make the economy strong. We have to ensure the farmer gets a fair price for his produce, hence the contribution of Industry assumes significance.

MoS (Agriculture) Shri Kailash Choudhary; Dr. Himanshu Pathak, Director General, ICAR; coordinator of the conference, Dr. Praveen Malik, CEO, Agrinovate India Ltd, – the commercial arm of ICAR; along with industry representatives Shri Hemendra Mathur and Shri Salil Singhal also spoke on the occasion.

Digital Transformation of Institutions is enabled by adoption of office automation – e-Office, delayering, delegation of financial powers, digital central registration units and adoption of desk officer system. Fully Digital Central Secretariat, Digital State Secretariats, Digital District Collectorates represent the Digital Transformation of Institutions. There is a need to constantly upgrade e-Office versions and equip them with data analytics to ensure increased efficiency in decision making.

e-Office was initiated with the objective of improving the Government functioning by inculcating more efficient, effective, transparent and standard office procedures. Thus increasing the accountability and responsibility in the Inter-Government and Intra-Government transactions leading to an efficient Government administration and public delivery system. It is a complete digital work place solution for Government offices and is based on Central Secretariat Manual of e-Office Procedure (CSMeOP), formulated by Department of Administrative Reforms and Public Grievances (DAR&PG). eOffice-eFile application (eFile v7.0) was conceptualized, re-architected, developed and launched by National Informatics Centre (NIC) in June 2020, by adopting the latest tools and technologies.

Department of Administrative Reforms & Public Grievances (DARPG) had constituted the National e-Governance Service Delivery Assessment (NeSDA) in 2019 as part of its mandate to boost the e-government endeavors and drive digital government excellence. The biennial study assesses States, Union Territories (UTs), and focus Central Ministries on the effectiveness of e-Governance service delivery. NeSDA helps the respective governments improve their delivery of citizen centric services and shares best practices across the country for all States, UTs and Central Ministries to emulate.

The Special Campaign 2.0 on Swachata and reducing pendency in Government offices was organized from 2nd -31st October, 2022 in all Central Ministries/Departments and their attached/subordinate offices/ PSUs/ autonomous organizations. DARPG issued the guidelines and coordinated the campaign across the Central Ministries and their offices through real-time monitoring on a dedicated portal www.pgportal.gov.in/scdpm22.

To encourage replication of good governance practices, DARPG is conducting a series of 13 National Good Governance Webinars, one Webinar a month, over the year 2022-23, commencing from on 28th April, 2022.

One of the functions of DARPG is to showcase the select PM award and e- Governance award winning initiatives to present their innovation to all the central ministries, state and union governments and academicians for dissemination of good governance practices with a view to sharing of experience with each other and replication elsewhere.

The changes in Government of India towards improved quality of governance have to be reflected in States and Districts. The aim is to provide governance which is transparent and in adherence to established rules and procedures. This alone will make the march to New India successful.

Addressing the gathering, the Prime Minister expressed happiness that hundreds of stakeholders are taking part in today’s webinar along with more than 700 CEOs and MDs by recognising its importance. The Prime Minister expressed confidence that all the sector experts and various stakeholders will make this webinar successful and effective.

The Prime Minister said that this year’s Budget will give new energy to infrastructure. The Prime Minister noted the praise for the Budget and its strategic decisions by the experts and major media houses. He informed that India’s Capex has increased 5 times compared to 2013-14 and the government is moving with a target of investing 110 lakh crore rupees under the National Infrastructure Pipeline. “This is a time of new responsibilities, new possibilities and bold decisions for every stakeholder”. The Prime Minister emphasized.

“Infrastructure has a significant role to play in the sustainable development of any country along with development while keeping the needs of the future in mind”,  the  Prime Minister remarked. He underlined that those who have knowledge of history related to infrastructure are well-versed with this fact. He cited the construction of Uttarapath by Chandragupta Maurya which was carried forward by Ashoka and later upgraded by Sher Shah Suri. He informed that it was the Britishers who turned it into G T Road. “The importance of highways has been acknowledged for centuries in India”, the Prime Minister said. Referring to riverfronts and waterways, the Prime Minister gave the example of the Ghats of Banaras which were directly connected to Kolkata via waterways. The Prime Minister also gave the example of the still operational, 2 thousand-year-old Kallanai dam of Tamil Nadu.

Noting the obstacles that came in the way of investments in the infrastructural development of the country by previous governments, the Prime Minister highlighted the prevailing mentality that poverty is a virtue. He underlined that the present government has not only been successful in eliminating this mentality but also in making record investments in modern infrastructure.

The Prime Minister elaborated on the improvement in this situation and said that the average construction of  National Highways has nearly doubled compared to what it was before 2014. Similarly, only 600 route km of railway track was electrified per year before 2014 which is now reaching 4000 km per year. That is why, in this year’s Budget, 100, critical projects have been prioritized and 75,000 crore rupees have been allocated. “With quality and multimodal infrastructure, our logistic cost is going to reduce further in the days to come. This will have a positive impact on the goods made in India, on the competence of our products. Along with the logistics sector, there will be a lot of improvement in ease of living and ease of doing business”, he added, inviting the participation of the private sector in the sector.

Elaborating on the role of the states, the Prime Minister informed about the one-year extension of interest-free loans up to 50 years loans and Budgetary expenditure for this has been increased to the tune of 30 per cent.

The Prime Minister asked the participants to find ways to develop a mechanism for an advanced forecast of the needs of their sectors as various materials are needed for infrastructure development. “We need an integrated approach so that the roadmap for the future remains clear. PM Gati-Shakti National Master Plan has a big role in this”, he said emphasizing the need to integrate the concept of circular economy with the sector.

The Prime Minister recalled his experience after the earthquake in Kutch and explained how an entirely new approach to developing Kutch was adopted after the rescue work. He said that infrastructure-led development of the region, instead of politically expedient quick fixes, turned  it into a vibrant hub of economic activity.

The Prime Minister emphasized that the robustness of India’s physical infrastructure is equally important for the strengthening of the country’s social infrastructure. He underlined that a strong social infrastructure will lead to more talented and skilled youth who will come forward to serve the nation. He expressed delight at the appreciation shown towards this year’s Budget by the people of India. Reflecting on the previous work culture, the Prime Minister said that something as innovative as the post-budget webinars would not have existed if not for the present government’s spirit of discussions with all the stakeholders before and after the budget. The Prime Minister underlined that the main objective of these webinars is to maximize the output of the budget as well as its timely implementation. “These webinars work as a catalyst in achieving the goals set during the budget”, Shri Modi said. Speaking from the experience of working as the head of the government for more than 20 years, the Prime Minister emphasized that the desired results are achieved within the stipulated time when all stakeholders align themselves with any strategic decisions taken by the government. He expressed happiness at the suggestions received through the post-budget webinars that have been conducted so far.

The Prime Minister underlined the need to think out of the box and plan ahead to take tourism in India to new heights. Throwing light on the parameters before a tourist destination is developed, the Prime Minister listed out the potential of the place, ease of travelling to the destination, and new ways to promote the destination. He further added that emphasizing these parameters helps in preparing a roadmap for the future. The Prime Minister highlighted the huge scope of tourism in the country and listed out coastal tourism, beach tourism, mangrove tourism, Himalayan tourism, adventure tourism, wildlife tourism, eco-tourism, heritage tourism, spiritual tourism, wedding destinations, tourism via conferences and sports tourism. He also gave the example of Ramayan Circuit, Buddha Circuit, Krishna Circuit, Northeast Circuit, Gandhi Circuit, and pilgrimages of all saints, and stressed the need to work together collectively on this. The Prime Minister informed that several places in India have been identified through the route of competitive spirit and challenge in this year’s Budget while also focussing on the holistic development of the destinations. Shri Modi asked for a detailed discussion on how different stakeholders can be engaged.

The Prime Minister busted the myth that tourism is a fancy word associated only with the high-income groups of the country. He noted that yatras have been a part of India’s cultural and social life for centuries and people used to go on pilgrimages even when there were no resources available to them. He gave the example of Char Dham Yatra, Dwadash Jyotirling Yatra, 51 Shaktipeeth Yatra and said that it is used to connect the places of our faith while also strengthening the unity of the country. Observing that the entire economy of many big cities of the country was dependent on these yatras, the Prime Minister lamented the lack of development to enhance facilities suited to the times despite the age-old tradition of yatras. He pointed out that  hundreds of years of slavery and the political neglect of these places in the decades after independence were the root cause that inflicted damage to the country. “The India of today is changing this situation”, the Prime Minister interjected as he noted that the increase in the facilities leads to an increase in the attraction among the tourists. He gave the example of Kashi Vishwanath Dham in Varanasi and informed that around 80 lakh people used to visit the temple in a year before it was rebuilt, but the tourist footfall crossed 7 crores last year after the renovation. He also informed that 15 lakh devotees have gone to see Baba Kedar compared to only 4-5 lakhs before the completion of reconstruction work in Kedarghati. Similarly in Pavagadh of Gujarat, the Prime Minister informed that 80 thousand pilgrims go for the darshan of Maa Kalika compared to only 4 to 5 thousand people before the renovation. The Prime Minister noted that the increase in facilities has a direct impact on the number of tourists and the increasing numbers mean more opportunities for employment and self-employment. The Prime Minister also touched upon the Statue of Unity, the tallest statue in the world and informed that 27 lakh tourists visited the place within a year of its completion. He underlined that India’s tourism sector can increase manifold with growing civic amenities, good digital connectivity, good hotels and hospitals, no trace of filth, and excellent infrastructure.

The Prime Minister also mentioned the Kankaria lake project in Ahmedabad, Gujarat and informed that skill development for those working in the food stalls was carried out apart from the redevelopment of the lake. He emphasized on cleanliness along with modern infrastructure and informed that about 10,000 people visit the place every day despite the applicable entry fees. “Every tourist destination can also develop its own revenue model”, the Prime Minister said.

“Our villages are becoming centers of tourism”, the Prime Minister remarked as he underlined that remote villages are now coming up on the tourism map due to their improving infrastructure. He informed that the Central Government has started the Vibrant Village Scheme for the villages situated along the border and emphasized the need to support businesses such as homestays, small hotels and restaurants.

Throwing the spotlight on the increasing number of foreign tourists in India, the Prime Minister noted the growing attraction towards India and informed that 8 lakh foreign tourists have come to India in January this year compared to only 2 lakhs in January last year. The Prime Minister also underlined the need to profile such tourists and create a special strategy to attract them to the country who have the maximum spending capacity. He informed that foreign tourists who come to India spend an average of $1700, while international travelers spend an average of $2500 in America and around $5000 in Australia. “India has a lot to offer to high-spending tourists”, he pointed out.  The Prime Minister stressed that every state needs to change its tourism policy to align with this thought. He gave the example of bird watchers who camp in the country for months and underlined that policies should be made to target such potential tourists.

Highlighting the basic challenge of the tourism sector, the Prime Minister pointed out the lack of professional tourist guides here and stressed the need for certificate courses in local colleges for guides. He suggested that guides working in a particular tourist destination should also have a specific dress or uniform so that tourists will come to know at first glance. The Prime Minister noted that a tourist’s mind is full of questions and guides can help them find answers to all those questions.

The Prime Minister also stressed promoting school and college trips to the northeast so that more people become aware and start developing infrastructure and facilities for tourists. He also emphasized promoting wedding destinations as well as sports destinations. The Prime Minister insisted on developing 50 such tourist destinations that every tourist from around the globe is bound to visit on his trip to India. He also mentioned developing apps for tourist destinations in all languages listed in the United Nations.

Concluding the address, the Prime Minister expressed confidence that this webinar will seriously consider every aspect related to tourism and come up with better solutions. “Tourism has the same potential in the country as agriculture, real estate development, infrastructure and textile”, the Prime Minister concluded.
